Introduction
Forbes Library is a highly utilized historic building that serves the needs of the general public. The
restrooms are integral to the success of the building’s function which includes housing and making
available for use significant historical collections. Present day libraries serve a wide range of community
needs; in addition to books and media, Forbes provides local historical research records, a Library of
Things that can be checked out (tools, musical instruments, and a recently added telescope), computer
access, job search support, and teen and children’s programming.
The library strives to provide an accessible building while maintaining the integrity of the historic
structure. The most recent example is the addition of a wheelchair accessible elevator in the front
entry that provides reliable access for dozens of visitors daily while retaining the grandeur of the
original stone entrance. Our next project is to improve the restrooms to make them accessible and
fully functional.
In partnership with the City of Northampton, we have secured $37,250 in Community Development
Block Grant (CDBG) funds administered by the city’s Planning Department for accessibility
improvements as well as $6,800 in the City’s Capital Improvements funds for the engineer design of the
necessary work. Now we seek CPA funding for the final piece of this puzzle.
Project Overview
The library has 7 highly used single stall, all
gender bathrooms (6 for the public and 1 for
the staff.) These bathrooms do not have
adequate ventilation posing a public health
hazard, especially in this COVID era. They were
renovated around 1998 and unfortunately were
designed without fresh air exchange. This
results in restrooms that are very humid, with
high C02 levels and that often have a very bad
smell. We are seeking to add a fresh air
exchange system to the bathrooms that will
vent into the attic space.
Forbes bathroom doors are an important
architectural feature that incorporate design
elements used throughout the interior of the library. The weight of these doors and the tight seal of
the doorframes have relevance to the proposed project. Forbes continuously monitors the building air
humidity throughout the three floors of the library to ensure the preservation of the collections. The
tight fit of these heavy doors separates the humidity of the bathrooms from larger interior spaces that
house our valuable collections. However, this separation of the building air handling without adequate
ventilation within the bathrooms is contributing to the problem.

Bathroom mechanical systems have been a high
priority improvement need for the library for
over 5 years. The picture of the inside of the
bathroom shows the single air vent, circled, that
brings in heat or conditioned air but there is no
exchange to cycle the internal bathroom air out
of the room.
Forbes remained open to the public during the
pandemic and the bathrooms at Forbes met a
critical public need because many other options
for public bathroom use were not available to
unhoused community members who spend their
time in downtown Northampton. A locked door
means secure privacy and there are many obvious
signs of patrons handling a full range of personal hygiene tasks in the bathrooms. In addition to the
toilet functions, the bathrooms smell of perfumed toiletries and cleaning chemicals. The library
attempted to mask the intolerable odor using synthetic air fresheners. These were identified as a
source of concern for people with chemical sensitivities and have since been removed.
In addition to the expanded use of the bathrooms, the COVID-19 pandemic has increased awareness
of ventilation as a safety issue. There is a common awareness that if the air smells bad, then fresh air
circulation is not adequate to prevent viral load within such a small enclosed space. We received a
dozen comments in our recent community survey that called for improvements to library ventilation.
Project Eligibility
To be eligible for CPA historic preservation funding, the mechanical ventilation project being proposed
at Forbes needs to comply with current building codes. The requirement to make building changes as
needed to meet code is reflected in the Secretary of the Interior’s Standards for the Treatment of
Historic Properties with Guidelines for Preserving, Rehabilitating, Restoring, and Reconstructing
Historic Buildings, 2017, published by the U.S. Department of the Interior National Park Service.
Under code-required work, addressed on page 22, it states that sensitive solutions to meeting code
requirements are an important part of protecting the historic character of the building and site. Work
must be “undertaken in a manner that results in minimal or no loss of interior or exterior
character-defining spaces, features, or finishes. The goal should be to provide the highest level of access
with the least impact to the historic building.” The visual impact to the bathrooms will entail the
addition of a second vent grate on an opposing wall. No floor plan or wall surface changes, other than
the vent grate, will be evident. Written communication from Patrick McCarthy, Director of
Northampton Central Services Division, states that “The bathroom ventilation is being done to meet
the state building code.”
The Secretary of the Interior’s Standards for the Treatment of Historic Properties (36 CFR Part 68,
1995) consists of four treatment standards—Preservation, Rehabilitation, Restoration, and

