Memo re allocation of CPA funds for Village Hill Apts 1.4.19.docxTo: Northampton Community Preservation Committee (CPC) From: The Community Builders / Valley Community Development Corporation Re: CPA Funding for Village Hill Apartments Date: January 4, 2019 Dear CPC Members: We are writing to request a shift in how committed and pending CPA funds will be allocated for the Village Hill Apartments Project (now split into 35 Village Hill Road and North Commons). This request is necessitated by a restriction on previously committed Community Development Block Grant (CDBG) funds for Village Hill Apartments. The City had committed $50,000 in CDBG funds to 35 Village Hill Road and $100,000 to North Commons. It was subsequently discovered that there is a regulatory impediment to using CDBG funds at 35 Village Hill Road. The City is willing and able to shift its full CDBG commitment to North Commons. In order to make 35 Village Hill Road “whole” with respect to local dollars, we are requesting that the CPC adjust its commitment to allow $100,000 in CPA funds to be allocated to 35 Village Hill Road and $100,000 to North Commons. We believe this shift is consistent with the intent of the CPC, which considered the total commitment of local funds in its decision-making. We ask that the CPC recommendation to City Council for this year’s CPA funding of $150,000 be directed to the “Village Hill Apartments” (rather than “North Commons”) which will give flexibility in how CPA dollars are allocated between the two building sites.
