Criterion 3 - Energy Reduction PlanBASELINE YEAR………..FY 09Some of the information requested has been simplified since the previous Annual Report. Please read through all of the instructions carefully before proceeding.1. Provide the energy use for each year, including the baseline year, by fuel and by category (building, open space, vehicles, streetlights, water/sewer). Both MMbtu and native units (kWh, therms, gallons, etc.) should be included. Fuel use from all vehicles, including those characterized as exempt AND non-exempt under Criterion 4, must be included. PLEASE NOTE SPECIFIC INSTRUCTIONS FOR MassEnergyInsight USERS vs NON-MassEnergyInsight USERS.Renewable Energy is a fuel source and the amount of renewable energy generated by the Green Community should be included here. Please report the amount of renewable energy consumed by each building. For example, a solar PV system that supplies electricity only to the high school it is mounted on should be included under Renewable Energy - Electric for the high school. Timeline of Annual Municipal Energy Use
Sample Narrative: Our buildings have a 12% decrease in energy use and the vehicles have a 4% reduction. We
have implemented projects in the Town Hall and would have expected larger savings, we are investigating this.
We are also intending to implement a large retrofit at the drinking water treatment plant this year that should yield
a significant level of savings.
Provide a brief narrative below explaining changes seen. Please note if baseline numbers have changed
due to any adjustments made in MEI, and if so, what those adjustments were.
For MassEnergyInsight Users: the easiest way to populate this table is to look at the ERP Guidance Table 3b
(MMBTU) for each year. Enter the category totals and the grand total. Any null energy use should be assigned to
the proper category or at least be consistent across the years.
NARRATIVE: FY09 baseline numbers were updated some time in FY12 to reflect more accurate reporting of
gasoline and diesel fuels.
Baseline numbers shown include an adjustment of +1,631 MMBTU, which was also incorporated in the baseline
in Northampton's 5-year Energy Reduction Plan, in order to account for two projects that were completed shortly
before the baseline year. These two projects were (1) efficiency improvements at the James House and (2)
geothermal vs. conventional HVAC system at Senior Center.
Most of the savings seen were achieved through an energy services performance contract. Several aspects of
that poject were still under construction during FY12 so additional savings are anticipated in future years.
We anticipated reduced energy use at the WWTP due to efficiency improvements, however, a large effluent
influx from a local commercial customer caused the plant to run nearly 24/7, swamping our savings. This should
be adressed some time in FY13.

The fund is controled by the Energy and Sustainability Commission in collaboration with the Mayor and is to be used to "increase levels of energy efficiency and energy resource sustainability and guard against effects of energy resource disruption/depletion and climate change in all of Northampton’s public and private sectors ." Two charging stations on Crafts Avenue, two more at the fire station on Carlon Drive
and another in the E. John Gare Parking Garage were turned on Monday. The parking
garage actually has two charging stations, but one is not yet online because of
communication problems with an off-site data center, according to Energy and
Sustainability Director Chris Mason.
In all, Northampton will offer eight charging stations. The final two will be installed in
the new parking garage at the police station (http://www.masslive.com

Center Street, which is under construction.
There are some all-electric vehicles now on the market as well as hybrids that use both
electric power and gasoline. Mason said he does not know how many such vehicles
there are in Northampton but has gotten eight telephone inquires about the charging
stations in the past few weeks. City officials believe electric cars will become more
popular, however.
“It’s kind of a chicken-and-egg thing,” Mason said. “During the transition we want to
provide some way to charge up in town.”
Although Mason could not say exactly how cost-efficient electric vehicles are, he
estimated they are less than half as expensive as gasoline vehicles. He estimated that it
costs $2 dollar in power to fully charge a car. Owners who use the charging stations
inside the municipal parking garage will have to pay for the space during their charging
time.
The Transportation and Parking Commission approved the arrangement while city staff
monitors the use of the stations. The city-owned stations will remain free until
commercial charging stations become available, or until the cost to the city rises
dramatically, Mason said.

