Project Area and Ownership:
City of Northampton Connecticut River Greenway (easement on the south side and fee
interest on the north side), town of Hatfield (fee, less than 5% of total trail), and
MassDOT Railroad Division located within the City of Northampton (fee).
Narrative
CPA Funding is requested to complete design of a multi-use trail that will connect the
town of Hatfield, which has no shared use trails, with the MassCentral Rail Trail and the
New Haven and Northampton Canal Greenway. This will provide what will soon be a
continuous link from Boston to Northampton to New Haven can both serve Hatfield and
one of the most beautiful sections of the Connecticut River. CPA funds will be used as
the local match for an already-received MassTrails grant.
The 1.3 mile shared paved shared use path (with a short section shared with the
Connecticut River Greenway access driveway) will go from Damon Road (by 80 Damon
Road to 120 Elm Court, Hatfield at 100 Hatfield Road, Northampton). To the south this
connects to the Damon Road shared use path (currently under construction and to be
complete in 2022), which itself connects to the MassCentral Rail Trail. To the north it
connects to a network of small bicycle friendly streets. The project will separate
bicycles and pedestrians from the only road that serves the same destination and origin
(North King Street Routes 5 and 10), reducing the risk of crashes. Separation and
fencing between the shared use path and the MassDOT active rail road will be designed
in accordance with MassDOT standards
The trail will be an asphalt trail ten feet wide with two foot shoulders. It will all comply with the strictest ADA and AAB standards and be less than 5% grade along the trail and
less than 2% cross slope. It will include one long bridge and some smaller culverts. It
will include benches in locations that will provide dramatic views of both the
Connecticut River and the Holyoke Range. It will connect to the Damon Road and
MassCentral shared use paths, providing a continuous connection that will eventually
connect to Boston and New Haven and directly goes through and serves an
environmental justice neighborhood.
We have already completed an initial topographic survey, a feasibility study with
preliminary cost estimates of the path, met with MassDOT and started the process with
MassDOT of getting construction funding. The requested project is to advance design to
move towards MassDOT funding. We have completed an initial feasibility assessment
regarding environmental permitting, and the next stage for which MassTrails funds have
already been received and a CPA match is requested, is to complete a detailed survey
and continue to advance permitting work.
The project is included in the City’s Sustainable Northampton Comprehensive Plan and
its Open Space, Recreation, and Shared Use Plan. Both processes included extensive
Connecticut River Greenway Trail 3
community engagement and this project received strong support. When the City
acquired two parcels a decade ago where the trail will go, the deed and easement
specifically mentioned the future planned shared use trail, which City Council accepted
when they accepted that deed and easement.
The southern terminus of the trail, the City’s Connecticut River Greenway, is already
accessible and include accessible parking spaces (a/k/a “handicap;” parking). The entire
trail will meet all ADA and AAB standards and be less than 5% grade with benches, to
ensure that many populations with mobility disabilities can use the trail.
When complete, the trail will connect to the longest shared use path spine in the
Commonwealth (the MassCentral Rail Trail and connecting New Haven and
Northampton Canal Greenway. Second the trail has spectacular views of both the
Holyoke Rand and the Connecticut River. Finally, the trail is well suited for short
journeys (e.g, residents of the environmental justice neighborhood wanting to take an
evening stroll) and long distance users (e.g., anything from travel to downtown
Northampton to travel all the way to New Haven).
Detailed Task List:
• Alignment Development/ Field Reconnaissance: A survey crew will stake out
the centerline alignment that is illustrated on the March 15, 2022 plans. This will
be followed by a field visit with the City to make any path adjustments to the
proposed alignment. Photo document the alignment and note constraints,
challenges, and existing conditions. The final path alignment will be surveyed
and approximately centered within a 40-foot wide swath of topographic survey.
This tasks is to be coordinated with the survey task.
• Resource Area Delineations: Delineate resource areas that are within the
influence of the trail’s alignment. Collect data points using a GPS handheld device
so that the data can be inserting into the surveyed base plan. Delineations within
the proximity of the survey limits will be captured by the survey crew.
Delineation notes will be prepared in accordance with the Department of
Environmental Protection (DEP) to document conditions.
• Environmental Due Diligence: Conduct a preliminary environmental review in
accordance with National Environmental Policy Act (NEPA) and Massachusetts
Environmental Policy Act (MEPA), including but not limited to Federal and
Massachusetts Clean Water Act, Endangered Species, Cultural and Historic
considerations, and others as deemed necessary and based on the existing
conditions mapping, field observations, and shared use path alignment. These
assessment will be prepared in accordance with the MassDOT Early
Environmental Coordination Checklist (EECC), however, the EECC will not be
prepared at this time. An archeological review or assessment is not anticipated to
be coordinated as part of this task, as MassDOT has indicated that they would
lead this effort.

