Tighe & Bond is providing the following supplemental information in response to email
correspondence from Ms. Sarah LaValley of the City of Northampton relative to National Grid’s
Request for Determination of Applicability (dated June 5, 2017) for a utility line relocation
project along Easthampton Road (Route 10) in Northampton, Massachusetts.
Tree Inventory
As outlined in the Request for Determination of Applicability, the proposed utility line
relocation project includes the removal of 18 trees adjacent to Route 10. Table 1 below
provides an overview of the trees scheduled for removal based on data collected during field
work conducted by Tighe & Bond on May 9, 2017.

Invasive Species Controls
The following construction-period Best Management Practices (BMPs) relative to invasive
species will be implemented for this project:
• Contractor will be required to utilize the existing paved roadway surface (Route 10) as
the construction equipment staging area for construction equipment. Require that all
machinery be inspected prior to entering the project area to ensure there is no dirt or
plant material clinging to the wheels, tracks, or undercarriage of the
vehicles/equipment. All visible debris, such as seeds, plant parts and soil, must be
removed before entering the site.
• To limit erosion and the introduction of invasive weeds, only certified weed-free straw
will be used in conjunction with erosion and sedimentation controls.
Additionally, the construction crew(s) are required to complete the National Grid Appendix 8
Certification Form for Invasive Species Control form prior to commencement of work. A copy
of this form is attached, for reference.

CERTIFICATION FORM FOR INVASIVE SPECIES CONTROL
Certain permit conditions, therefore a Condition of Contracts for the Prime Contractor, any
Subcontractors, and any equipment or mat vendors for National Grid Projects shall be required to
Certify their equipment1 {each piece of equipment used on site} as ‘clean’2.

between cleaning and delivery to the jobsite.

The signed original of this form {one for each piece of equipment (or lot3 of mats)} is to be given to
the NG Field Construction Coordinator assigned to the project.
1 Equipment may include, but is not limited to bulldozers, excavators, backhoes, bucket trucks (tracked or wheeled),
pulling equipment, concrete trucks, compressors, drilling equipment, and mats (composite, wood, or other
materials). 2 With regard to invasive species, the definition of clean means free of accumulated mud, debris, plant fragments,
and detritus that could harbor seeds, roots, or plant fragments of so-called invasive plant species. 3 Lot of mats is the number of mats that may be transported by one forwarder/truck at a time.
