Economic Development
•CDBG regulations prioritize assisting microenterprises over larger businesses. A
Microenterprise is a commercial enterprise that has 5 or fewer employees, one or more of
whom owns the enterprise.
•Eligibility: either the owner or more than half of the employees must be LMI.
•Not subject to the Public Service cap, since it is economic development
