Northampton VAMC Park & Ride ScopeNorthampton and Whately Park & Rides Project # 604222 Scope of Work July 25, 2007 The 2004 Connecticut River Crossing Transportation Study recommended that a number of park-and-ride lots be constructed as a key Transportation Demand Management (TDM) element for improving traffic flow along the Route 9 corridor. The Massachusetts Executive Office of Transportation and MassHighway District Two, working with the municipalities, the Metropolitan Planning Organizations and the Veteran's Administration Medical Center (VAMC), have identified the sites that will be included under the subject project. Work under this project will include the design and construction of two park and ride lots with associated amenities - one in Northampton and the second in Whately as follows: Northampton: This lot, to be located at the present site of parking lot "M" at the VAMC in Florence, will provide approximately 75 parking spaces (to accommodate 50 Park and Ride users and 25 current VAMC users) along with a bicycle rack, pedestrian walks and a bus stop with shelter. The lot will be accessed from the main Route 9 entrance (see attached concept sketch). Work at this site will include signal upgrades as required to provide a pedestrian actuated phase and crosswalk at Route 9. A pedestrian connection to the proposed rail trail at Look Park will also be included. Existing Parking Lot “M” lighting will be replaced with new fixtures of the same or similar appearance and will employ energy efficient lighting technology. Crosswalk Ahead and Signal Ahead roadway signing will be installed as required at EB and WB approaches to the Route 9/VAMC intersection. Whately: This lot will provide approximately 55 parking spaces along with bicycle racks, pedestrian walks and a bus stop with shelter. Access to the lot will be from the current signalized intersection at Route 116 and/or through sharing the driveway that provides access to the adjacent gas station/convenience store. Work for both lots will include drainage design, stormwater mitigation, wetland impact mitigation if necessary, intersection and traffic signal design and parking area design including pavement design and all necessary pavement markings, signage, landscaping and lighting. Notes to Designer: MassHighway has completed survey work and prepared base plans for both locations. Coordinate work at the VAMC with Jim McPherson, Facilities Director (413-582-3001). MHD will coordinate with PVTA and the Pioneer Valley Metropolitan Planning Organization to include as a related Transportation Improvement Program item the initial cost of the M40 bus route extension to the VAMC. Provide a Functional Design Report (draft copy prior to the Public Hearing). Maintain vehicular/pedestrian traffic during construction. A Traffic Management Plan (TMP) is required.
