LEVEL SPREADER 2 y Trench has been cleared below level spreader and it appears that it is working properly now.No further action required now 21-Dec-20 INSPECTION AND MAINTENANCE REPORT FORM For Stormwater Infrastructure Emerson Way - Northampton, MA Greg Henson General Comments: All catch basins were constructed with hoods. 4 Allen Place Northampton, MA 01060 E mail:bdg@berkshiredesign.com December 21, 2020 Rich Madowitz Via e-mail: (RMM@HPMGnoho.com) RE: Emerson Way, Northampton, MA Stormwater Infrastructure Inspection Report Rich: As per your request, The Berkshire Design Group, (BDG) has completed an inspection of the drainage infrastructure at the Emerson Way project located in Northampton, MA, and herby submit this report. Inspection of Stormwater Facilities In accordance with the “Stormwater Management Operation, Maintenance and Inspection Agreement” between the City of Northampton and Emerson Way, LLC, a report should be submitted documenting the inspection and maintenance of the stormwater management system and verifying the safe and proper functioning of the stormwater facilities on the site. On October 26, 2020, I conducted an inspection of the onsite stormwater facilities, consisting of Grass Swales, Catch Basins, Drain Inlet, Infiltration/ Detention Basin, Culverts and Level Spreaders. The location and condition of major items inspected are shown on the attached Schematic Plan and Inspection and Maintenance Report Form. After the inspection, I shared the information with Steve Ferrari. Steve subsequently directed cleaning out manholes with bricks and debris in them, cleaning out Flared End Section #5, excavating a trench below Level Spreader #2 and cleaning the culvert under the emergency access road northeast of the detention basin. These measures all will lead to the proper functioning of the structures. Grass Swale The Grass Swale was inspected and found to be covered with fallen leaves. No woody growth noted. Action required: Leaves should be removed each Autumn for proper functioning and prevention of depositing leaves on grate of DI 1. Catch Basins All catch basins inspected have hoods which appear to be properly installed. Six of the catch basins inspected contain sediment ranging from 1” to 9” (see Inspection and Maintenance Report Form). Action required: Monitor all catch basins on a regular basis and clean out prior to the sediment reaching a height of half of the sump. Drain Inlet The Drain Inlet (DI-1) was inspected and appeared to be working properly. There was no sediment in the bottom. The grate was covered with leaves. Action required: Monitor sediment depth and remove leaves from grate each Autumn. December 18, 2020 Page 2 of 2 Stormwater Inspection Report Emerson Way – Northampton, MA Drain Manholes Drain Manholes typically do not require much maintenance however they should be accessible for observation and possible maintenance. There are 14 manholes on the site. DMH 10, although part of this project, is located in the drainage system of Burts Pit Road and was not inspected. DMH14 was installed with a catch basin grate on it. Four of the drain manholes (12a, 18, 19 & 20) had sediment, debris or rocks in them at the time of the inspection. Steve Ferrari has since cleaned the manholes. Action required: Monitor the manholes on a regular basis and clean out as necessary. Stormwater Treatment Chamber The Stormwater Treatment Chamber is installed. These structures should be cleaned when they accumulate 15 % of their storage capacity, and this structure has approximately 4 ft of storage capacity. The storage chamber was not directly observed as it is below the upper shelf of the structure. As part of normal maintenance, the sediment should be removed from the storage chamber. This structure requires specialized equipment to extract the sediment. Stormwater Treatment Chamber requires cleaning by a qualified contractor with the proper equipment. Detention Basin The detention basin was inspected. This basin was not designed as an infiltration basin. The owner reported that there were no signs of overtopping or erosion within the last 15 years. The bottom of the basin is covered with vegetation, primarily cattails, and has standing water. The original design elevations for the basin were for both the bottom and the outlet to have an elevation of 306. The standing water is apparently due to the basin being cleaned out and over-excavated. That would mean that there is excess storage capacity for capturing sediment that might get to the basin from future storms. The vegetation around the inlet and outlet structures has been cleared and they are working properly. Action Required: Monitor the basin to ensure that the vegetation does not impede flow to the outlet structure nor impact the function of the basin. Level Lip Spreaders Level Lip Spreader #1 is covered with vegetation and has standing water. It was not designed to exfiltrate, however appears to be working properly to discharge the stormwater runoff over its entire length. Level Lip Spreader #2 as noted above, has had the trench below it excavated out and appears to be working properly now.
