NARRATIVE
This Notice of Intent is being submitted to allow the installation of a accessible ramp /walkway
over an existing brook and bordering vegetated wetland. This walkway extension will allow an
upgrade of the existing crossing, which currently consists of small bog bridges placed on rocks
within the brook. This new walkway will be handicap accessible, and will eventually allow the
existing trails to be upgraded for accessibility. No trail work is proposed at this time, however,
under this project. This bridge is being requested to be granted a "Limited Project" status
under the 310 CMR 10.53 (3) 0), which allows:
"The construction and maintenance of catwalks, footbridges, wharves, docks piers, boat
houses, boat shelters, duck blinds, skeet and trap shooting decks and observation decks;
provided, however, that such structures are constructed on pilings or posts so as to
permit the reasonable unobstructed flowage of water and adequate light to maintain
vegetation. "
Some of the benefits in doing this project are:
* allowing disabled persons to access trails throughout the property;
* upgrading an inadequate crossing, which will remove foot and vehicle traffic
from impacting the brook and adjacent wetland.
* allowing better access to the remaining land area for environmental education.
EXISTING & ADJACENT SITE CONDITIONS:
At present, the majority of the existing site has a wooded overstory, consisting of pine
and deciduous trees. The understory consists of thick shrubbery. Throughout this area of the
site are various trails that have been used and maintained for hiking. The lake on the site has
been used for boating and fishing.
Since the Fitzgerald Lake Conservation Area is one of two handicap accessible wildlife
areas located within the City and managed by the Conservation Commission, this extension
will assure that all persons have the ability to access additional trails and enjoy a lake area that
is rich in diverse environmental resources, without having to be in a boat or having to end the
exploration at the end of the boardwalk.
Adjacent to the site and in the surrounding vicinity, is a moderately developed residential area,
consisting of a network of streets, with single family dwellings.
EXISTING TRAIL:
The existing accessible trail system consists of a paved walkway from North Farms
Road to a boardwalk structure that has been developed in stages, in order to allow the work to
progress in a manner that prevented impacts and damage to the adjacent wetland resource
areas. At present, access to the lake is provided by the boardwalk. However, access to the
remaining trails on the site relies on walking through a brook or over small bog bridges put in
place for a temporary crossing. Unfortunately, neither walking through the brook nor using the
bog bridge allows a disabled person to cross the area.
PROPOSED WORK:
The extension of the paved walkway shall be accomplished by using an elevated ramp
constructed of pressure treated lumber with a maximum rise of one foot in twelve feet. The
length and slope of the ramp will be broken up through the use of two platforms with no slope.
The length of the initial section of ramp to the first platform will be thirty feet in length and
four and one -half (4 1 /2 ) feet in useable width. Since the ramp will be elevated it will have side
railings and edge bumbers. The platform will be seven feet by ten feet. The length of the
second section of ramp to the final platform will be ten feet in length with the 4 1 /2 foot width,
also. This platform will also be seven feet by ten feet. The final section to join existing grade
located on the opposite side of the brook will be ten feet.
It shall be constructed off site, in ten (10) foot sections, of pressure treated lumber, to
be assembled with a template for the 2 x 8 stringers with ten feet between spans. Posts used to
elevate the structure will be 6 x 6 pressure treated lumber (.6 grade cc, per Building
Commissioner's requirements). Due to the proposed use of the structure, all posts will have to
be set on concrete filled sona tubes (per Building Commissioner's requirements, also).
All decking shall be pre - drilled with counter sunk holes, in order to avoid splitting the
wood. Three #8 coated nails shall be used at each connection in each piece of decking.
Decking material will be bolted to the posts and railings will be fastened in a like manner.
The project, as described above, has been designed to avoid long term impacts to the
wetland and /or water body.
POTENTIAL IMPACT ON RESOURCE AREAS:
Water Quality:
During the ramp's design process, water quality issues such as pollutant and sedimentation
control were assessed. Based upon the existing use and soils located on the site, there shall be
little to no impact on water quality after the project has been completed.
The largest potential for impact on water quality will be during active construction, with the
installation of the sona tubes and piers. This work disturbance will be temporary and will be
done under the supervision of a wetland specialist. Silt fencing shall be installed during
excavation for the sona tubes and will remain in place until all sediment has settled out and the
piers have cured.
Preventative measures to be taken include working on one pier at a time, and hand mixing and
pouring of cement into the sonar tubes to avoid spillage /overflow into the brook. These actions
shall help to prevent excess sedimentation and /or pollutants, from entering the resource area.
Soils:
Soils located on the site consist of sediment and muck deposited over the past twenty years,
since the lake was created. Their location and findings can be seen in Appendix A.
Habitat, Land Under Water and Bordering Vegetated Wetland:
Because this area is located within an area shown on the Estimated Rare & Endangered Species
map, this Notice of Intent was required to be sent to the Natural Heritage and Endangered
Species Program in Boston.
The project, as proposed, has been designed so that the only impact to these resource areas are
from the piers. By using this method of installation, there will be little to no permanent impact
on the "land under water" resource area, and no disturbance of wetland vegetation shall occur.
The project as designed, will reduce the present amount of impact on the brook and the
bordering vegetated wetland by removing foot traffic through the area.
This project has been designed to meet the standards set forth under 310 CMR 10.53 (3)0),
which allows Limited Project status to be granted provided:
"that such structures are constructed on pilings or posts so as to permit the
reasonable unobstructed flowage of water and adequate light to maintain
vegetation. "
Rivers Act:
Work shall occur within the inner riparian zone and within land under water. The ramp will be
elevated and improve the existing method of travel through the resource area. The alteration
within the inner riparian zone will be from the installation of the sona tubes. The project
cannot be located outside of the riverfront area and no other alternatives exist for access that
does not include the crossing of the brook. The only alternative available is to not construct the
ramp. However, this will cause more impacts to the resource areas and riparian zone because
the brook will continue to be traversed by foot traffic. The quality of the vegetation and habitat
within the inner riparian zone will be improved from existing conditions. The project meets the
performance standards as much as practicable and the applicant has requested Limited Project
Status to complete the project. By constructing the ramp off site, no impacts will occur to any
rare or endangered species or vernal pools and as stated previously, the habitat should
improve.
WORK DESCRIPTION:
Construction Phases:
Any portion of construction of the ramp taking place within a resource area shall be conducted
under the supervision of an on -site wetlands specialist, and shall occur in phases as outlined
below:
Assemble ten foot sections and connector piece and transport to site and
assemble.
Clearly mark location of ramp in field, and stake locations of all sona tubes.
- Install silt fencing down stream of sonar tube locations.
Excavate sona tube holes and install forms.
- Pour cement into sonar tubes to provide adequate footings for piers (as per
building code) and allow to set up.
- Insert piers into sonar tubes. Bolt decking onto piers
- Place raised bumpers on all peripheral areas and install railings.
- Request the Building Commissioner and Conservation Commission to inspect
the constructed ramp.
- Request a Certificate of Compliance from the Conservation Commission.
