Fran Volkmann opened the public meeting at 7:00pm.
1. PUBLIC COMMENT
Tris Metcalf stated public benefit of the Hospital Hill Chapel project is similar to
that of the First Churches project. Also, partial funding would extend the
maintenance capability. Historic Preservation tax credits are a possible way to
leverage, but it is important to show you are already restoring the building.
Mark Landing spoke in favor of the Hospital Hill Chapel project stating the
envelope is definitely suffering. Steeple is presenting a danger.
Reverend Maduka stated the architectural history of the Hospital Hill Chapel is
the major reason for preservation of this structure. Also, they are beginning to
raise money to leverage this project. They have invested money before they
owned the building and they’ll do even more now.
Dee Clapp Boyle stated the Friends of the Chesterfield Dam realize it is best to
defer their funding request for now until more public support is demonstrated.
They will likely return for an expedited review by March, 2010.
Fran Volkmann clarified the mayor has decided to have a public process around
this request in January. Better for the CPC to wait until that process has evolved.
2. ACCEPTENCE OF NOVEMBER 4, 2009 MINUTES
Fran Volkmann presented the November 4, 2009 minutes for discussion. With no
corrections Fran Volkmann declared the minutes approved as read.
3. CHAIR’S REPORT
Fran Volkmann announced Senate Bill 90 was reported favorably in committee. It
has a long way to go, but that is a good start.
Fran Volkmann announced Bruce Young’s replacement should be in place by
January.
Fran Volkmann announced the clickable website should be in place by January 1.
Fran Volkmann announced the CPC mailing list is up and going.
Fran Volkmann announced the closing date is December 1, 2009 to apply for the
vacant CPC position. She encouraged all current members to outreach as much as
possible.
Jack Hornor stated he was disappointed by the lack of public outreach on the part
of the City Council.
Fran Volkmann stated it is a Council initiative not CPC. Unfortunately, the CPC
influence is limited.
Lilly Lombard stated the generic board application fails to list the CPC. Also, it is
confusing distinguishing between Mayoral appointments and City Council
appointments.
4A. CONTINUED REVIEW OF ROUND 2, 2009 PROJECTS – FURTHER
DISCUSSION
NORTHAMPTON CONSERVATION COMMISSION – HAYDENVILLE RD.
PARCEL
Fran Volkmann presented a draft recommendation for review.
Lilly Lombard motioned for provisional full funding, Downey Meyer seconded.
George Kohout asked how this parcel ranks as a priority versus the Bean property.
Downey Meyer stated this transaction is much further along toward fruition.
Leverage of Land Grant is already in place. It would be a mistake to not pursue it
in hopes of a project that is just beginning.
Don Bianchi agreed with Downey Meyer. He also noted that the CPC should only
review what is currently in front of us.
Fran Volkmann agreed.
Lilly Lombard stated her belief the CPC should make a statement regarding a
desire to re-consider usage of motorized vehicles.
Wayne Feiden stated current practice is to only allow if it’s an existing use.
Options would be to condition this grant or to simply suggest the Conservation
Commission re-address this issue in the future.
Tom Parent stated vehicle users are tax payers too and have history of usage here.
George Kohout stated the condition should be more neutral.
David Drake stated our mandate is to benefit as many taxpayers as possible.

LOOK PARK – RECREATION DESIGN
Fran Volkmann presented a draft recommendation for review.
Jack Hornor motioned for provisional full funding, Tom Parent seconded.
Downey Meyer asked for a condition requiring meetings of the Look Park
Trustees involving the use of these funds to be noticed and open to the public.
Tom Parent stated his concern that we don’t require this of all applicants. Why is
this different?
Downey Meyer stated it is important here because it is a city owned property.
David Drake stated not all planning processes are expected to involve the public.
Don Bianchi stated we don’t have much enforcement power. However, it would
be relevant if they came back to us for more money.
Joseph Defazio stated his concern that this condition is too vague regarding its
implementation.
Wayne Feiden stated conditions are easiest to enforce before funds are granted.
The motion for funding passed 8-0 with Lilly Lombard abstaining. See appendix
below for full details.
HABITAT FOR HUMANITY – GARFIELD AVENUE II
Fran Volkmann presented a draft recommendation for review.
Jack Hornor motioned for provisional full funding, Tom Parent seconded.
All voted in favor of the motion. See appendix below for full details.
NORTHAMPTON COMMUNITY & ECONOMIC DEVELOPMENT – GROVE
STREET INN
Fran Volkmann presented a draft recommendation for review.
Don Bianchi motioned to provisionally grant $36,950 toward priority items of
bathrooms, windows and pantry, Lilly Lombard seconded.
George Kohout expressed his concern that these funds may not cover all their
priorities. The CPC should be prepared to increase the funding if the budget
proves too optimistic
All voted in favor of the motion. See appendix below for full details.
