Description of the Proposed Project [24 CFR 50.12 & 58.32; 40 CFR 1508.25]:  This project is a Special Economic Development program-level activity that will give out grants to small-businesses so that they can buy needed equipment and services to retain jobs. In accordance with 24 CFR s. 58.32 (project aggregation) for this Environmental Review, the individual activities will be consolidated at the program-level because of their similarity on a functional basis (40 CFR s. 1508.25, scope). The program will give grant to business to make the following equipment purchases: personal protective equipment (PPE), outdoor seating, outdoor tables, outdoor shade, computer, scanner, inventory for new online business, laptop, inventory, e-commerce software, online class platform, line-of-business inventory, point-of-sale terminal, camera/ camera lens, video equipment, takeout supplies, headphones, machinery, microphone system, online platform software, and software for remote fitness training. The program will give grant to business to purchase the following services: website services / website design, digital marketing consulting, advertising, business consulting, printing / reproduction services, consulting for online-training, workshops, and video transcription, digital marketing, delivery services / shipping, online delivery management, accounting services, and insurance services.This grant will not be used for construction, rehabilitation, rental, or acquisition of any real property. According to 24 CFR 58.35(b)(4), these economic development activities that include, but are not limited to: equipment purchase, inventory financing, interest subsidy, operating expenses and similar costs not associated with construction or expansion of existing operations are categorically excluded not subject to the related laws and authorities (CENST).
