Round House Lot Parking Study 12-5-2016MEMORANDUM Tighe&Bond Round House Lot Parking Evaluation TO: David Pomerantz & Wayne Feiden, AICP, City of Northampton FROM: Alex Fagnand & Zach Chornyak, P.E., Tighe & Bond COPY: Libby Baldwin, P.E., Tighe & Bond DATE: January 12, 2017 Recognizing that the Pulaski Park Rehabilitation Project would result in several less parking spaces within the Round House Parking lot, the City of Northampton contracted with Tighe & Bond to review and make recommendations to improve the existing Roundhouse Lot. The City is interested in adding parking capacity, improving traffic flow, improving pedestrian access, and improving bike path access. Tighe & Bond met with the City on May 3, 2016 to review the parking lot and discuss potential improvements. The City provided Tighe & Bond with several record documents for the parking lot and Tighe & Bond conducted a “desktop review” of the existing questions. We then conducted an engineering reconnaissance of the site on May 12, 2016 to confirm various record plan details and make general observations regarding parking lot usage. After the existing conditions study was completed, Tighe & Bond reviewed the available information and developed multiple conceptual improvement alternatives for the parking lot, with each alternative focusing on different aspects as follows:  project cost  parking capacity  traffic operations/circulation  zoning compliance  accommodating bicycle access. Two preliminary alternatives were submitted to the City on June 13, 2016. Concept 1 focused on increasing capacity at minimal cost, while Concept 2 focused on operations, zoning compliance, and the bike path routing. Base on the City’s review of the conceptual alternatives, the City requested that Tighe & Bond evaluate an alternate bike path route along the northern perimeter of the parking lot, passing behind the Roundhouse. Tighe & Bond developed several additional alternatives based on Concept 1 and Concept 2 to address the City’s comments. We also evaluated the bike path route and provided some initial feedback in a July 8, 2016 email. A follow-up meeting was scheduled for July 22nd on site to discuss the alternatives and walk the alternate bike path route. As a result of the July 22nd meeting, the Concept 2 alternatives were eliminated due to cost and overall impacts to the existing facility. The focus shifted to Concept 1 and potential acquisition of additional land in the historic bed of the Mill River. A figure for the northern bike route was also developed and forwarded to the City on August 23rd for review. The City issued several comments on the northern bike route and the figure was revised and provided back to the City on September 8th. The City ultimately decided against the northern bike MEMO Tighe&Bond -2- route option and decided to pursue acquisition of additional land at the southern end of the existing lot to expand the parking. To support the City’s acquisition process, Tighe & Bond contacted a local survey firm, Northeast Survey Consultants, who has completed extensive work in the Roundhouse Lot on a previous remediation project. This firm provided a quote of approximately $2,000 to survey and develop land taking plans for the City’s use in further refining the total project costs. After further discussions with the City, Tighe & Bond incorporated the City’s preferred option into the original Concept 1 and developed the attached preferred alternative. The preferred alternative includes property acquisition at the southern edge of the parking lot, filling of the historic bed of the Mill River, shifting the bike path further south along the edge of the expanded parking lot, and restriping the new and old parking areas. The end result will be an increase of 55 parking spaces. (The increase in parking is in comparison to the parking lot capacity if no action is taken after final build-out of Pulaski Park.) Tighe & Bond’s Opinion of Probable Construction Cost (OPCC) for these improvements is $192,000, including contingency and final engineering costs, but excludes lad taking costs. In addition, the City requested additional information on potential bike path surfacing products. Please refer to the attached literature on the “Ennis-Flint Ride-A-Way” pavement marking product which is well suited for the parking lot application. Ordinary Borrow is intended for fill in the Historic Mill River Bed. Cost is inclusive of proper grading and compaction. 3. Gravel Borrow is intended for HMA subbase material. Cost is inclusive of grading and compaction. 4. HMA Paving includes 4-inches of HMA applied over the new parking area. No quantity is carried for repairs in the existing parking lot. 5. Bike Trail Marking cost based on Ennis-Flint "Ride-A-Way."
