[2] A wildlife habitat evaluation is required per 310 CMR 10.54(4)(a)5. [3] The limit of Bordering Land Subject to Flooding (BLSF) should be shown on the plans. The Applicant should address how the project complies with the performance standards for BLSF set forth in 310 CMR 10.57(4)(a). [4] The legend on the plans is not comprehensive, making it difficult for this reviewer to evaluate the location of delineated bank in relation to the proposed work. [5] The Applicant should clarify the location of the upstream Aqua Barrier, as it does not appear to span the entire width of the stream. The Applicant should clarify the location of the proposed dewatering basin within the stream and why it is not located within an upland area. [6] The Commission may wish to request a species list of proposed native plantings and may wish the Applicant to clarify the proposed seed mixes. This information is available in alternate format. [8] The Applicant should clarify why they are proposing to reuse existing concrete blocks within the stream. [9] The Applicant should provide an updated list of resource area impact numbers and evaluate if a 401 Water Quality Certification is required. [10] The Applicant should clarify why cobbles are proposed in the stream bed and how that compares to the natural stream bed upstream and downstream of the project site. [11] The Commission may wish to request an alternatives analysis of the design alternatives considered to address the slope stabilization issue. [12] The Applicant should clarify if the invasive species management is intended to serve as an improvement to Riverfront Area for 310 CMR 10.58(5)(a). At a minimum, proposed work shall result in an improvement over existing conditions of the capacity of the riverfront area to protect the interests identified in M.G.L. c. 131 § 40. Acceptable improvements include, but are not limited to: a) Significant net reduction of impervious surfaces; b) Planting of indigenous plant species; c) Providing stormwater management demonstrably in excess of what is required per 310 CMR 10.05(6)(k) through (q); d) Removal and proper disposal of noxious but otherwise legally located materials. [13] The water controls detailed in the Remediation Dewatering Plan should be shown on the plans.
