Gracia, PE 99 Glendale Street Easthampton, MA 01027 (413) 563-3057 jamesagracia@gmail.com ``` July 8, 2019 Northampton Conservation Commission City Hall Northampton, MA 01060 Re: Request for Certificate of Compliance DEP File #246-205 Dear Commissioners: In regard to the Request for Certificate of Compliance (WPA Form 8A), submitted by David and Thomas Boyle for their property located at the intersection of Easthampton Road/Route 10 and Lovefield Street, I hereby certify that the work approved by the Northampton Conservation Commission, per an Order of Conditions approved on September 26, 1988, has been completed in substantial compliance with the approved plan and Notice of Intent. I was not the original design engineer for this project, however, I have performed a field survey to locate all of the pertinent buildings, pavement, and drainage features. I have found these items to have been constructed according to the approved plan. The site was found in good condition with no signs of erosion or degradation of the existing wetland and/or buffer zone abutting the site. The original plan, dated July 1988, specified a grassed, drainage swale along the southerly edge of the site, which channeled stormwater around the developed site and into a stormwater retention area near the Lovefield Street section of the parcel. The drainage swale and retention area were completed and are fully stabilized with a hardy growth of appropriate vegetative species. The plan also specified that several piles of loam and stumps were to be removed from the wetland buffer zone. Based on visual observations, no evidence of these piles were seen, therefore, they were, evidently, removed as part of the site development work. The attached plan shows the locations of six (6) storage buildings, a security fence, the pavement around the buildings, the centerline of the drainage swale and retention area, two drainage culverts, the existing tree line of mature trees, and the limits of mowed grass areas which abut the undisturbed vegetation in the drainage swales and retention area.