Reconstruction. The Standards define preservation as “the act or process of applying measures
necessary to sustain the existing form, integrity, and materials of an historic property … limited and
sensitive upgrading of mechanical, electrical, and plumbing systems and other code-related work to
make properties functional is appropriate within a preservation project.” (page 27). The proposed
changes to the ventilation system meet the eight Standards of Preservation (page 28).
Standards for Preservation (abbreviated)
1. The property will be used as it was historically.
2. The historic character of the property will be retained and preserved.
3. Each property will be recognized as a physical record of its time, place, and use.
4. Changes to the property that have acquired historic significance in their own right will be
retained and preserved.
5. Distinctive materials, features, finishes and construction techniques or examples of
craftsmanship will be preserved.
6. The existing condition of historic features will be evaluated.
7. Physical treatments will be undertaken using the gentlest means possible.
8. Archeological resources will be protected and preserved.
Of note, bathrooms are considered by the Standards to be secondary spaces within a historic building.
These spaces are generally more functional than decorative and, depending on the building’s use, may
include kitchens, bathrooms, utility rooms, attics, basements, mail rooms, rear hallways, and most office
spaces. Although these spaces were important to how the building functioned historically, they are
generally less significant than primary spaces and, thus, are usually the most appropriate places to make
changes which may be necessary in a historic building, such as those required to meet code or to install
mechanical equipment. The Standards section on Mechanical Systems addresses heating, air
conditioning, electrical and plumbing. It states that repairing mechanical systems by augmenting or
upgrading system components (such as installing new pipes and ducts), rewiring, or adding new
compressors or boilers is a recommended approach.
Community Support
This application includes a letter of support from Community Action Pioneer Valley that addresses
public bathroom access and the health concerns associated with poor ventilation. Because Forbes plays
an important role within the community, with 135,542 visitors last year and considerably more
pre-Covid, additional letters could have been included in the proposal.
In lieu of more letters of support, Forbes looked for an appropriate way to communicate to the CPA
Committee what we know to be personal experiences with the bathrooms. We hope the Committee
will appreciate the creative effort to specifically characterize library patrons' experiences of the
bathroom ventilation problem. Forbes has been developing an updated Strategic Plan and that process
included a community survey, which was completed by 1,165 respondents. A keyword search of survey
responses identified many instances of appreciation for the availability of public bathrooms, particularly
in recognition of Forbes’ role as a city warming center for unhoused or transitionally housed

individuals. A selected set of survey responses directly referred to problems with bathroom air quality.
We felt this approach to provide firsthand, anonymous comments was more direct than could be
reflected in additional letters of support.

Project Budget/Timeline
Funding for the ventilation is the final piece in a renovation of the bathrooms that began with Capital
Improvements funds from the City of Northampton. In 2022, the city engaged the services of Towsley
Associates, a firm that has had experience with Forbes mechanical systems in the past. Their work
included site visits and a review of existing heating and ventilation drawings and specifications. Towsley
will provide professionally engineered drawings and specifications for HVAC system changes suitable for
a competitive bid. This design and engineering work by Towsley Associates Consulting Engineers cost
$6,800.
In addition, Central Services for the City in partnership with Forbes has received $37,250 in
Community Development Block Grant funds for accessibility improvements. The CDBG funds will
accomplish (1) automatic door access and hardware, (2) threshold and tile work, (3) electrical work,
and (4) architectural services. The CDBG project will involve permit approvals and city approval of the
plans. Capital Improvement Funds and CDBG funds are already committed to the project with a

common goal of improving accessibility and functionality of the bathrooms. These sources of funding,
totaling $44,050, will leverage the CPA funds requested.
The scope of the ventilation work being requested of CPA includes exhaust ductwork that will run
vertically within internal walls, exhaust registers, electrical service connection, new exhaust fans,
general contracting work including possible soffits, cutting, patching, fire sealing, fire dampers, and
possibly flashing of roof openings. The Towsley estimate for this work is $66,500:

This section summarizes Forbes Library’s programming and our institutional goals. CPA committee
members likely know the Forbes Library building, but we have included an abbreviated history as
Appendix A that may be of interest.
The building is the backdrop for many community events on the lawn.

