Drainage improvements include replacement of subdrains, addition of paved drainage aprons, and construction of catch basins that will tie into existing drain pipes that outfall to the Mill River. Portions of Spring Street are situated within Bordering Land Subject to Flooding and buffer areas of Bordering Vegetated Wetland and Inland Bank. The project area on Cross Street is located within Riverfront Area of the Mill River and within the 100’ buffer of Inland Bank. The Mill River is a Coldwater Fishery Resource and the Cross Street project location is situated within NHESP Priority Habitat. An application for MESA review was submitted concurrent with this Notice of Intent. 2 PROPOSED PROJECT The overall project consists of repaving Cross Street from Bliss Street to Florence Road (650 lf) and repaving portions of Spring Street from Dimock Street to Colonel Lavallee Lane and from Meadow Street to Pine Street (5,900 lf). Ongoing drainage issues along both of these roads has led to deteriorated pavement conditions and so the DPW proposes to add several drainage structures along the roads and to replace subsurface drains beneath Spring Street. A new subdrain, drainline and two catch basins are proposed along Cross Street. In accordance with 310 CMR 10.02 (2)(b)(2)(p) and Category II of the DPW’s General Order of Conditions for Routine Maintenance and Repair Activities, minor activities including, “Pavement repair, resurfacing, and reclamation of existing roadways within the right-of-way configuration provided that the roadway and shoulders are not widened, no staging or stockpiling of materials, all disturbed road shoulders are stabilized within 72 hours of completion of the resurfacing or reclamation, and no work on the drainage system is performed, other than adjustments and/or repairs to respective structures within the roadway” are not otherwise subject to the WPA regulations. Additionally, this General Order of Conditions exempts some work within Riverfront and Buffer Zone areas including: the removal and replacement of signs and repair and replacement of curbing. While some of the proposed work is exempt from filing a Notice of Intent, several proposed activities require either notification to the Northampton Conservation Commission or filing of a Notice of Intent. The replacement of subdrains under Spring Street and the construction of a new subdrain on Cross Street requires the DPW to notify the Conservation Commission under Category V of the General Order of Conditions. Installation of new rock aprons within RFA and replacement of subdrains on Spring Street also requires notification and approval from the Conservation Commission. The following proposed work requires filing a Notice of Intent: installation of catch basins within Bordering Land Subject to Flooding on Spring Street and construction of catch basins, addition of shoulders and installation of a drainline within Riverfront Area on Cross Street. This project qualifies as a “Limited Project” according to 310 CMR 10.53(3)(f) for the “maintenance and improvement of existing public roadways, but limited to widening less than a single lane, adding shoulders, correcting substandard intersections, and improving inadequate drainage systems.” Therefore, the project does not need to fully comply with the General Performance Standards in 310 CMR 10.54 through 10.58 and 10.60. Currently, stormwater treatment features are absent from Cross Street and are insufficient to effectively drain water from portions of Spring Street. As a result, water tends to pond in the roadway and eventually flows overland towards the Mill River and its tributaries. This ponding causes damage to the pavement over time NOTICE OF INTENT DRAINAGE IMPROVEMENTS ON CROSS STREET AND SPRING STREET NORTHAMPTON, MASSACHUSETTS M:\Cross Street\Paving2019\Permitting\WPA\NOI Report.docx through freeze and thaw cycles and also presents a public safety risk to drivers as they try to avoid potholes and icy spots. This project proposes to add hooded, deep-sump catch basins on Cross Street and Spring Street in order to improve road drainage, and subsequently, to maintain good pavement conditions. The catch basins will also yield an improvement to water quality in the Mill River by pre-treating the road runoff before it reaches the river. The catch basins will be installed within the paved surface area of the roadway and will connect to existing drainlines that outfall to the Mill River. On Spring Street, existing 6” subdrains will be replaced at a higher elevation along both sides of the road and will tie into existing and proposed catch basins. On Cross Street, a single 6” subdrain is proposed that will tie into a new catch basin, which will connect to a new 12” drainline that flows to an existing outfall near the Mill River. New crushed stone shoulders are also proposed for Cross Street and shoulders along Spring Street will be excavated and regraded. 