606375_Aug1_2012MeetingNORTHAMPTON 606375 – Park & Ride CONSTRUCTION @ VA MEDICAL CENTER August 1, 2012 Meeting (at project site) District 2 Meeting Participants: Peter Reed – BSC Group Michael Papadopoulos – MassDOT/Highway Daryl Amaral - District 2 Bao Lang – District 2 James McPherson – VA Medical Center Wayne Feiden – City of Northampton Emil Panait (Lighting Sub Consultant – Avid Engineers) Pamela Marquis – (for ROW questions, Via Tele-Conference) The following were discussed: A gravel road link from the north end of the parking lot to the existing road extending to the north is requested by the VA. Audible pedestrian push buttons will be installed at the Route 9 crossing.  Also, it was agreed that the push buttons would be on the right side for ease of use by bicycles. A Temporary Construction Easement is not required.  Showing the limits of work in the construction plan will be sufficient. Abandoned sewer line location (currently shown intercepting the proposed infiltration basin) to be confirmed VA wants one permanent easement to park and ride as is reflected in current design Parking area will include a center island with a 5’ cut through for pedestrians Park and Ride Lot will consist of LED lighting Additional lighting was requested along the Park and Ride Lot drive /entrance Wider shoulders along the drive/entrance to accommodate bicyclists accessing the bike path will be considered (5’ shoulders w 10’ lanes) Consider striping (extending center lane) line from up to park and ride lot as a traffic calming measure Current proposed connection to bike path from Rte. 9/VA intersection will be widened to 8’ minimum for bicycle access All parties are agreeable and of the understanding that the City will take over operation and maintenance of the traffic signal at the VA entrance (which has been the VA’s responsibility): The VA will maintain the Park & Ride Lot and pay the associated electric bills for the lighting  The most recent agreement will be reviewed for confirmation of the current understanding and proposed responsibilities of the VA and the City Signal Control Cabinet is currently on VA property; For the City to take ownership and maintenance of, some property acquisition or cabinet relocation may be required. (This was discussed after the meeting ended, and after James McPherson’s departure. On a follow-up discussion with Pam Marquis it was suggested the access to the city be handled the same way, as the easement for the parking lot). 75% Design Submission can be expected by September 30th, 2012 The goal is a 1st Quarter Advertising