The Forbes collections and services are large and varied, including popular fiction and non-fiction,
museum passes, large arts and music and children’s departments, community meeting rooms, an
impressive art gallery, and also an extensive local history and genealogy collection for Hampshire
County as well as the Calvin Coolidge Presidential Library and Museum.
Forbes also offers Northampton an array of programming for all ages, ranging from author readings,
music and dance demonstrations, dramatic readings and performances, to writing workshops, book and
poetry discussion groups, garden tours, and film series. There is a meeting room, study room and
community room available for public use. Catering to underserved populations of the community,
Forbes offers an Outreach Delivery Program which delivers materials to nursing homes and the
homebound. This program expanded during the pandemic to include As Needed service and Little Free
Neighborhood Book Boxes maintained by the library.
Community outreach and collaboration is a high priority for the library. Partnerships extend the reach
of the library to more diverse audiences and positions the library to be an integral part of the
community’s social safety net, vibrant arts and education culture, and economy. The library hosts an
access point for the MassHire Franklin Hampshire Career Center that provides career and business
development services. Active partnerships exist with Northampton Neighbors, Senior Center, Manna
Community Center, forthcoming Resilience Hub and Department of Community Care, Historic
Northampton, Center for New Americans, Northampton Public Schools, and the list goes on and on.
The library has made a commitment to increasing the diversity and world language skills of our staff
and board members to be more representative of our community and to allow us to better serve our
increasingly diverse community. This commitment to be more inclusive carries through to our
collections, programming, and services.
The pandemic has impacted the library and our community in countless ways and shone a light on the
importance of the library to connect and support community members, particularly our most
vulnerable. The library has always been a place where community members are welcome to get warm
in the winter and cool off in the summer.
Forbes Library was open 2,751 hours last year including 4 evenings and Saturdays each week and had
135,542 visitors. The library meeting rooms were used 729 times last year. In FY19 (pre-Covid)
attendance in the library had increased to 223,131. The meeting rooms were used 1,923 times that
year by various groups and organizations, remaining fairly steady from the previous year. This indicates
that they are being used at close to capacity. We continued to schedule groups to meet in other library
spaces, such as the gallery table and mezzanine tables and the director’s office since our rooms were so
well used. This usage does not count as meeting room use for the state statistics (ARIS) that these
numbers are drawn from.
Forbes Library ranks in the top ten (for our population group) statewide for annual circulation. Within
our network, CW MARS, which covers all of central and western Massachusetts, we had the
second-highest average circulation for the last 3 years.

Our in-library programming is still rebounding from the pandemic, but last year the library had 98
programs with an attendance of 1,492 (excluding virtual programs). Again, in FY19, the library had
1,450 programs with a total attendance of 19,469 people.

Appendix A
“The Castle on the Hill”
Forbes Library was designed by William C.
Brocklesby, a prominent and highly successful
architect who also designed the Academy of
Music, and a number of original dormitories at
Smith College in Northampton. He was a
prolific, creative designer in the late 19th
century, from Hartford, CT, who worked for
institutions along the Connecticut River
corridor. Significant other principal works
include buildings at Noah Webster School and
Church of the Redeemer in Hartford and the
Congregational Church of Great Barrington.