• Survey (Topo and ROW): A topographic detailed survey will be prepared with
approximate property boundary survey to a MassDOT format. The right-of-way
will be located using field data, GIS information, and deed research. The
topography survey will collect surface features and utilities within a 40-foot wide
swath for approximately 6,800 linear feet (or 1.3-miles). Underground utilities
will be located based on record information available online or provided by the
City or MassDOT. Trees will be located within the project limits that fall within
the NHESP polygon, so that impacts can be determined and avoided if possible.
Survey that was previously collected by the City for River Run Road will be reused so that on-road striping can be proposed. It is noted that this portion of
the path is expected to be implemented by the City and not part of the MassDOT
TIP process.
• 10% Design Plans: Prepare 10% design plans at 20-scale on the collected
topography survey. The plans will be prepared to a MassDOT format. The plan
preparation will include the development of the horizontal alignment, profile
(existing and proposed), typical sections, and development of a path corridor to
create working cross sections for the determination approximate limits of
impacts. The horizontal and vertical alignment and connections to other foot
paths/features will be reviewed with the City and adjusted as necessary to create
the best path design. A striping plan will be developed for River Run Road.
• Construction Cost Estimate: A construction cost estimate will be prepared to
accompany the design plans, which will also be prepared to MassDOT standards
using the online Weighted Average Bid Application (WABA). Cost per linear foot
and lump sum items could be used for some items in this cost, such as retaining
walls and bridges.
• Structural Due Diligence: Review the alignment prepared as part of the 10%
design and conceptually locate structural needs such as retaining walls or
bridges. This task will set the framework for a geotechnical design. Structural
options will be located based on the site parameters and constraints. A more
detailed design of structures will be conducted as part of a latter design stage
once the alignment is approved by the City and MassDOT. While a structural
design is not included as part of this task, the City and MassDOT will be advised
on potential construction costs and next steps for design and permitting of
structural features. This task will be prepared in coordination with the plan
development.
• Design Memorandum: Prepare a memorandum summarizing the design
parameters, constraints, permitting needs, and design next steps. This will be
submitted to the Town and MassDOT for review.
• Meetings and Coordination: It is anticipated that meetings will be required
with the City and MassDOT to review design progress. This budget is being set