ACADEMY OF MUSIC – ACADEMY RESTORATION
Fran Volkmann presented a draft recommendation for review. She expressed her
desire for the CPC to consider bonding the full amount. Large public projects with
large public benefit should be bonded with a full commitment, not required to
come back for incremental funding.
John Frey presented a summary of bonding options.
Jack Hornor stated his appreciation of the ability to use bonding as our budget for
this round is limited.
George Kohout expressed his concern that bonding could stifle potential future
projects.
Fran Volkmann stated bonding should not be the standard but rather limited for
truly high priority projects with high public benefit.
Lilly Lombard agreed with the Fran Volkmann’s bonding philosophy, however
she expressed her belief that this project is not the highest public benefit project
out there versus other open space and housing opportunities. She is in favor of
paying for just the doors at this point as that is the Academy’s highest priority.
David Drake expressed his concern that the State match might drop so low that
bonding would not be wise for the CPC as costs outweigh State leveraging.
Fran Volkmann stated the Capital Improvements Committee does not have the
ability to fund these projects. The CPC must assume this role.
Downey Meyer stated bonding costs are low currently so opportunities should be
taken. However, in this case, just the exterior needs are the high public priority.
Don Bianchi expressed his desire to fully fund the exterior work and possibly
bond the interior work.
Jack Hornor expressed his hesitancy for bonding small amounts. It should be
reserved for large, high priority projects that could only be accomplished with
bonding.
Tom Parent agreed with Jack Hornor.
Don Bianchi suggested voting on this project on its merits only then waiting to
discuss bonding later.
Don Bianchi motioned to provisionally support this project for $210,000, Downey
Meyer seconded.
The motion passed 6-3 with Lilly Lombard, Jack Hornor, and Fran Volkmann
voting against. See appendix below for full details.
NORTHAMPTON CONSERVATION COMMISSION – BARRETT STREET MARSH
Fran Volkmann presented a draft recommendation for review.
Tom Parent motioned for provisional full funding, Lilly Lombard seconded.

NORTHAMPTON CONSERVATION COMMISSION – CONSERVATION FUND III
Fran Volkmann presented a draft recommendation for review.
Jack Hornor motioned not to fund. No one seconded the motion.
Lilly Lombard motioned for provisional partial funding of $10,000, Don Bianchi
seconded.
Downey Meyer stated it is difficult to evaluate the success of this program
because of the time lag in reviewing property values.
The motion passed 8-1, with Downey Meyer opposed. See appendix below for
full details.
VALLEY CDC – PRE-DEVELOPMENT FUND II
Fran Volkmann presented a draft recommendation for review.
Lilly Lombard motioned for provisional partial funding of $10,000, Don Bianchi
seconded.
The motion passed 8-0. Joseph Defazio abstained. See appendix below for full
details.
VALLEY CDC – HOMEOWNERSHIP SUSTAINABILITY
Fran Volkmann presented a draft recommendation for review.
Lilly Lombard motioned for provisional partial funding of $30,000, Jack Hornor
seconded.
Don Bianchi expressed reasons to justify the overhead costs noted in the budget.
Lilly Lombard amended her motion to $37,500, Jack Hornor seconded.
Fran Volkmann agreed that overhead costs are legitimate and 30% is normal.
All in voted favor of the motion. See appendix below for full details.
NORTHAMPTON DPW – HOTEL BRIDGE STUDY
Fran Volkmann presented a draft recommendation for review. She also noted
public comment to her has included sentiment against funding any studies.
Jack Hornor motioned to not fund the project at this time, Lilly Lombard
seconded.
Tom Parent stated while not a huge fan of this project, the CPC must recognize
the Leeds neighborhood and automatically move this project to the next round.
Downey Meyer suggested partially funding to allow community the opportunity
to match funding.
The motion to not fund the project passed 5-4 with Jack Hornor, Fran Volkmann,
Lilly Lombard, David Drake and Don Bianchi in favor. Tom Parent, George
Kohout, Downey Meyer and Joseph Defazio were opposed to the motion.
Joseph Defazio clarified he wanted to include this project on its own merits. Then
discuss budget issues later as a whole.
David Drake stated his belief that $50,000 was too much investment to realize an
answer that would likely be difficult to fund to fruition.
Jack Hornor stated his concern for presenting undo encouragement. Applicant
should re-apply.
George Kohout stated his concern that we are typically re-funding the larger,
usual applicants. Secondly, he is disappointed with lack of detail in the
application on the DPW’s part.
Fran Volkmann stated she voted against the motion because the risk is too high
compared to the potential benefit.
RESURRECTION LIFE MINISTRIES – HOSPITAL HILL CHAPEL
Fran Volkmann presented a draft recommendation for review.