2.1 WETLAND IMPACTS Bordering vegetated wetland (BVW) resource areas were delineated in the field by DPW Sr. Environmental Scientist Johanna Stacy in March 2019. Bordering Land Subject to Flooding was delineated using FEMA Flood Insurance Rate Maps. Riverfront Area and Priority Habitat for Endangered Species boundaries were derived from MassGIS datalayers. Spring Street The southern portion of the Spring Street project area is situated within Bordering Land Subject to Flooding. In the northern part of the project, Spring Street crosses two tributaries to the Mill River; thus some of the proposed work falls within Riverfront Area of these tributaries as well as buffer areas to bordering vegetated wetlands and Inland Bank associated with these waterbodies. Proposed work includes construction of 2,100 lf of subdrain within the roadway – 1,280 lf of which falls within Riverfront Area and 821 lf falls within BLSF buffer. Approximately 160 sf of land within BVW buffer and Riverfront Area will be altered to create paved aprons. Installation of catch basins within Bordering Land Subject to Flooding would alter 50 sf. Impacts to Riverfront Area - Construction of the subdrain will occur within the roadway and constitutes redevelopment of this area. The proposed paved aprons are designed to direct roadway runoff towards rock fill, which will slow the water and reduce erosion and stream sedimentation to nearby tributaries. Cross Street Cross Street runs parallel to the Mill River, and as such, is situated within Riverfront Area and partially within the 100’ buffer of Inland Bank. The Cross Street project includes 29,500 sf of Riverfront Area. Work proposed within the roadway and within Riverfront Area includes construction of 350 lf of 6” subdrain, construction of 190 lf of a 12” drainline and addition of crushed stone shoulders on the north side of the road. The project also proposes to add four new catch basins within the roadway. Stormwater from the catch basins will flow through the new drain line to an existing drainline that outfalls towards the Mill River. These resource areas along with the Priority Habitat for Endangered Species boundary are shown on the Project Plan in Appendix A. The wetland impacts are summarized in Table 2. Total resource area impacts include 1,200 sf (RFA) for the addition of gravel shoulders and 300sf in RFA for new drainlines and manholes outside the paved roadway. Table 2. Summary of Wetland Impacts (Cross Street) Resource Alteration Replication Riverfront Area 1,500 sf 1,500 sf (in situ) As the Inland Bank buffer zone overlaps with the Riverfront Area, the proposed work is required to meet the performance standards for Riverfront Area (per 310 CMR 10.58(4)(a)). Most work taking place within the Riverfront Area constitutes redevelopment per 10.58(5) as the repaving, drainline and subdrain installation will occur within the paved roadway. As such, the proposed work is required to improve the existing conditions on site. The new shoulder is designed to slow runoff from the road and remove sediment from this runoff. The drainage work is expected to improve water quality on the site by adding stormwater pre- treatment (catch basins) to an area where runoff is currently not treated at all. Construction taking place outside of the roadway includes addition of a crushed stone shoulder on the north side of the roadway and installation of a manhole cover. The crushed stone shoulder is also designed to slow and provide treatment of road runoff. 3 ALTERNATIVES ANALYSIS Given that the existing road layout traverses several resource areas, road maintenance and construction activities have the potential to affect wetland resources. This impact has primarily been minimized by limiting work to the road right-of-way and proposing to install stormwater features with small footprints. Catch basins are typically located every 200-250’ along a road. Currently, on Spring Street, catch basins are spaced over 450’ apart and the roadway is flat; both factors hinder roadway drainage. The proposed hooded, deep sump catch basins will serve to drain the roadway and to provide more treatment of road runoff that currently exists on the site. At Cross Street, the proposed catch basins will provide better stormwater treatment for runoff draining to the Mill River. These drainage features also reduce impacts to resource areas due to their small footprints and location within already disturbed areas. The addition of deep sump catch basins along Spring Street and Cross Street will provide improved stormwater treatment over existing conditions. Standard 5: Land uses with higher pollution potential loads shall reduce discharge from such land uses to the maximum extent possible. No new land uses with higher pollution potential are proposed. Standard 6: Stormwater discharges near or to any critical area require the use of the specific source control and pollution prevention measures as provided in the Massachusetts Stormwater Handbook. The Mill River is a Coldwater Fishery. Hooded, deep sump catch basins are considered acceptable pre-treatment practices for this resource. NOTICE OF INTENT DRAINAGE IMPROVEMENTS ON CROSS STREET AND SPRING STREET NORTHAMPTON, MASSACHUSETTS M:\Cross Street\Paving2019\Permitting\WPA\NOI Report.docx 1 INTRODUCTION The City of Northampton Department of Public Works (DPW) proposes to make drainage improvements as part of a larger repaving project on two roadways – Spring Street and Cross Street. Drainage improvements include replacement of subdrains, addition of paved drainage aprons, and construction of catch basins that will tie into existing drain pipes that outfall to the Mill River. Portions of Spring Street are situated within Bordering Land Subject to Flooding and buffer areas of Bordering Vegetated Wetland and Inland Bank. The project area on Cross Street is located within Riverfront Area of the Mill River and within the 100’ buffer of Inland Bank. The Mill River is a Coldwater Fishery Resource and the Cross Street project location is situated within NHESP Priority Habitat. An application for MESA review was submitted concurrent with this Notice of Intent. 