In part that section states…”Conditions may include limitations on the scope and location of work in the Buffer Zone as necessary to avoid alteration of Resource Areas. The Issuing Authority may require erosion and sedimentation controls during construction, a clear limit of work, and the preservation of natural vegetation adjacent to the Resource Area and/or other measures commensurate with the scope and location of the work within the Buffer Zone to protect the interests of M.G.L. c. 131, § 40. [2] The splash pad at the pipe end, as shown on Sheet 8, (not Sheet 9 as Sheet 5 states) may possibly be considered a level spreader, which is not considered a point source. At a minimum, it must be designed and constructed per the information found in Volume 2, Chapter 2 of the Stormwater Handbook and must be maintained to ensure no point source is created. [3] Any new impervious area is fully subject to the Stormwater Standards. [4] Infiltration basins only receive 80% TSS removal if they are designed, constructed, operated and maintained per the Stormwater Handbook, Volume 2, Chapter 2 and that requires that there be adequate pretreatment, in this case This information is available in alternate format. Without the pretreatment, the system is likely to fail and it cannot receive any TSS removal credit. See pages 86 to 93 of the handbook. The best thing to do is to cut and paste, from the Handbook into the NOI Stormwater Report, the specifics of any BMP that is proposed to be used. [5] Street sweeping is proposed but without using a high efficiency vacuum truck, no credit is allowed. Please review Volume 2 Chapter 1, Table SS1, for the required information to receive any TSS removal credit for street sweeping.
