Please refer to Appendix-E in the Community Preservation Plan when filling out this form. This form must be approved in order for an application to be accepted. Project Title: Village Hill Apartments Project Sponsor/Organization: The Community Builders, Inc. (TCB) Contact Name: Rachana Crowley Property Owner, if applicable: MassDevelopment Mailing Address: 31 Trumbull Road, Northampton, MA 01060 Office phone #: 413-923-9022 Cell phone #: 413-218-2970 E-mail address: rcrowley@tcbinc.org CPA Program Area (check those that apply): X Open Space Historic Preservation X Community Housing Recreation Project Purpose (check those that apply): X Acquisition X Creation X Preservation Support Rehabilitation/Restoration Project Summary: Please provide a brief description of the project. TCB proposes to develop 65 units of mixed income rental housing at Village Hill on two parcels—one at the far North of the campus (53 units on Lot 13-A) called North Commons and one infill lot located near the main entry (12 units plus 2,500 sf commercial on Lot 20-A) called 35 Village Hill Road. TCB was selected by MassDevelopment in a competitive process to develop these parcels, and a Land Disposition agreement was executed. Both sites were permitted under 40-R zoning in early winter 2019. In the Fall 2017 CPA funding round, TCB requested $350,000 for this project and was awarded $50,000. This initial award was earmarked for the 12-unit building at 35 Village Hill Road, which is proceeding on a faster schedule than North Commons. TCB submitted a One Stop application for 35 Village Hill Road in May 2018; award decisions are due in August 2018. If 35 Village Hill Road is funded this summer, it will proceed to construction in 2019 and North Commons will apply for funding during the February 2019 One Stop competition. If it is not funded this summer, it will be re-combined with North Commons for a One Stop submission in February 2019. The 65 housing units are comprised of studio, one-bedroom, two-bedroom and three-bedroom apartments. Of these, approximately 8 units will house extremely low-income households (<30% AMI); approximately 27 units will house low-income households (<60% AMI); and approximately 30 units will house moderate-income households (“Workforce Housing” <120% AMI). TCB is committed to using sustainable design and energy efficiency and has a goal to meet the “Passive House” standard for the 53-unit building. The large building also features a significant amount of open space including a playground, walk paths, and flat, green lawn space for the benefit of residents as well as homeowners on the site. The addition of these 65 mixed-income rental units at Village Hill will promote economic diversity within this planned community. TCB was the original developer at Village Hill completing 73 units of affordable rental housing in two tax credit projects completed as part of the first build-out of redevelopment of the Northampton State Hospital. Adding the proposed 65 units will allow for improved efficiencies in operations and increased on-site property management staff. It is anticipated that approximately 5 acres of undeveloped land adjacent to the Mill River will be preserved through a conservation restriction with the City. TCB is partnering with Valley Community Development on this project. Valley Community Development will co-sponsor the project and act as a community liaison.
