The Commission should confirm the project location address. [2] There appears to be an OOC File Number 246-0684 for 95 Barrett Street. The Commission should be mindful of the “dual notices” policy. IF the work areas of the current project and the referenced prior OOC do not overlap, the Commission may not have concerns having dual notices. Should the projects overlap, the Commission may wish to consider issuing a COC for the original Order of Conditions and subsequently issuing an OOC for the proposed project. [3] The Applicant indicated that the wetland resource areas were flagged and the boundaries were reviewed by the Commission under a Request for Determination of Applicability in 2014. Determinations of Applicability are valid for three years after issuance. The Commission should review the wetland resource area boundaries for potential changes. [4] The Applicant indicated that there will be temporary impacts within the established protected zone during construction, but did not indicate what the impacts are, what the square feet of impacts will be, or how the impacts will be restored.