2 PROPOSED PROJECT The overall project consists of repaving Cross Street from Bliss Street to Florence Road (650 lf) and repaving portions of Spring Street from Dimock Street to Colonel Lavallee Lane and from Meadow Street to Pine Street (5,900 lf). Ongoing drainage issues along both of these roads has led to deteriorated pavement conditions and so the DPW proposes to add several drainage structures along the roads and to replace subsurface drains beneath Spring Street. A new subdrain, drainline and two catch basins are proposed along Cross Street. In accordance with 310 CMR 10.02 (2)(b)(2)(p) and Category II of the DPW’s General Order of Conditions for Routine Maintenance and Repair Activities, minor activities including, “Pavement repair, resurfacing, and reclamation of existing roadways within the right-of-way configuration provided that the roadway and shoulders are not widened, no staging or stockpiling of materials, all disturbed road shoulders are stabilized within 72 hours of completion of the resurfacing or reclamation, and no work on the drainage system is performed, other than adjustments and/or repairs to respective structures within the roadway” are not otherwise subject to the WPA regulations. Additionally, this General Order of Conditions exempts some work within Riverfront and Buffer Zone areas including: the removal and replacement of signs and repair and replacement of curbing. While some of the proposed work is exempt from filing a Notice of Intent, several proposed activities require either notification to the Northampton Conservation Commission or filing of a Notice of Intent. The replacement of subdrains under Spring Street and the construction of a new subdrain on Cross Street requires the DPW to notify the Conservation Commission under Category V of the General Order of Conditions. Installation of new rock aprons within RFA and replacement of subdrains on Spring Street also requires notification and approval from the Conservation Commission. The following proposed work requires filing a Notice of Intent: installation of catch basins within Bordering Land Subject to Flooding on Spring Street and construction of catch basins, addition of shoulders and installation of a drainline within Riverfront Area on Cross Street. This project qualifies as a “Limited Project” according to 310 CMR 10.53(3)(f) for the “maintenance and improvement of existing public roadways, but limited to widening less than a single lane, adding shoulders, correcting substandard intersections, and improving inadequate drainage systems.” Therefore, the project does not need to fully comply with the General Performance Standards in 310 CMR 10.54 through 10.58 and 10.60. Currently, stormwater treatment features are absent from Cross Street and are insufficient to effectively drain water from portions of Spring Street. As a result, water tends to pond in the roadway and eventually flows overland towards the Mill River and its tributaries. This project proposes to add hooded, deep-sump catch basins on Cross Street and Spring Street in order to improve road drainage, and subsequently, to maintain good pavement conditions. The catch basins will also yield an improvement to water quality in the Mill River by pre-treating the road runoff before it reaches the river. The catch basins will be installed within the paved surface area of the roadway and will connect to existing drainlines that outfall to the Mill River. On Spring Street, existing 6” subdrains will be replaced at a higher elevation along both sides of the road and will tie into existing and proposed catch basins. On Cross Street, a single 6” subdrain is proposed that will tie into a new catch basin, which will connect to a new 12” drainline that flows to an existing outfall near the Mill River. New crushed stone shoulders are also proposed for Cross Street and shoulders along Spring Street will be excavated and regraded. 2.1 WETLAND IMPACTS Bordering vegetated wetland (BVW) resource areas were delineated in the field by DPW Sr. Environmental Scientist Johanna Stacy in March 2019. Bordering Land Subject to Flooding was delineated using FEMA Flood Insurance Rate Maps. Riverfront Area and Priority Habitat for Endangered Species boundaries were derived from MassGIS datalayers. Spring Street The southern portion of the Spring Street project area is situated within Bordering Land Subject to Flooding. In the northern part of the project, Spring Street crosses two tributaries to the Mill River; thus some of the proposed work falls within Riverfront Area of these tributaries as well as buffer areas to bordering vegetated wetlands and Inland Bank associated with these waterbodies. Proposed work includes construction of 2,100 lf of subdrain within the roadway – 1,280 lf of which falls within Riverfront Area and 821 lf falls within BLSF buffer. Approximately 160 sf of land within BVW buffer and Riverfront Area will be altered to create paved aprons. Installation