RE: 391 Damon Road, Northampton, Retail Marijuana Dispensary
McMahon Associates has completed a traffic assessment for the proposed Retail Marijuana Dispensary
(RMD) development to be located at 391 Damon Road in Northampton, MA. This memorandum
presents a description of the project, reviews the site location, determines available traffic volumes
adjacent to the site, and examines the permitted site use based on City of Northampton Zoning.
Project Description
Based on the Site Plan prepared by R Levesque Associates dated July 13, 2020, the project includes the
redevelopment of an existing 2,328 square feet (s.f.) fish and ice cream restaurant building into an
approximately 2,285 square feet (s.f) RMD. As part of the project, an existing 3,600 s.f. greenhouse
located on site would be removed. An existing moving and storage building currently located on the
site would remain.
Access to the site would be provided via one full access driveway on Damon Road at the northern
portion of the site and one right-out, exit only driveway on Damon Road at the southern portion of the
site. A total of 38 parking space are proposed on-site.
The site is expected to draw a customer base from the Norwottuck Rail Trail (NRT), located directly
north of the proposed RMD. The NRT provides access for bicycles and pedestrians to downtown
Northampton to the west, and provides access to shopping centers in Hadley, downtown Amherst, and
connections to other regional rail trails to the east. To accommodate the potential customers arriving
via the NRT, a bicycle rack is proposed on-site. The site plan is shown as an Attachment.
Site Location
The site is located on the west side of Damon Road, just north of the intersection of Damon Road at
Bridge Street (Route 9) and Interstate 91 North Off-Ramp. The intersection is currently under

construction and is being converted from a signalized intersection to a roundabout. Construction is
expected to end in Spring 2021.
Damon Road is classified by the Massachusetts Department of Transportation (MassDOT) as an urban
minor arterial under the City of Northampton jurisdiction, primarily providing access to commercial
and residential land uses. Damon Road runs in the north-south direction and includes two vehicle
travel lanes, one in each direction. A sidewalk is present on the west side of the roadway. The posted
speed limit along the Damon Road is 30 miles per hour. The project site location is shown in Figure 1.

Existing Traffic Volumes
Due to the circumstances surrounding the COVID-19 virus, it was not possible to obtain meaningful
traffic data via a typical counting program. To assess traffic conditions, traffic volume data on Damon
Road was collected from three sources and averaged to present an accurate representation of the
number of vehicles traveling in front of the site under typical traffic conditions. The source data is
described below.
Turning movement counts (TMCs) were obtained from the Functional Design Report (FDR) completed
in 2015 for the Damon Road at Bridge Street (Route 9) at I-91 North Off-Ramp project. TMCs were
conducted during the weekday morning peak hours (7:00 AM to 9:00 AM) and the weekday afternoon
peak hours (4:00 PM to 6:00 PM). The TMCs from the FDR were conducted in May 2009, and to project
the TMCs to existing 2020 conditions based on the methodology included in the FDR, the traffic
volumes were grown by 1% per year. Based on information in the FDR from the 2007 MassDOT
Seasonal Adjustment Factors, counts conducted in May represented an above-average month, and were
not seasonally adjusted.
Additionally, 72-hour Automatic Traffic Recorder (ATR) counts were obtained from the MassDOT
Transportation Data Management System on Damon Road approximately one mile north of the
proposed development. The 72-hour ATR counts were conducted from Monday, September 24, 2018 to
Thursday, September 27, 2018. To project the ATR counts to existing 2020 conditions, the traffic
volumes were grown by 1% per year. Based on MassDOT count station 2452, located on the City of
Northampton/City of Holyoke border, seasonal adjustment data from 2017 indicted counts conducted
in September are approximately 3.3% greater than an above-average month. As a result, the counts
conducted in September were not seasonally adjusted.
Pioneer Valley Planning Commission (PVPC) provided ATR counts located on Damon Road, less than
one mile north of the project site conducted in July 2020. Based on MassDOT count station 2452,
located on the City of Northampton/City of Holyoke border, seasonal adjustment data from 2017
indicted counts conducted in July are approximately 0.4% greater than an above-average month. As a
result, the counts conducted in July were not seasonally adjusted.
The traffic count summary is shown and averaged in Table 1 and is provided as an attachment.

As shown in Table 1, averaging the three sets of data, the weekday afternoon peak hour traffic along
Damon Road is approximately 1,400 vehicles per hour (vph). Using data conducted from July 2020, the
weekday afternoon peak hour traffic along Damon Road is close to 1,100 vph.
Site-Generated Traffic
To determine the number of vehicle trips permitted on the project site, the Northampton Zoning
Regulations §350-11.6 - Approval Criteria was referenced. According to Section B(2), the existing and
proposed uses on-site are permitted a maximum quantity of peak-hour trips based on site usage. The
existing fish and ice cream restaurant would be considered “gas, convenience stores, fast-food
restaurants”, and the existing greenhouse would be considered “grocery, personal services, retail and
auto sales, medical marijuana dispensary”. The proposed RMD would also be considered “grocery,
personal services, retail and auto sales, medical marijuana dispensary”. The number of permitted
peak-hour trips for the existing and proposed uses are shown in Table 2.

As shown in Table 2, removing the existing fish and ice cream restaurant and greenhouse, and
constructing the proposed RMD results in an excess of approximately 249 permitted trips in the peak
hour. The number of vehicle trips associated with the proposed project is expected to be less than the
number of vehicle trips associated with the existing site. The number of vehicles associated with the
proposed project is expected to be lower than the number of permitted trips associated with the
existing site under the Northampton Zoning Regulations shown in Table 2.
Conclusions
Based on a review of the proposed project, the impact of the proposed RMD is expected to be less than
the existing fish and ice cream restaurant and greenhouse, and the project is not expected to have a
noticeable impact on the surrounding roadway network.
