EDA 5 19 2008 proposal Grants Manager EDA PWED Northampton and MassDevelopment Project Proposed Change in Scope Project Definition Improve the traffic and pedestrian patterns surrounding the South Campus Business Park Project Components Upgrade Prince Street (a public way) from Burt’s Pit Road to Route 66 reclaim and repave the roadway install sidewalks along the north side of Prince Street to match the sidewalks built along Rte 66 on a recent City project upgrade water line and storm drainage Install sidewalks on Grove Street and Laurel Street (both public ways). There are recent and current projects which have/are building sidewalks on Route 66, and Earle Street. Sidewalks on Laurel and Grove Street would complete the route of the majority of the pedestrian traffic emanating from the development. Upgrade the road surfaces of Laurel and Grove Streets Upgrade the drainage system and reclaim and pave the streets on Laurel and Grove Sts Install actuated traffic signals at intersection of South Campus Business park and Rte. 66 Rationale The South Campus Business Park is comprised of light industrial/commercial sites for 4 developments. One, Kollmorgen, industrial manufacturer of optical products for the defense industry, is building a 150,000 sf building on the upper tier of the south campus. One is building a 30,000 sf building on Earle Street and will be manufacturing furniture. The other two sites are one on Earle Street and one on the upper South campus and will be light industrial/commercial sites. The proposed development on the North Campus will be creating traffic increases along Route 66 and along Prince Street to access Route 66. All traffic from the North and South Campus will be utilizing Laurel Street, Grove Street, and Earle Street to Route 10 to access Route 91. Both Campuses would be directing traffic onto Route 66 at the intersection of Village Hill Road and Route 66 as well as the intersection of Prince Street and Route 66. These two intersections are very close and would require only one traffic signal spanning both intersections. This work will be required upon the occupancy of the Kollmorgen facility and/or the occupancy of 100 or more residential units of housing on the North Campus.