While he worked in many styles, the architecture of Forbes Library is distinctive and significant as a
local expression of Romanesque Revival, also sometimes referred to as Richardsonian Romanesque.
H.H. Richardson of Boston made Romanesque Revival style popular and admired, as expressed at
Trinity Church, Boston, and many masonry libraries throughout Massachusetts that are of national
significance. The use of gray granite ashlar stone as the primary body of the exterior wall, with local
red Longmeadow sandstone trim, creates a massive, affirmative presence as the “Castle on the Hill.”
Arches, bays, and the gabled, slate roof are also features of that distinctive style.
Forbes Library was a gift to Northampton by Judge Charles E. Forbes, who left a bequest to the city to
build a public library and was dedicated on October 23, 1894. The Last Will and Testament of Charles
Edward Forbes, signed September 25, 1876, can be seen at the library or online at
https://forbeslibrary.org/info/library-history. Forbes is an important, contributing building in the
Downtown Historic District, which was accepted by the National Park Service in 1976 for inclusion in
the National Register of Historic Places. The library’s prominence on the hill defines the edge of the
historic downtown district.

We have seven single stall bathrooms in our building that are used frequently by a broad cross section of our
community. We seek to improve ADA access to our bathrooms. Our project is to remove physical barriers. Six out of
the seven bathrooms have a raised threshold lip that make it very difficult for people in wheelchairs to maneuver over
without assistance. Also, the doors are very heavy, open inward, and the positioning of the handle makes opening
them very hard for people with mobility, coordination, or strength issues to operate.

Forbes Library was completed in 1894 and serves as the public library for the city of Northampton. Our library served
about 220,000 people annually before the pandemic and we expect to return to those numbers. We are open 56
hours a week and serve a broad cross section of the community. While we don't track who comes to the library, it is
well known within the social service network of Northampton that Forbes is a welcoming place regardless of housing
status, economic status, ability, racial or ethnic identity.
The building has had numerous modifications to it over the years to improve access for people with disabilities
including adding interior and front elevators, ramps, rails, curb cuts, and accessible furnishings, technology and
signage. We received the Paul Winske access award from Stavros in 2016 upon completion of our handicapped access
elevator in the front vestibule. Our commitment to accessibility extends to our collections and services as well and we
have an active Disability Advisory Group comprised of members of the greater Northampton area.

ARTICLE 1: CONSULTANTS, SUBCONSULTANTS, SUCCESSORS AND ASSIGNMENTS
1. The Consultant shall not employ other designers, sublet, assign or transfer any part of his
services or obligations under this agreement without the prior approval of and written consent of the City. The City shall not unreasonably withhold such approval. The written consent shall not in any way relieve the consultant from his responsibility for the professional and technical accuracy and the coordination of all data, designs, drawings,
specifications, estimates and other work or materials furnished.
2. The designated Designer and or team members, as listed in the proposer’s response to this RFP, will not be changed without the Building Committee’s permission. In the event that the designated Designer and or team members leave the proposer’s employment, his or her replacement for the purposes of this contract will be subject to the Building
Committee’s approval. This approval will be subject to the proposer demonstrating to the
Building Committee, that the experience and credentials of the replacement personnel are equivalent or better than the person or persons who are being replaced. ARTICLE 2: SURVEYS, BORINGS, LAB TESTS
1. The City will be responsible for surveys, borings and lab tests. ARTICLE 3: TIME, RECORDS AND LAWS
1. The Consultant shall cause to be maintained complete, accurate and detailed records of
all time devoted to the project by his employees and each consultant or subcontractor employed by the Consultant. The Commonwealth and City may at all reasonable times audit such records.
ARTICLE 4: PROFESSIONAL RESPONSIBILITY AND SERVICES TO BE PERFORMED
1. The Consultant shall be responsible for the professional and technical accuracy and the coordination of all designs, drawings, specifications, estimates and other work furnished by him or his consultants and subcontractors. The Consultant shall staff his
office with sufficient personnel to complete the services required under the contract in a
prompt and continuous manner, and shall meet the approval schedule and submittal dates established during the course of this contract. 2. The Consultant shall furnish appropriate competent professional services for each of the phases to the point where detail checking or reviewing by the OFFICE will not be necessary. Any changes, corrections, additions or deletions made by the OFFICE shall
be incorporated into the design of the project unless detailed objections thereto are received from the Consultant and approved by the OFFICE. 3. The Consultant shall follow the provisions of General Laws Chapter 30, Section 39M, which provides in part: “for each item of material the specifications shall provide for

