A 50 -foot area of undisturbed vegetation shall remain along the resource area. Storm -water Management Standards have been met. The project does not border an Outstanding Resource Water nor will it effect any Rare Wetland Wildlife. '� TO: City of Northampton Zoning Commission FROM: Paul & Rochelle Griffin `_ - -- - ' - - -w-- RE: Application for Special Permit to build a detached garage with apartment Attached please find the relevant application documents for a Special Pen to build a new detached garage with a small apartment on my property at 498 Spring Street in Leeds. The primary reason for this new building is to replace the existing garage, which is in poor condition. The existing garage was built around 1913. It has lived a long life but has deteriorated over time and is currently beyond restoration. Due to unattended leaks in the roof shingles, which occurred before we owned the property, the boards underneath the shingles are rotting and in some places open to the sky. We currently have a plastic tarp in place to limit water leakage. The roof is also heavily bowed and could very well collapse under a heavy snow at some point in the future. I have had several builders inspect it and all have come to the same conclusion: due to the deteriorated condition of the roof, as well as parts of the foundation and the rest of the building, we would be better off replacing the whole garage. We have decided to replace the building with a newer and slightly larger one. The ground floor will include garage space for two cars, storage, and a workshop /studio area. The workshop /studio area will be for my wife and my use exclusively. My wife likes to work with stained glass as a hobby and I work with computer graphics. The second floor will be a two bedroom apartment. We have engaged Architect Mark Gelotte to draw up the plans, which are attached. We believe these conform to all relevant building codes and regulations. In addition we believe that the overall look of the building will be aesthetically pleasing, complement the adjacent house and enhance our property and our neighborhood. We have chosen to add the apartment for several reasons. Some of you may know that we have recently restored the existing house on the property, which had been unoccupied and in a severe state of disrepair due to a fire in 1998. This house was actually built by my wife's grandfather in 1913. It has been in her family since and we are fortunate to be able to carry on this tradition of ownership. Since the size of this house is relatively small by current standards, about 1500 sq ft, we would like addition space for our children and perhaps their children (someday) to stay when they visit. We would also like to have additional space for guests, due to the nature of our careers many of our friends and acquaintances live out of town. At some point in the future we also see the possibility of renting the apartment on a seasonal basis, ideally for the academic year of local colleges. We see this as a potential source of income to supplement our retirement as well as providing a quality place to live for perhaps a visiting professor or graduate student. Both my wife and I have lived in Northampton for many years. I was born at Cooley Dick and grew up on Straw Ave. in Florence in the house where my father still lives. My wife is from Greenfield, but graduated from Saint Michael's High. We both returned to Northampton after graduating from college, married and raised our daughters for many years in our previous home on Westhampton Road. In addition, many of my brother's, sisters and their families live in this area as well as friends and acquaintances who still call home, "Hamp ". Northampton is where our roots are and is in our mind and heart, our primary and only place of residence. Although my wife and I currently teach overseas we have always accepted this portion of our lives as a temporary situation. Since beginning our careers in International Education, we have always returned to the Valley for the winter holidays and our summer breaks. Since completing the rehabilitation of our house on Spring Street we have spent all this time there. We love this area and consider it our home. We look forward to the time when we can retire and spend most of the year here as we have done in the past. Unfortunately economics and our career path require that we live elsewhere for part of the year and commute home for the rest. I mention all of this because I anticipate that some of you may have some questions regarding our resident status. I think the record will show that we are from this area and are committed to this area. Since we will probably be starting our 2005 -06 school year by the time the Planning Commission meeting is held for our permit application, I have asked our architect, Mark Gelott to speak in our behalf.