as an allowance and is anticipated to cover between 3 and 4 meetings (excluding
field visits) for up to two consulting staff. This includes travel, preparation,
graphics, meeting notes and other support documents.
• Expenses: Allowance for expenses for field work (stakes, flags, etc.), mileage,
printing, and postage. Police details are not anticipated to be needed and
therefore not included, however, railroad flaggers may be required. The budget
allocated for this task will be used to coordinate with MassDOT flaggers as
needed.
• Design Submission Coordination: Meet with the City to review the plans and
coordinate a final submission. The submission is expected to include a formal
10% design submission to MassDOT for review and discussion. A 25% design
submission will not be made, however, the design process outline will work
toward a 25% design. Comments on the plans from the City or MassDOT
following this submission will be addressed during the 25% design process,
which will occur as part of a separate contract in the future.
• Geotechnical Design and Borings: As a result of a proposed bridge crossing
(over a ravine) and retaining walls that are anticipated to be needed to hold
sections of the path up, soil borings will need to be collected. A boring plan will
need to be prepared following the development of the preferred alignment, tasks
above. The number of borings to be collected are unknown at this time,
however, it can be anticipated that at least one boring is needed for every bridge
abutment and a minimum of two borings for a retaining wall. Depending on the
length of the retaining wall, complementary borings could be required. Additional
probes or borings along the path alignment could also be needed to design a
path surface. The boring plan will need to be reviewed by MassDOT before field
work can be scheduled.
CPA Criteria
The project meets several Community Preservation general criteria:
Serves more than one CPA program area
The project serves both Open Space and Recreation.
Contributes to the preservation of Northampton’s unique character, boosts the vitality of
the community, and enhances the quality of life for its residents
Addresses recommendations contained in the Sustainable Northampton comprehensive
plan and/or the Northampton Open Space, Recreation, and Mixed Use Trail Plan or is
consistent with other city-wide planning efforts that have received broad-based scrutiny
and input and can demonstrate wide community support
Multi-use paths were identified as a primary objective in the Open Space,
Recreation, and Mixed Use Trail Plan, so much so that the Plan’s name was
changed to include them. The Plan noted that “opportunities for new or

expanded connections to existing trail networks for alternative transportation,
walking, hiking, biking, cross-country skiing, and other recreational opportunities”
are priorities when considering sites for recreation. The Connecticut River
Greenway Trail was called out as a specific goal as well: “Extending a trail 1.5
miles from Damon Road or 1.3 miles from River Run Access Road to Elm Court in
Hatfield would dramatically open up multi-use trail opportunities. It would connect
a new town to the growing rail trail network and provide easy access to Hatfield’s
safe back roads for Northampton bicyclists. It would also be a spectacular trail
with great Connecticut River vistas and it would be anchored by the south by the
new greenway community boathouse park and on the north by the Connecticut
River Greenway parcel with frontage on the river.”
Serves under-served populations
Places high value on sustainable, ecologically responsible, energy-conserving structures,
locations, and materials; demonstrates that the project minimizes the ecological
footprint
The project will create additional connections for alternative modes of travel, and
provide new opportunities to bike and walk to shopping areas and the
downtown, potentially reducing vehicle trips.
Receives endorsement by community groups, municipal boards and/or departments and
City residents.
Leverages additional public and/or private funds, or demonstrates that other funding
sources are not readily available or sufficient
Demonstrates a high benefit/cost value
Multi-use trail projects have typically received tremendous public support in
Northampton, and this trail will be a very visible, highly traveled, scenic addition
to the trail network.
Can be implemented expeditiously and within budget
The project also meets many of the specific criteria for Open Space and Recreation
projects:
Open Space Criteria:
Provide opportunities for passive recreation and environmental education
Provide connections with existing non-motorized multi-use trails or potential trail
linkages
Preserve valuable surface water resources, including rivers, streams, lakes, ponds,
wetlands, buffer zones, vernal pools and riparian zones
Recreation Criteria:
Support multiple active and passive recreation uses;
Serve a significant number of residents;

all ages
Enhance the appreciation of the natural world and its conservation

Promote the creative use of former railway, waterways and other corridors, including
connecting corridors, to create safe and healthful non-motorized transportation
and exercise opportunities
Incorporate environmentally friendly design and long-term maintenance

The local match is critical for receipt of the MassTrails funding. If the local match is not
able to be met, the grant will need to be returned. The City has pledged as much as
possible in in-kind match to reduce the overall CPA request. Without the CPA and
MassTrails project work, we would not be able to receive possible federal earmark
funds for construction, anticipated at $300,000.