either a minimum of three named brands of material or description of material which
can be met by a minimum of three manufacturers or producers, and for the equal of any
one of said named or described materials”. Refer to the law and the OFFICE for procedure regarding proprietary items. 4. Neither the OFFICE review, approval or acceptance of, nor payment for, any of the services furnished shall be construed to operate as a waiver of any rights under the
contract or any cause of action arising out of the performance of the contract.
ARTICLE 5: RECORD DRAWINGS, REPORTS, CALCULATIONS 1. All drawings, reports and calculations are to become the property of the City.
ARTICLE 6: EXTRA COMPENSATION, REIMBURSEMENT 1. The Consultant shall not be compensated for any changes involved in preparing changes that are required for additional work that should have been anticipated by the
Consultant in the preparation of the bid documents, as reasonably determined by the
Director. 2. For compensation see CONSULTANT FEE in RFP. ARTICLE 7: DESIGN FEES AND RESPONSIBILITY FOR MODIFICATIONS AND
CHANGE ORDERS
1. The Consultant will review all change orders for reasonableness as to cost and value to the project
ARTICLE 8: METHOD OF PAYMENT TO THE CONSULTANT
1. The Consultant shall be paid within 30 calendar days following the submittal of an invoice.
ARTICLE 9: TERMINATION, NO AWARD
1. By written notice to the Consultant, the Director may terminate this contract at any time. If any such termination shall occur without the fault of the Consultant, all compensation and reimbursement due to the Consultant up to the date of termination, in
accordance with all contract terms, including proportionate payment for uncompleted
portions of the work, shall be paid to the Consultant by the City. Such payment shall not exceed the fair value of the work, as the Director shall determine. 2. By written notice to the Director, the Consultant may terminate this contract (1) if the City, within sixty (60) days following written notice to the Director from the Consultant of any default by the City under the contract, shall have failed to remove such default or
(2) if, after the Consultant shall have performed all services required of the Consultant in any of the project phases, at least six (6) months shall have elapsed without receipt by the Consultant of Notice to Proceed with the next phase of the project. Upon any such termination by the Consultant, all compensation and reimbursement payable to the

Consultant in accordance with the contract up to and including the date of termination
shall be paid to the Consultant by the City.
ARTICLE 10: RELEASE AND DISCHARGE
1. The acceptance by the Consultant of the last payment for services shall in each
instance, operate as and be a release to the City, the OFFICE, and every member and agent thereof, from all claim and liability to the Consultant for everything done or furnished for or relating to the work, or for any act or neglect of the OFFICE of any person relating to or affecting the work, except for those written claims submitted by
the Consultant to the OFFICE with the last payment requisition.
ARTICLE 11: NOTICES, APPROVALS, INVOICES 1. Any notice required under this contract to be given by the City to the Consultant, or by
the Consultant to the City, shall be deemed to have been so given, whether or not
received, if mailed by prepaid postage by, respectively, the Director or the Consultant. 2. Written approval by the Director for Article 6 Extra Compensation, Reimbursement shall be in the form of a letter. 3. Invoices submitted for services which have not been previously authorized in writing
shall be returned to the Consultant.
4. Invoices for services under Article 6 shall be accompanied by a complete breakdown listing name, payroll title, date, number of hours each day, hourly rate and extended amount. 5. Request for previously authorized expenses of any nature must be accompanied by a
billing/receipt from the source of the expense.
6. Supporting back-up data shall be submitted in triplicate. ARTICLE 12: INSURANCE
1. The Consultant shall at his own expense obtain and maintain a Professional Liability
Policy for errors, omissions or negligent acts arising out of the performance of this agreement in a minimum amount of $1,000,000. 2. The coverage shall be in force from the time of the agreement to the date when all construction work designed under the contract is completed and accepted by the
OFFICE. Since this insurance is normally written on a year-to-year basis, the
Consultant shall notify the OFFICE should coverage become unavailable. 3. The Consultant shall, before commencing performance of this contract, provide by insurance for the payment of compensation and the furnishing of other benefits in accordance with General Laws, as amended, to all employed under the contract and shall continue such insurance in full force and effect during the term of the contract.
4. The Consultant shall carry insurance in a sufficient amount to assure the restoration of any plans, drawings, computations, field notes or other similar data relating to the work covered by this contract in the event of loss or destruction until the final fee payment is made or all data is turned over to the OFFICE.

