Roundhouse parking Summary with Plan-8.25.20SUMMARY Tighe&Bond Meeting Summary ATTENDEES: David Pomerantz, Northampton Zach Chornyak, Tighe & Bond Wayne Feiden, Northampton Alex Fagnand, Tighe & Bond LOCATION: Microsoft Teams DATE: August 25, 2020 On August 25 at 11:00 AM, a virtual meeting was held to discuss the Roundhouse Lot project and restart the design and permitting processes. A summary of the main discussion points follows. A plan sheet with additional design notes is enclosed for reference. 1. Land acquisition process update [Wayne] a. The City has closed on Parcels “C” and “D” and is nearing a closing on Parcel “B.” Parcel “A”, the housing authority Parcel, is not being pursued at this time. b. Parallel to the acquisition processes, the lawyers are working on the site documentation related to the 21E status and overall process with Columbia Gas’s successors 2. Review of current scope of work a. The current drawings for the Roundhouse Lot show repaving of the existing lot, widening of the lot in the former Mill River area, and restriping the lot. The solar canopy has been eliminated from the project. b. Coordination will need to occur regarding dumpster use for the Roundhouse building and the adjacent apartments. c. We need to remain considerate of a future rear access for a small commercial development off Old South Street/Clark Avenue. d. Plowing will occur with minor amount of snow being pushed southerly toward the bike path (similar to existing). Larger events will likely require removal by trucking. e. Remain cognizant of AUL conditions and potential for LSP services if any work is done at depth. f. Roundhouse building currently vacant, but City to confirm if existing parking agreement is in perpetuity by deed. g. Additional design notes are on the enclosed plan sheet. 3. Permitting Pathway a. The project will require a site plan review with the Northampton Planning Board. The Planning Department will research whether this will be an amendment to an existing plan or a new application. SUMMARY Tighe&Bond -2- b. Summary of zoning requirements for this project: i. Minimum Parking Stall Dimensions: 8.5’ Wide x 18’ Deep ii. Minimum Drive Aisle: 18’ Wide iii. Minimum Landscaped/Planting Strip of 6-feet required between rows iv. Minimum placement of 1 shade tree for every 15 parking spaces 1. 220 spaces will require a minimum of 15 trees 2. Trees will need to be tolerant of the contamination 3. Tree warden prefers a larger number of smaller trees in these applications c. Stormwater Permit from DPW (greater than 1 acre of disturbance) i. Traditional measures such as infiltration and subsurface detention are not practical or allowed due to the presence of subsurface contamination. ii. Installation of a Stormwater Treatment Unit could also be problematic due to the depth of the installation. iii. Consider development of lined swales with an underdrain in the 6-foot planting areas to capture runoff and provide some attenuation and treatment. 4. Action Items a. Tighe & Bond i. We will review the potential stormwater design implications, and the overall construction budget and follow up with Central Services. ii. We will review the AUL depth and follow up on potential LSP needs. b. City of Northampton i. Wayne to confirm Site Plan Review and whether this is an amendment to an existing plan. ii. Wayne to confirm if Roundhouse Building parking agreement transfers with sale or not. iii. Wayne to work with Roundhouse Building and apartment owner on parameters of new dumpster agreement. 5. Schedule – Permitting later this fall/winter with potential for bid and construction in Spring 2021.