NORTHAMPTON — Let the sparks fly. The city turned on five new electric vehicle-charging stations in
mid-October. The chargers, which are the first of eight the city plans to install, are free and open to the
public.
“It’s just so fantastically convenient. It’s just so great,” said Nira Elkins, a Northampton resident who charged
her electric Nissan Leaf at one of the stations last week. “It’s the greatest thing that’s happening.” The
chargers are located on Crafts Avenue, in the Gare Parking Garage next to Thornes Marketplace, and at
the Northampton Fire Department headquarters on Carlon Drive off King Street. There are two stations at
each site, but only five have been turned on.
According to Chris Mason, the Energy and Sustainability Officer for Northampton, one of the chargers
installed in the garage is still not operational because it is having problems communicating with an off-site
data center. Mason said he expected it to be running in the near future.
While Mason does not have figures on how many cars have been charged at the stations, he said he has
been contacted by several enthusiastic drivers.
City electricians and the Northampton Department of Public Works installed the chargers, but the stations
themselves were funded by a state grant.
The funding came from federal stimulus money and from a settlement Massachusetts Attorney General
Martha Coakley obtained from an Ohio power plant for alleged violations of emissions regulations. The
charging stations will remain free unless the cost of electricity becomes prohibitive for the city — Mason
estimates the electricity will cost about $500 per year — or private companies begin offering electric vehicle
charging.
Mason said there is little data on the number of electric vehicles in Northampton, but the I-91 corridor has an
unusually high percentage of hybrid drivers. He expects that once drivers have somewhere to charge,

electric cars will also be a success in the area. The parking policies for the stations have not yet been
finalized. There are no time limits for parking at the charging stations, but Mason said the city asks that
drivers move their vehicles once they are charged. The spaces on Crafts Avenue will serve as 15-minute
parking spaces when not in use by electric vehicles.
The city plans to install two more chargers at the police station parking garage under construction on Center
Street.

Upon the recommendation of the Mayor and Finance Committee
WHEREAS, The Northampton Energy and Sustainability Commission (NESC), through
administering energy policy in the Sustainable Northampton Plan and the
City’s climate change protection commitments, has and will continue to
identify and secure significant revenue from renewable energy certificates;
and the NESC continues to champion increased levels of energy efficiency
and energy resource sustainability and guard against effects of energy
resource disruption/depletion and climate change throughout the City; and
WHEREAS, The City Council, in accordance with M. G. L. Chapter 44, Section 53E1/2,
may authorize the establishment of a revolving fund for the Northampton
Energy and Sustainability Commission for such revenue generated by City
energy improvement projects;
NOW, THEREFORE, BE IT ORDERED,
That the City Council hereby authorizes an “Energy and Sustainability Revolving
Fund” in accordance with M.G.L. C44, §53E1/2 for FY 2012. Receipts received
but not expended in FY 2012 shall be carried over to FY 2013 if this fund is
reauthorized for fiscal year 2013 by City Council. Said receipts will include
payments from the sale of renewable energy certificates and renewable energy or
greenhouse gas (e.g., carbon) credits or other emission credits and utility rebate
payments, requests for which will be presented to the Mayor for approval on a
project by project basis. Receipts may also include gifts from individuals and
organizations. Expenditures may be made to pay materials, expenses and
contracted services associated with projects, programs and policies that increase
levels of energy efficiency and energy resource sustainability and guard against
effects of energy resource disruption/depletion and climate change in all of
Northampton’s public and private sectors (e.g., municipal, business, commercial,
residential, agricultural, and institutional) consistent with the goals of the
Sustainable Northampton plan, the City’s climate change protection commitments,
and other City plans/goals.
The Director of Central Services, with the approval of the NESC and Mayor, shall
be authorized to expend from the fund for the stated purposes. No further
appropriations shall be required; provided, however, that no expenditure shall be
made in excess of the balance of the fund nor shall total expenditures for the fiscal
year exceed the sum of $75,000.