5. Certification and any and all renewals substantiating that required insurance coverage is
in effect, shall be filed with the contract. Any cancellation of insurance whether by the
insurers or by the insured shall not be valid unless written notice thereof is given by the party proposing cancellation to the other party and to the OFFICE at least fifteen days prior to the intended effective date thereof, which date should be expressed in said notice. The Consultant shall indemnify, defend and save harmless the City, the
OFFICE and all of its or their officers, agents, and employees against all suits, claims
of liability of every name and nature, for or on account of any injuries to persons or damage to property arising out of the negligence of the Consultant in the performance of the work covered by this agreement and/or failure to comply with the terms and conditions of this agreement, whether by himself or his employees or subcontractors,
but only in respect of such injuries or damages sustained during the performance and
prior to the completion and acceptance of the work covered by this agreement. 6. Upon request of the Consultant, the Director reserves the authority to modify any condition of this Article.
ARTICLE 13: LEGAL REQUIREMENTS
1. NONRESIDENT PROCESSING; SIGNATURES Every Consultant who is a nonresident of the Commonwealth of Massachusetts, or a nonresident co-partner of a Consultant hereby appoints the Secretary of the
Commonwealth of Massachusetts and his successor in office to be his true and lawful
attorney in and for Massachusetts, upon whom all lawful processes in any action or proceeding arising out of this contract may be served. When legal process against any such person is served upon the Secretary of State, a copy of such process shall forthwith be sent by registered mail with a return receipt requested by the OFFICE or
its lawful Attorney to said Consultant or nonresident co-partner at the address set forth
in the contract. Said Consultant or said nonresident co-partner hereby stipulates and agrees that any lawful process against it which is served on said attorney shall be of the same legal force and validity as if served on said Consultant or said co-partner. Such authority shall continue in force so long as any liability remains outstanding against
said Consultant or said co-partner.
2. ACCESS TO CONTRACTOR’S RECORDS (EXECUTIVE ORDER #195) The Governor or his designee, the Secretary of Administration and Finance, and the State Auditor or his designee shall have the right at reasonable times and upon
reasonable notice to examine the books, records and other compilations of data of the

ELECTRONIC RECORD AND SIGNATURE DISCLOSURE
From time to time, City of Northampton (we, us or Company) may be required by law to provide
to you certain written notices or disclosures. Described below are the terms and conditions for providing to you such notices and disclosures electronically through the DocuSign system. Please read the information below carefully and thoroughly, and if you can access this information electronically to your satisfaction and agree to this Electronic Record and Signature
Disclosure (ERSD), please confirm your agreement by selecting the check-box next to ‘I agree to
use electronic records and signatures’ before clicking ‘CONTINUE’ within the DocuSign system.
Getting paper copies
At any time, you may request from us a paper copy of any record provided or made available
electronically to you by us. You will have the ability to download and print documents we send to you through the DocuSign system during and immediately after the signing session and, if you elect to create a DocuSign account, you may access the documents for a limited period of time (usually 30 days) after such documents are first sent to you. After such time, if you wish for us to
send you paper copies of any such documents from our office to you, you will be charged a
$0.00 per-page fee. You may request delivery of such paper copies from us by following the procedure described below.
Withdrawing your consent
If you decide to receive notices and disclosures from us electronically, you may at any time
change your mind and tell us that thereafter you want to receive required notices and disclosures only in paper format. How you must inform us of your decision to receive future notices and disclosure in paper format and withdraw your consent to receive notices and disclosures electronically is described below.
Consequences of changing your mind
If you elect to receive required notices and disclosures only in paper format, it will slow the speed at which we can complete certain steps in transactions with you and delivering services to you because we will need first to send the required notices or disclosures to you in paper format,
and then wait until we receive back from you your acknowledgment of your receipt of such
paper notices or disclosures. Further, you will no longer be able to use the DocuSign system to receive required notices and consents electronically from us or to sign electronically documents from us.

