PresentationRoundhouse Parking Lot Rehabilitation Project Presenter: Alex Fagnand, PE, ENV SP, Project Manager DEPARTMENT OF CENTRAL SERVICES •City of Northampton Central Services Department •Located off Old South Street, Northampton, MA –Parcels 31D-167, 31D-246, 31D-256 •Roundhouse Lot was site of Northampton Gas Works Manufactured Gas Plant (circa 1856-1951) –Bay State Gas Company donated the property to the City in 1973 –The existing parking lot was constructed after the donation and the site has been used as a municipal lot since then •Requires Site Plan Review as “Major Project” –Section 350-11.3.E (10+ parking spaces created) •Objectives –Rehabilitate existing lot (poor condition) –Increase parking spaces to offset for Pulaski Park Phase II improvements –Improve lighting, landscaping, and stormwater quality PROJECT DETAILS •The parcels comprise approximately three acres •Zoning –Central Business (CB) –No Waiver Requests •Resource Areas –No jurisdictional resource areas present on site •Historic Resources –Northampton Downtown Historic District on northern parcels –Three adjacent structures are Registered, but will not be impacted by the work •Subsurface Contamination (Tier 1 Site) –The site is highly contaminated from its previous use as a MGP –Subsurface Barrier present on northern parcel –AUL in effect across the full site –Partial Permanent Solution with Conditions in effect across full site EXISTING CONDITIONS EXISTING CONDITIONS PLAN •Expand Parking & Improve Operations –Increase parking count by 21 to offset loss from Pulaski Park Phase II –Implement one-way pattern on north & west ends and buffer for the bike path •Improve Lighting –New Dark Sky Compliant lighting in the full lot (match Pulaski Park style) •Provide for Electric Vehicle (EV) Chargers –Conduit, handholes, and wiring for future charging stations to be implemented under separate grants •Improve Tree Cover and Landscaping –13 Trees required by Parking Count & 51” of Caliper by Significant Tree Ordinance –15 Existing Trees Retained / 29 New Trees Planted –72.5” of new Caliper Provided –Pollinator Plantings over SSB –Partnership with Local Harmony & Western Mass Pollinator Networks •Stormwater Management (Approved) –New treatment units to improve stormwater quality leaving this site PROPOSED DEVELOPMENT SITE DESIGN – PARKING LOT SITE DESIGN – LANDSCAPE & PLANTINGS QUESTIONS & DISCUSSION SITE DESIGN – GRADING, DRAINAGE & UTILITIES
