A diversity of landforms, surficial geology and hydrology that increase variation create important wildlife habitat and climate change resiliency. The property will also create opportunities for significant expansion of trail-based activities and environmental education. One of the City’s largest road-less areas, the Greenway boasts an elaborate network of trails, supports nearly twenty different kinds of natural communities, and offers spectacular views. It also plays an important role in providing and safeguarding the City’s drinking water supplies, with public wells near Spring Street and watershed land along Chesterfield Road. What’s also extraordinary about this large block of land is that more than 40% has been protected by the City, much of it since 1995. The Saw Mill Hills provides a connection to a large block of forest that extends west into Westhampton, and to the Berkshire plateau beyond. The area’s large size and its connectivity are critical factors in its ability to maintain biodiversity and ecosystem over the long term, and provide climate resiliency benefits. The City has worked hard to preserve the Saw Mill Hills – both along ridgetops where large single family home development, habitat fragmentation and loss of public access pose the most significant threats, and around the base of the hills where glacial deposits—either thicker tills or sandy outwash sediments— provide ready opportunities to build homes, dig wells and mine gravel. In tens of different acquisitions over the past decades, ranging from less than one acre to nearly one hundred acres in size, the City and its partners have established the Saw Mill Hills Greenway. The Greenway has become an area treasured for its ecological integrity, its recreational opportunities – mountain biking, hiking, and educational activities, its remarkable views, and its connection to history. The Saw Mill Hills are just ten minutes from downtown Northampton, but so large that it’s still possible to lose one’s way in the thick mountain laurel understory, or to hear only birdsong and spring peepers in a forest of chestnut oak that towers above thickets of low-bush blueberries and huckleberries. In the midst of the protected puzzle pieces has remained a troubling gap. A 230 acre inholding bisecting the Greenway from north to south and east to west, where threats of development and loss of public access loomed large. We now have an opportunity to protect this critical parcel forever. In addition to its large size and key location within the Greenway and the larger habitat block in which it sits, the property possesses a wide variety of characteristics that make it important for protection. It includes multiple headwater streams, which the Commonwealth has identified as among the most vulnerable resources to climate change. These streams form two separate subwatersheds – Parsons Brook and the Mill Saw Mill Hills Core – Linking History and Habitats 3 River. This watershed divide means that activities here have far reaching riparian and drainage impacts. The streams’ surrounding wetlands result in fully half of the parcel’s land area being within 300 feet of a wetland or stream, but their locations leave both hilltops and easily accessible low areas vulnerable to development. These wetlands are varied; vernal pools, headwater streams and seeps, and they contribute significantly to the land's overall diversity. Approximately half of the property’s area is within estimated and priority habitat for rare plant species and wildlife. Natural Heritage and Endangered Species has documented habitat of one Special Concern Amphibian; one Threatened Amphibian and one Special Concern Bird. We expect that knowledgeable visitors on to the property will be able to identify even more species of concern once it is open for naturalists to visit; the lack of mapped species in this area is likely due more to a lack of observations than a lack of their presence. The property’s diversity of landforms, surficial geology and hydrology increase variation and make for important wildlife habitat. It is a priority based on its ecology through UMASS Conservation Assessment Prioritization System, and scores slightly above average according The Nature Conservancy’s Resilient Site Maps. There are very few invasive plant species present anywhere in the property. The property also includes trails that connect to miles of other trails within the Sawmill Hills. Although privately owned, it has not been posted and is already used for trail access and recreation. The Saw Mill Hills are also getting to be known as a destination for mountain biking. If not permanently protected, these trails could be closed off to public access at any time. Additionally, the property includes a significant segment of the planned ‘Northampton ONE’ trail. This trail is planned to encircle the city, building on existing trails, and adding trails where there are gaps, with a good treadway, We have already received MassTrails funding to continue development of this trail system immediately north and immediately south of this property. Acquisition of this parcel will fill a significant gap and allow those existing trail segments to connect. This acquisition is in accordance with long-term open space goals in the City’s Open Space, Recreation, and Multi Use Trail Plan. It also helps fulfils the goals of the Municipal Vulnerability Plan’s Northampton Designs with Nature project, that seeks to use natural systems to retain and treat stormwater, and the goals of the Northampton Climate Resiliency and Regeneration Plan, that identifies and climate adaptation plans for Northampton. This project is part of a larger landscape conservation initiative, and will help further goals and objectives identified in statewide, regional, and local conservation and habitat management reports. The City of Northampton is committed not only to permanent protection of priority open spaces, but also to providing professional land stewardship that protects habitat, encourages appropriate recreation, and ensures that the intent of these important projects will carry forward into the future. We receive yearly monitoring reports on properties for which land trusts and nonprofits hold conservation restrictions that identify boundary encroachments, trash and other issues, and we conduct cleanups and address any other items necessary as soon as we are notified. We have detailed baseline documentation information for