electronically to you through the DocuSign system all required notices, disclosures,
authorizations, acknowledgements, and other documents that are required to be provided or made available to you during the course of our relationship with you. To reduce the chance of you inadvertently not receiving any notice or disclosure, we prefer to provide all of the required notices and disclosures to you by the same method and to the same address that you have given
us. Thus, you can receive all the disclosures and notices electronically or in paper format through

If you created a DocuSign account, you may update it with your new email address through your account preferences.
To request paper copies from City of Northampton
To request delivery from us of paper copies of the notices and disclosures previously provided by us to you electronically, you must send us an email to apagan@northamptonma.gov and in the body of such request you must state your email address, full name, mailing address, and telephone number. We will bill you for any fees at that time, if any.
To withdraw your consent with City of Northampton
To inform us that you no longer wish to receive future notices and disclosures in electronic format you may:
i. decline to sign a document from within your signing session, and on the subsequent page,
select the check-box indicating you wish to withdraw your consent, or you may;
ii. send us an email to apagan@northamptonma.gov and in the body of such request you must state your email, full name, mailing address, and telephone number. We do not need any other information from you to withdraw consent.. The consequences of your withdrawing consent for online documents will be that transactions may take a longer time to process..
Required hardware and software
The minimum system requirements for using the DocuSign system may change over time. The current system requirements are found here: https://support.docusign.com/guides/signer-guide-signing-system-requirements.
Acknowledging your access and consent to receive and sign documents electronically
To confirm to us that you can access this information electronically, which will be similar to other electronic notices and disclosures that we will provide to you, please confirm that you have read this ERSD, and (i) that you are able to print on paper or electronically save this ERSD for
your future reference and access; or (ii) that you are able to email this ERSD to an email address
where you will be able to print on paper or save it for your future reference and access. Further, if you consent to receiving notices and disclosures exclusively in electronic format as described herein, then select the check-box next to ‘I agree to use electronic records and signatures’ before clicking ‘CONTINUE’ within the DocuSign system.
By selecting the check-box next to ‘I agree to use electronic records and signatures’, you confirm

Dear Council and Mayor Sciarra,
Covid-19 has taught us many things, but few lessons are more important
than these:
• Our most vulnerable citizens will always suffer first, and most,
in a crisis.
• Air purification and ventilation is as essential to public health as
food, water and shelter.
Forbes Library is an incredible community resource which works in
harmony with Community Action Pioneer Valley's mission of Access,
Opportunity and Community. There are few other physical spaces in which
those three things come together with such efficacy and resonance. The
library is a safe place to be, to exist without need for money or purpose, a
place to learn and connect, and a place to gather.
Accessible, safe bathrooms are a key component of these essential services.
Few places in town have free, clean, public bathrooms. Having these
bathrooms available for anyone serves not only our most vulnerable
citizens, who face harassment, bullying and rejection in other
establishments, but any who find themselves in a situation of urgent need.
Ventilating these bathrooms properly will ensure greater safety for those
who rely on these critical spaces. We know that Covid-19 and other viruses
can spread more easily in poorly-ventilated spaces, even when only one
person is in them at a time. Airborne particles linger when small rooms
can't effectively circulate or clean the air. The only way to rectify these
issues is better ventilation.
We fully support the use of CPC funds to upgrade this important
community resource.
