The developer shows that they have adequate fire flow and pressure without the line; or c.The developer receives an amended subdivision approval of an alternative method to provide adequate fire flow and pressure without this line. Timing of Grove Street sidewalks to coincide with Earle/Grove intersection reconstruction (not the rest of Earle Street). Strong preference is for Laurel sidewalks to be done at same time to address neighborhood perception. Ideally, sidewalks will have a large enough tree belt that timing does not have to wait for Laurel reconstruction, which I think the neighborhood would resist.
