On behalf of the Massachusetts Department of Transportation (MassDOT), Woodard & Curran, Inc.
(Woodard & Curran) is providing this Amendment to the original Notice of Intent (NOI) submitted to the
Massachusetts Department of Environmental Protection (MassDEP) for the Former Solid Waste Dumping
Ground located at the MassDOT Maintenance Depot at 155 Locust Street in Northampton,
Massachusetts (Site). On April 10, 2019, the MassDOT submitted the original NOI to the MassDEP and
the Northampton Conservation Commission (NCC). An Order of Conditions was issued by the MassDEP
on May 29, 2019, and landfill closure construction activities began during August 2019.
Unforeseen site conditions encountered during initial excavation of waste materials deemed soil testing
and removal of contaminated material from the Site an infeasible solution for remediating MassDOT’s
dumping ground. Rather than proceeding with this previously permitted approach, MassDOT has decided
to propose a more traditional landfill closure approach by capping the landfill with an 18-inch low-
permeability soil layer and 6 inches of topsoil.
The landfill cap will be installed within the 100’ wetland buffer but will terminate at the wetland boundaries
surrounding the stream and west of the landfill. The limit of work for the cap will be the same limit of work
that was proposed for the topsoil cover in the original drawings. Restoration of the on-site perennial
stream and wetland areas, including the seeding and planting plan, have remained unchanged from the
original Notice of Intent filing to the maximum extent practicable.
Minor changes to the Design Plans pertaining to work within the wetlands and buffer zones include:
• Removing and replacing the existing 12-inch corrugated metal pipe (CMP) which directs
stormwater from behind the on-site salt shed to the southeast corner of the perennial stream
with a 12-inch high-density polyethylene (HDPE) pipe in its same location. A flared end section
will be installed on the pipe outlet and riprap will be installed extending from the pipe outlet to
just above the standing water level of the perennial stream to prevent erosion. (These changes
are shown on C-102 of the Design Plans.)
o In the original Design Plans, the 12-inch CMP is called to be removed and reset. In the
site’s current condition, the pipe is both crushed and rusted, and thus removing and
resetting this pipe is not a viable option.
• Installing two groundwater monitoring wells (WC-1 and WC-2) within the 100’ wetland buffer
zone to perform ongoing groundwater monitoring at the landfill as required by MassDEP. (This
change is shown on C-105 of the Design Plans.)

o In the original Design Plans, there were no wells proposed to be installed.
• Stabilizing the banks surrounding the headwall north of the stream and the embankment south
of the stream using existing rock and granite curbing on-site. (This change is shown on C-102
of the Design Plans.)
o In the original Design Plans, no work is proposed to stabilize these banks. In the Site’s
current condition, the headwall north of the stream is damaged and the surrounding
embankment is beginning to erode. At the south end of the stream, where the stream
culverts into a 48-inch reinforced concrete pipe (RCP), there is no headwall and the
surrounding embankment is eroding.
Changes to resource area impacts resulting from these design changes are summarized in Table 1,
below:

The drawings included in Attachment A of this letter replace the drawings provided in Appendix B of the
original Notice of Intent, submitted to the MassDEP on April 10, 2019. In our opinion, these are minor
modifications. We are seeking your concurrence on this opinion and confirmation that this Amended NOI
submission is sufficient for the MassDEP. Abutters within 100 feet of the property have been notified of
this Amended NOI submission via Certified Mail. Abutter notification documentation, including an
Abutter’s List, a copy of the Abutter Notification Letter, and an Affidavit of Service, is included in
Attachment B. We are submitting this Amended NOI package to both the MassDEP and the NCC
concurrently.