of catch basins within Bordering Land Subject to Flooding would alter 50 sf. Impacts to Riverfront Area - Construction of the subdrain will occur within the roadway and constitutes redevelopment of this area. The proposed paved aprons are designed to direct roadway runoff towards rock fill, which will slow the water and reduce erosion and stream sedimentation to nearby tributaries. Cross Street Cross Street runs parallel to the Mill River, and as such, is situated within Riverfront Area and partially within the 100’ buffer of Inland Bank. The Cross Street project includes 29,500 sf of Riverfront Area. Work proposed within the roadway and within Riverfront Area includes construction of 350 lf of 6” subdrain, construction of 190 lf of a 12” drainline and addition of crushed stone shoulders on the north side of the road. The project also proposes to add four new catch basins within the roadway. Stormwater from the catch basins will flow through the new drain line to an existing drainline that outfalls towards the Mill River. These resource areas along with the Priority Habitat for Endangered Species boundary are shown on the Project Plan in Appendix A. The wetland impacts are summarized in Table 2. Total resource area impacts include 1,200 sf (RFA) for the addition of gravel shoulders and 300sf in RFA for new drainlines and manholes outside the paved roadway. Table 2. Summary of Wetland Impacts (Cross Street) Resource Alteration Replication Riverfront Area 1,500 sf 1,500 sf (in situ) As the Inland Bank buffer zone overlaps with the Riverfront Area, the proposed work is required to meet the performance standards for Riverfront Area (per 310 CMR 10.58(4)(a)). Most work taking place within the Riverfront Area constitutes redevelopment per 10.58(5) as the repaving, drainline and subdrain installation will occur within the paved roadway. As such, the proposed work is required to improve the existing conditions on site. The new shoulder is designed to slow runoff from the road and remove sediment from this runoff. The drainage work is expected to improve water quality on the site by adding stormwater pre- treatment (catch basins) to an area where runoff is currently not treated at all. Construction taking place outside of the roadway includes addition of a crushed stone shoulder on the north side of the roadway and installation of a manhole cover. The crushed stone shoulder is also designed to slow and provide treatment of road runoff. 3 ALTERNATIVES ANALYSIS Given that the existing road layout traverses several resource areas, road maintenance and construction activities have the potential to affect wetland resources. This impact has primarily been minimized by limiting work to the road right-of-way and proposing to install stormwater features with small footprints. Catch basins are typically located every 200-250’ along a road. Currently, on Spring Street, catch basins are spaced over 450’ apart and the roadway is flat; both factors hinder roadway drainage. The proposed hooded, deep sump catch basins will serve to drain the roadway and to provide more treatment of road runoff that currently exists on the site. At Cross Street, the proposed catch basins will provide better stormwater treatment for runoff draining to the Mill River. These drainage features also reduce impacts to resource areas due to their small footprints and location within already disturbed areas. A no-build alternative exists where the road would be repaved and no work on the drainage systems would take place. This alternative would mean that no additional sediment mitigation would be added and the existing subsurface drainage issues would continue, resulting in a shortened pavement life span and continued driver safety issues as potholes develop and ice and water accumulate on the roadway. For these reasons, this is not the preferred alternative. As a redevelopment project, it is only required to meet Standards 2, 3, and pretreatment and structural best management practices for Standard 4, 5 and 6 to the maximum extent possible. Standard 1: (Does not apply.) Standard 2: Post-development peak discharge rates do not exceed pre-development peak discharge rates. No change to impervious area is proposed. Discharge rates are expected to remain the same. Standard 3: Loss of annual recharge to groundwater shall be eliminated or minimized through the use of infiltration measures. No additional loss of groundwater recharge is anticipated from this project. Standard 4: Stormwater management systems shall be designed to remove 80% of the average post-construction load of Total Suspended Solids (TSS). Proposed construction is not expected to increase TSS load. The addition of deep sump catch basins along Spring Street and Cross Street will provide improved stormwater treatment over existing conditions. Standard 5: Land uses with higher pollution potential loads shall reduce discharge from such land uses to the maximum extent possible. No new land uses with higher pollution potential are proposed. Standard 6: Stormwater discharges near or to any critical area require the use of the specific source control and pollution prevention measures as provided in the Massachusetts Stormwater Handbook. The Mill River is a Coldwater Fishery. Hooded, deep sump catch basins are considered acceptable pre-treatment practices for this resource.
