TCB proposes to develop 65 units of mixed income rental housing at Village Hill on two parcels—one at the far North of the campus (53 units on Lot 13-A) and one infill lot located near the main entry (12 units plus 2,500 sf commercial on Lot 20-A). TCB was selected by MassDevelopment in a competitive process to develop these parcels, and a Land Disposition agreement has been executed. The 65 housing units are comprised of studio, one-bedroom, two-bedroom and three-bedroom apartments. Of these, approximately 8 units will house extremely low-income households (<30% AMI); approximately 27 units will house low-income households (<60% AMI); and approximately 30 units will house moderate-income households (“Workforce Housing” <120% AMI). TCB is committed to using sustainable design and energy efficiency and has a goal to meet the “Passive House” standard for the 53-unit building. The large building also features a significant amount of open space including a playground, walk paths, and flat, green lawn space for the benefit of residents as well as homeowners on the site. The addition of these 65 mixed-income rental units at Village Hill will promote economic diversity within this planned community. TCB was the original developer at Village Hill completing 73 units of affordable rental housing in two tax credit projects completed as part of the first build-out of redevelopment of the Northampton State Hospital. Adding the proposed 65 units will allow for improved efficiencies in operations and increased on-site property management staff. It is anticipated that approximately 5 acres of undeveloped land adjacent to the Mill River will be preserved through a conservation restriction with the City.
