Dear Members of the Commission:
On behalf of Kollmorgen Electro- Optical (Kollmorgen), Tighe Bond is submitting this
Notice of Intent (NOI) for the construction of a new light industrial /commercial building at
the Village Hill South Campus in Northampton, Massachusetts. The new facility will serve as
Koilmorgen's new world headquarters and incorporates a major employer to the Village Hill
community. A copy of WPA Form 3 and City of Northampton Wetlands Application, is
provided on the next pages.
An Order of Conditions is required for this project, as work will be taking place within. the
100 -foot Buffer Zone of an isolated vegetated wetland /wet meadow. This project is, not
subject to the provisions of the Massachusetts Wetlands Protection Act (M.G.L. c. 131,.40):

The Northampton Conservation Commission generally meets on the 2 °d and 4' Thursdays of each month in Hearing
Room 18 located on the 2nd floor of City Hall, 210 Main Street

A USGS Site Locus (Figure 1), DEP Priority Resource Map (Figure 2), Orthophotograph
(Figure 3) and FEMA Flood Zones Map (Figure 4), which illustrate the project location
and surrounding physical and environmental features, are provided in Appendix B. A
half -scale set of project drawings is also provided in Appendix B.
Kollmorgen has been headquartered on King Street in Northampton since 1951. They
have outgrown their existing facility and need to expand. The proposed 140,000 square
foot building has been designed and sited to accomplish many community goals,
including a sustainable design approach and the incorporation of a major employer into
the Village Hill community. The location of the building on the South Campus provides
easy access to public transportation and the multi -use trail as well as providing a
visually appealing terminus to Village Hill Road. The building is sited to maintain views
of the mountain ridgeline to the south and east from Village Hill Road, and many
specimen trees from the former state hospital campus have been preserved.
Sustainable construction and design techniques, as defined by LEED such as siting the
building for maximum solar gain and daylighting and the use of rain gardens for
stormwater infiltration have been incorporated into the project.

Introduction

This Notice of Intent (NOI) is being submitted on behalf Kollmorgen Electo Optical
(Kollmorgen) for a development project on the South Campus of Village Hill. The
proposed project consists of the construction of an approximate 140,000 square foot
light industrial building to house Kollmorgen's world headquarters. The project area is
located within the former Northampton State Hospital south campus between Chapel,
Prince, Earle, Grove and Laurel Streets.
A portion of the project is sited within the 50 -foot and 100 -foot Buffer Zone of an
isolated vegetated wetland (wet meadow). As such the project is subject to jurisdiction
under the City of Northampton Wetlands Ordinance. The project is not subject to
jurisdiction under the Massachusetts Wetlands Protection Act (M.G.L. c. 131, 40). The
construction of a stormwater detention basin within the Buffer Zone will be completed in
accordance with an existing Order of Conditions (MADEP 246 -537).

Section 2
Existing Environment
This section provides a site description and resource area characterization for the project
area. Land use in the general vicinity of the project area was determined based on
direct observations made during data collection site visits and a review of information
available through the Massachusetts Geographic Information System (MassGIS) and
Natural Resources Conservation Service (NRCS).
The site is located at the former Northampton State Hospital South Campus. Buildings
formerly located on the site have been demolished. The Village Hill North Campus is
situated on the opposite side of Prince Street to the north. Residential properties are
located along Chapel Street to the north and Laurel Street to the west. Rural residential
and undeveloped properties are located along Grove Street to the south followed by a
former railroad embankment, the Mill River and light industrial /commercial properties
along South Street. Mixed light industrial /commercial, residential and undeveloped
properties are located along Earle Street to the east. The site is zoned as Planned
Village.
Soils on the subject property have been mapped as Belgrade and Boxford silt loams
(moderately well drained) and Hinckley loamy 'sands (excessively drained).

2.2 Description of Wetland Resource Areas
Portions of the proposed project are located within the 100 -foot Buffer Zone of an
isolated vegetated wetland /wet meadow. The hydrology in this area appears to be
driven by surficial runoff towards the southeast and a high groundwater table.
Dominant vegetation consists of reed canary grass (Phalaris arundinacea). Soils in this
location consist of dark grayish brown silty loam to fine sandy loam, with redoximorphic
features within six inches of the surface.
This wetland is subject protection as an isolated wetland under the City of Northampton
Wetlands Ordinance. Isolated wetlands are not jurisdictional under the Wetlands
Protection Act (M.G.L. c. 131, 40).
2.3 Rare Species
The Massachusetts Natural Heritage and Endangered Species Program (NHESP) Atlas
(October 1, 2008) and MassGIS online (October 2008), were consulted during the
preparation of this NOI. According to these sources, the project area is not located
within the limits of mapped Priority Habitats of Rare Species or Estimated Habitats of
Rare Wildlife.

