Applicants may present other information that could be persuasive. 5:30 PM – Public Hearing: Request for a Local Historic District Certificate of Appropriateness pursuant to Section 195 of the Northampton Code. Proposed work to include construction of a 60’x60’ “pickleball” court with fencing and landscaping. 1924 LLC, 40-54 Round Hill Road, Map ID 31B-004. Application Overview: The application proposes construction of two paved pickleball courts in an area that is currently maintained lawn at the southwest corner of Gawith Hall. Associated work includes fencing, landscaping, and a bioretention area for stormwater. The project will also need Site Plan Review by the Northampton Planning Board. Recommendation: The Commission should review design standards for Fences, Grading and Site Work and Landscaping, paying attention to appearance and suitability of the proposed fence for the district, and any associated screening. The Commission should note that some elements of the proposed work are exempt from Historic District Review – lighting fixtures, paint color, and work not visible from a public way. If the Commission agrees that the work is appropriate for the District, a Certificate of Appropriateness, including any conditions or modifications, can be issued. The Clarke School properties are also subject to a Historic Preservation Agreement held by the City/Historical Commission. The definition of the ‘Premises’ covered by the restriction is not clear as to whether this work is part of the Agreement. Staff has requested an opinion and will provide additional information if approval under the Agreement is necessary.
