Applicants proposing non exempted activities must supply the required submission materials and proceed to a Public Hearing to obtain a Certificate of Appropriateness or a Certificate of Hardship. Renovation to Haven House Haven House, formerly known as the Charles B. Kingsley House was built in 1865 and added onto in 1896. It is a medium sized wood frame student residence that houses 54 students. It has just approximately 22,000 gross square feet of area. The building has not undergone substantial renovation since the bathrooms were modernized in the early 1970s. The kitchen was updated in recent years but has since been closed. Haven House is in the Elm Street Historic District and all exterior renovation work will be designed to preserve the historic character of the buildings original architecture. Haven has major deficiencies to it's electrical, plumbing and HVAC systems, in the building exterior and in the buildings interior finishes The house has also been identified as a desirable location in which to provide some suite -style housing for the students. Upgrades to Haven House will include improved life safety systems: a centrally reporting fire alarm system, a new fire rated egress stairs and a new fire suppression system. All windows will be replaced, with thermal pane divided lite window, wall and attic insulation added and the exterior siding and trim will be repaired and painted. Slate and copper flashings will be removed and new slate and new copper installed. Existing tin or copper roofs on porches and dormers will be replaced with new copper where visible from street level. Upper flatter roofs that have rubber membrane will remain. Interior work includes reconfiguration of unassigned space for new uses. New student bathrooms will replace existing damp and crowded bathrooms. Old uncontrolled steam radiators will be replaced with new hot water baseboard heat controlled off individual room thermostats. The energy efficiency of the new heating system will be maintained by the College's energy management system. Air handlers will provide fresh air to corridors and bathrooms. New electrical wiring and lighting are proposed and new communication wiring will be installed. Haven House currently has an accessible ramp to the Elm street door that provides access to the front porch and the building first floor. The ramp is adequate but a proper accessible entry requires a single leaf 36 "minimum entry door, preferably with a powered assist opener. Haven has neither of those. Since most traffic to the house is from the side porch facing the Campus Center we propose to add a ramp at this location. It will almost be entirely conceal within the existing porch balustrade. The new accessible entry will have card access and a full width accessible door with power assist as the double doors will be changed from two leaf to a single leaf with sidelight. The front porch will be restored and the historic double front door will remain unchanged. VI. Review Criteria In considering a request for a Certificate of Appropriateness, the Commission shall consider the factors listed in Section 26 of the Northampton City Ordinances, as well as those contained in Mass. General Laws Chapter 40C. The primary considerations are to insure that projects respect the character of the district by accomplishing the following: O Construction design, building alignment, setback, height and articulation are consistent or compatible with traditional patterns of surrounding buildings O High quality views of architecturally significant buildings are preserved O Exterior or facade changes to buildings that would damage historic features or are not readily reversible are avoided The Commission may utilize in its review, The Secretary of the Interior's Standards for Rehabilitation and Guidelines for Rehabilitating Historic Buildings published by the U.S. Department of the Interior and various design review and technical publications. After the Hearing: Once the Determination is issued, the Office of Planning Development will file it with the City Clerk's office. This will start the required twenty (20) day appeal period. Once the appeal period passes, (without an appeal being filed) the Applicant must pick up a Certified copy of the Determination from the City Clerk's office and record it at the Registry of Deeds. The permit is not valid until the Determination is recorded at the Registry of Deeds. VII. Appeals Any person aggrieved by a determination of the Commission may, within twenty days after the filing of the decision notice with the City Clerk, file a written request with the Commission for a review by a designee of the Pioneer Valley Regional Planning Commission. The Planning Commission's designee's finding shall be filed with the City Clerk within forty -five days after the request and shall be binding on the Applicant and the Commission, unless a further appeal is sought in Superior Court, as provided in M.G.L.