nearly all of our recent acquisitions that allows us to effectively monitor the Saw Mill Hills Core – Linking History and Habitats 4 condition of our many protected open spaces, and have a new position solely dedicated to land management. Each property we acquire is surveyed and marked, with signage installed at trailheads and other visible locations. We work with a number of dedicated user groups and coalitions that cut and blaze trails, build bog bridges and bird blinds, conduct cleanup days, lead nature walks, and promote knowledge about and responsible use of our conservation areas. We will use local locust lumber for signage and any footbridges created. Protection of this property will help the City to advance climate change mitigation and resiliency goals. The current owners have logged it periodically over a period of years, most recently over the past year. This was a careful harvest; respectful of the property’s habitat resources. Rather than harming the area’s ecological values, it is likely that the harvest will increase habitat for Eastern Towhee, a species in decline, which is known to breed on site. It may also improve the habitat for whip-poor-will, which was historically widespread in Northampton but due to loss of the open habitat it requires, is now known to exist in only a few sites, including the nearby Mineral Hills. The logging has also resulted in amazing germination of tulip trees, a species that is overall uncommon in Northampton, but fairly common in the Sawmill Hills. These are some of the largest trees found locally. The project meets several Community Preservation general criteria: Contributes to the preservation of Northampton’s unique character, boosts the vitality of the community, and enhances the quality of life for its residents Part of Northampton’s character is the amount and diverse types of open space and recreation opportunities available throughout the City. This acquisition will fill a significant gap in the Greenway. Addresses recommendations contained in the Sustainable Northampton comprehensive plan and/or the Open Space, Recreation, and Mixed Use Trail Plan 2018-2025 or is consistent with other city-wide planning efforts that have received broad-based scrutiny and input and can demonstrate wide community support The project will also address several of ‘the most pressing open space and recreation needs’ identified in the Open Space Plan. These are: • Passive recreation opportunities throughout the city • Linkage and augmentation of open space parcels, to provide for passive recreation and wildlife movement between large natural habitat areas. • Protection of vistas and “viewsheds.” • Acquisition for permanent protection of a range of critical and natural plant and animal habitats, including: • Wetlands • Rare or endangered species habitat Saw Mill Hills Core – Linking History and Habitats 5 • Riparian lands along the Connecticut, Mill, and Manhan Rivers and other rivers and major streams • Preservation of open space parcels that help define Northampton’s character, including parcels at the “entrances” to the city and parcels that limit the expansion of development into previously rural areas. • Protection of farmland, forestland, and the rural character of outlying areas. • Encouraging or requiring that development is sensitive to ecological resources, vistas, and open space. • Protection of key parcels in the last remaining large undeveloped areas of town – Broad Brook and Beaver Brook Watersheds, Marble Brook Watershed, Saw Mill Hills, Mineral Hills, and the Meadows Saves resources that would otherwise be threatened If not protected, the parcel could serve as a private driveway access, and public access would be forever lost. Receives endorsement by community groups, municipal boards and/or departments The application is presented by the Conservation Commission and Office of Planning and Sustainability. It is also supported by the Kestrel Land Trust and Broad Brook Coalitiomn. Leverages additional public and/or private funds, or demonstrates that other funding sources are not readily available or sufficient We have applied for a Local Acquisitions for Natural Diversity grant to fund acquisition of the property. We are optimistic about the award, but these are competitive grants and other projects across the state also score very well. If the LAND grant is received we will need to match the award with $300,000 locally. If the LAND application is not successful, we are requesting the full amount of the purchase price and associated costs in CPA funds; $800,000. Can be implemented expeditiously and within budget We will be ready to close as soon as all funding is received. The Project also meets several of the Open Space Evaluation Criteria: Preserve valuable surface water resources, including rivers, streams, lakes, ponds, wetlands, buffer zones, vernal pools and riparian zones Provide opportunities for passive recreation and environmental education Preserve large strategic tracts of undeveloped land and parcels adjacent to existing permanently protected open space Saw Mill Hills Core – Linking History and Habitats 6 Promote the creative use of former railway, waterways and other corridors, including connecting corridors, to create safe and healthful non-motorized transportation and exercise opportunities Community Need/Protections/Project Feasibility and Success The project will protect sensitive ecological resources, land for passive recreation, and invaluable historic landscapes. All of these resources are identified as priorities in the Open Space and Recreation Plan. A permanent conservation restriction to be held by the Kestrel Land Trust will be placed on the property once acquired. Project Budget: We have a $690,000 purchase and sale for the property, and have applied for a LAND grant, which has a maximum reimbursement of $400,000. If the application is successful, the required $290,000 match, plus $10,000 for stewardship costs is requested. If not, we will ask for the $715,000 for acquisition and stewardship, with $45,000 in additional long-term stewardship funds to be provided by Kestrel Land Trust. We hope to hear back about the grant award by the time funding recommendations are planned to be made to City Council. Any CPA funds not required for project completion will be returned to the CPA for use on other projects. Kestrel is also pursuing a potential private foundation grant; the award timing of which is not known.