Lilly Lombard motioned to provisionally fund the roof repair for $26,475, George
Kohout seconded.
Downey Meyer suggested an amendment to fund some safety upgrades to the
steeple.
Jack Hornor stated his concern the congregation would have difficulty raising any
funds. He does not see the project as feasible at this point.
Don Bianchi stated he generally agreed with Jack Hornor. Only feasible if funded
at a high level but cannot justify versus the other projects.
Downey Meyer echoed George Kohout’s sentiment that it is difficult for smaller
applicants to leverage their projects. Larger projects often given benefit of doubt
when they cannot leverage. The applicant has already invested and continues to
invest in the property.
George Kohout stated he sees merit in preserving this building, but questioned
cost projections.
Tom Parent agreed with Jack Hornor. Difficult to prioritize this over other
projects.
Lilly Lombard stated her desire to keep the motion as is and encouraged the
applicant to fundraise directly toward steeple repairs.
The motion passes 6-3 with Jack Hornor, Tom Parent and George Kohout
opposed. See appendix below for full details.
FRIENDS OF THE UPPER RESERVOIR – CHESTERFIELD ROAD DAM
Fran Volkmann stated the applicant has asked to defer the request to 2010.
George Kohout suggested voting now to send message as to where the CPC
stands on this project.
Don Bianchi disagreed with George Kohout.
Jack Hornor suggested they must re-apply, with the same application if desired.
But changes may be necessary as more is learned about the project.
David Drake proposed the CPC adopt a policy to universally not defer
applications. We should not need to re-visit this issue each time asked.
Tom Parent motioned to allow their withdrawal, Downey Meyer seconded. They
may re-submit without the eligibility form.
All voted in favor of the motion.
CHILDS PARK – NORTH POND
Fran Volkmann presented a draft recommendation for review.
Jack Hornor motioned for provisional full funding, Joseph Defazio seconded.
Lilly Lombard stated she does not see the public benefit, public support, or
leverage of funds.
Tom Parent disagreed with Lilly Lombard as to the public support of this site.
George Kohout agreed with Lilly Lombard. He would rather see the money spent
elsewhere.
The motion failed 4-5 with Tom Parent, David Drake, Joseph Defazio and Jack
Hornor in favor. Opposed were Fran Volkmann, Lilly Lombard, Downey Meyer,
Don Bianchi and George Kohout.
MASONIC HEALTH SYSTEMS – OVERLOOK AT NORTHAMPTON
Fran Volkmann presented a draft recommendation for review.
Tom Parent motioned to not fund, Jack Hornor seconded.
All voted in favor of the motion.
COSTELLO, RICHARD – DORSEY-JONES HOUSE
Fran Volkmann presented a draft recommendation for review.
David Drake motioned to not fund, Jack Hornor seconded.
The motion passed 8-1, with Downey Meyer against.
Downey Meyer stated he does not agree with the sentiment against funding
private structures. For example, the CPC has already funded a study of largely
private homes.
4B. CONTINUED REVIEW OF ROUND 2, 2009 PROJECTS – FINAL FUNDING
RECOMMENDATIONS
Tom Parent motioned to accept the ten provisional motions, Don Bianchi
seconded.
Jack Hornor and Fran Volkmann again pitched the idea of bonding for the
Academy of Music project.
Downey Meyer stated his concern some Academy work might not be CPA
eligible.
Don Bianchi stated if only funding $210,000, then pay all now instead of bonding.
Also, he is against full funding. We have supported them extensively and they
need to pursue all funding avenues. He is willing to support this institution if it
proves true no other sources of funding are available.
Fran Volkmann stated it is possible to discuss bonding this later, up until the time
the money is spent.
Tom Parent stated the City Council may say no to bonding anyhow.
Don Bianchi stated he is in favor of Tom Parent’s motion. We have seriously
vetted these projects and amounts already. We are close enough to our target so
let’s go with it.
All voted in favor of the motion.
5. OTHER BUSINESS
Fran Volkmann stated the appointment with the mayor is at noon, Monday,
November 23, 2009. All are welcome to attend.

approximately 100 acres (Map ID 6-12 and 13) on Haydenville Road
(Beaver Brook/Broad Brook Headwaters); and
WHEREAS, the acquisition of this property will protect supports multiple active and
passive recreational uses; and
WHEREAS, the parcel is in a strategically important location in the Beaver
Brook/Fitzgerald Lake area of city; and
WHEREAS, the project addresses recommendations contained in the Sustainable
Northampton Comprehensive Plan and the Northampton and Open Space
and Recreation Plan; and
WHEREAS, the project uses Community Preservation funds effectively to leverage a
state LAND grant;
WHEREAS, the final contract for such funds will include conditions to ensure the project
is properly executed;