3.1 Proposed Activities
The project entails the construction of a new two -story 140,000 square foot light
industrial building to house Kollmorgen's world headquarters. The building will be
accompanied by a 485 space parking lot and dense grade stone fire access road. The
building has been designed and sited to accomplish many community goals, including a
sustainable design approach and the incorporation of a major employer into the Village
Hill community. Sustainable construction and design techniques, as defined by LEED
such as siting the building for maximum solar gain and daylighting and the use or rain
gardens for stormwater infiltration have been incorporated into the project.
Stormwater detention basins to treat runoff generated from impervious areas have been
designed and permitted by others and are not included as part of this Notice of Intent.
3.1.1 Construction Sequence
The final sequence of construction will be determined by the selected contractor. The
anticipated construction sequence includes the following:
Install sedimentation and erosion controls /protective measures
Remove vegetation as required, complete site grading
Construct stormwater detention basin
Construct retaining wall on southwest side of site
Initiate construction of new 140,000 square foot building
Construct rain gardens
Install site landscaping
Complete site paving /fire access road
Remove protective measures upon receipt of authorization from the
Conservation Commission
3.2 Construction Period Protective Measures
3.2.1 General
Wetland resource areas at the site will be protected by haybales and /or silt fence. These
protective measures will be placed to restrict the Contractor to the areas necessary to
conduct the work and will define the limits of work. The locations of these barriers are
illustrated on the project drawings provided in Appendix B of this document. Typical
details are also provided in the project drawings. In addition:

silt fence on -site to make repairs, as necessary.

Protective measures will be inspected after significant precipitation events and
repaired, as necessary.
The following general measures will be employed to minimize impacts adjacent to
resource areas during construction:
Erosion controls will be installed as shown on the plans prior to work adjacent to
wetland resource areas.
Erosion controls will be removed and properly disposed following Conservation
Commission authorization.
3.3 Restoration Plan
The Restoration Plan presented in this section describes the actions proposed to stabilize
disturbed areas upon the completion of construction.
3.3.1 Buffer Zone
Areas disturbed /regraded within the regulated Buffer Zone will be seeded with an
erosion control mix for dry sites (New England Wetland Plants, Inc. (NEWP) New
England Erosion Control /Restoration Mix for Dry Sites or equivalent). If necessary the
area will be mulched to provide stabilization until vegetation is established. A summary
of species included in this mix is presented in Table 3 -1.

According to NEWP, best results can be achieved by seeding in either spring or fall. Late
spring and summer seeding will benefit from a light (i.e. less than one inch thick)
mulching of straw to conserve moisture. The mix comes with a recommended
application rate of 35 pounds per acre (or 1,245 square feet per pound). The mix may
be applied by hydro- seeding, by mechanical spreader, or on small sites it can be spread
by hand.
The planting of trees and shrubs within the Buffer Zone is not proposed to preserve the
open meadow nature and viewshed provided from the building to the southeast.

4.2 City of Northampton Wetlands Ordinance
I 1 The project is subject to the provisions of the Northampton Wetlands Ordinance as
activities will occur within 100 feet of an isolated vegetated wetland /wet meadow. The
majority of the project, including the entire building footprint, has been sited outside of
in the regulated 100 -foot Buffer Zone. Site work associated with the construction of a
j 1 dense grade stone fire access road to the rear of the building, and a concrete block
retaining wall to the southwest of the proposed building will fall within the regulated
Buffer Zone. These activities, including associated limited grading, will result in
1 1 approximately 9,750 square feet of impacts to the 100 -foot Buffer Zone. Approximately
L. 1,216 square feet of impacts will fall within 50 feet of the isolated wetland area. No
impacts associated with the development project will fall within 30 feet of the wetland

Regulatory Compliance

This section summarizes the project's relationship to and compliance with pertinent
local, state and Federal regulations.
4.1 Massachusetts Wetlands Protection Act
As the project is being conducted within the Buffer Zone of an isolated wetland the
proposed work is not subject to the provisions of the Massachusetts Wetlands Protection
Act.
In accordance City of Northampton Wetlands Ordinance at 337 -10 B., for areas zoned
as Planned Village the Conservation Commission waives any of the performance
standards that are over and above state law with the exception of the setback
requirements in Table 1. In accordance with Table 1, the setback requirements for this
project are 10 feet from jurisdictional wetland areas. No work is proposed within the
10 -foot No- Encroachment Zone.
It should be noted that activities associated with the construction of a stormwater
detention basin will also occur within the regulated Buffer Zone of this isolated wetland.
An Order of Conditions has already been obtained for this portion of the proposed work.
4.3 Stormwater Compliance
The project has been designed to meet the Design Criteria established by the
Northampton Planning Board Regulations. A stormwater design report and
accompanying discharge permit application have been submitted to the Northampton
Department of Public Works. An approved permit is anticipated to be issued prior to the
public hearing for this application. A copy of the Stormwater Report and permit
application are included in Appendix D.
