This is the Decision of the Board of Appeals of the
City of Northampton on a petition by Richard J. Ramsey and
Cora C. Ramsey for a variance from the provisions of Chap-
ter 44, Section 16, Paragraph e, of the Revised Ordinances
of the City of Northampton for the purpose converting a
home presently used as a single family home to a two family
home. The premises affected are situated 21 Cloverdale
Street, Northampton (Florence), Massachusetts.
The matter was duly advertised on August 1973 and
August 28, 1973 and came on for hearing before us on Sept-
ember 5, 1973. Chairman Charles W. Dragon presided at the
hearing and heard the matter with Board members Cecil I.
Clark and Edward E. Keefe. The petitioners were present and
there were no objectors.
After due hearing the Board voted unanimously:
1. That a substantial hardship exists as the home was
constructed as a two family home - with separate utility ser-
vices and front and rear entrances for each unit. The
Board also found that it is difficult to sell the property
as a single family home because of its size and the location
of rooms.
2. That there would be no substantial detriment to the
public good as the Board found that the lot size was adequate
for two families and that the units provide for adequate in-
gress and egress in the event of fire.
3. That the granting of the variance did not derogate
from the intent and purpose of the Ordinance as the home was
occupied as a nonconforming two family unit until 1970, it
having been constructed prior to the enactment of the Zoning
Ordinance.
The Board therefore voted unanimously to grant the
variance.
