DEP File #246 -480 September 30, 2001 Amendment Background In its response to the above referenced NOI, Massachusetts DEP expressed concerns regarding the possible narrowing of the steam bed under the Gabion wall proposal developed by Huntley & Associates. Due to extremely limited area on the east bank, between the house and stream, we are now looking at a much larger project involving the possibility of relocating the stream bed west to allow more area to rebuild the east bank. This will in all likelihood require some form of public funding assistance and a creative approach to use of resources. Therefore we are proposing consideration of a phased project at this time. Revised Approach If there is one thing everyone who has looked at the existing site conditions has agreed on, it is that the protruding section of the west stone abutment is the major factor in causing erosion and damage at high water flows on the east bank. This is due to the creation of a stream flow thrust at high water bouncing off the west abutment and directed to the east bank instead of downstream Therefore, in an effort to immediately mitigate the potential for additional damage from high water, while funding sources and design options are explored, we are proposing to modify the NOI as follows: Proposed Work A: Focus on hazard mitigation on the West bank immediately. Remove the top of the former western bridge abutment, where it protrudes into the water's natural flow, down to within F to 2' of the normal summer water level. (See attached drawing). This will eliminate the majority of stream constriction and all cross currents during higher water flow while not affecting the basic stream bed at this time. B; Work will involve excavation of earth and ruble fill behind the stone facing of the west abutment. This material will be relocated further west of the existing abutment to create a new protective sloped bank with its toe 12 to 20 feet from the existing west edge of the brook. (See attached Plan for proposed location and configuration). The stone abutment will then be disassembled and the stone relocated as slope -armor on the new stream embankment. At this time no in- stream work will be carried out. Removal of 2 or 3 trees on the north corner of the stone abutment may be necessary depending on root damage during excavation. Soil erosion/silt control barriers will be erected along the south border of the work area as well as across an existing drainage swail at the edge of the parking area Proposed Amendment to NOI, DEP File #246 -480 Page 2 of 2 September 30, 2001 C: A later phase, based on additional funding, will deal with possible stream relocation to the west to allow reconstruction of the east bank without constriction of flow. To facilitate this effort, Mark Bernstein has offered to donate frontage along both sides of Roberts Meadow Brook to the City of Northampton Land Conservation Fund. Negotiations in the form of an option to the City are now ongoing and funding programs are being investigated. Summary This amendment to the Notice of Intent proposes to immediately eliminate the underlying cause of stream -bank erosion behind the house at 18 Mulberry Street in Leeds. At that time, the Commission granted your request and agreed to continue discussions until March 15 In addition, the Commission expressed concern over the stability of the bank during the upcoming spring run -off which may be subject to further erosion, given the depth of snowpack this winter. Because of this concern, the Commission requested that staff contact Almer Huntley, Associates, your selected engineer for the project, to ask that they attend the March 15 meeting to provide their professional assessment of the bank's stability during this projected high -flow period. The Commission also requested their input on possible, interim measures to be implemented immediately to hold the bank during this high -water season. Alec McCleod of Huntley, conducted a site visit and relayed his preliminary assessment to me, stating that the bank was not secure and that larger rocks were beginning to erode. I reiterated that this information should be submitted to the Commission and that a proposal for an immediate, temporary remedy should be devised. He agreed that he could bring this to the Commission by the March 15 meeting. However on March 15, 2001, Brian Connor from Huntley indicated that you had specified that neither he, nor anyone else from Huntley should attend the Conservation Commission meeting to provide the above mentioned report and analysis. He also indicated that Huntley had submitted a draft report of their engineering assessment to you and that you had instructed them not to submit this report to the Conservation Commission. During the March 15 Conservation Commission meeting you again asked for more time to pursue financial options and additional structural options to stabilize the bank. You told the Commission that you had found contractors who could place concrete -like structures on the bank and that such a wall would further protect Susan Carbin's property. The Commission once again agreed to continue this hearing until April 5 in order for you to return with more definitive information on this new proposed stabilization measure. His letter indicated our desire to focus on identification of potential financial resources in the form of grants, low interest loans, etc. before moving forward with more detailed engineering_ This is due to the greatly enlarged scope of work we are discussing and the possibility that a particular funding source, such as Fish and Wildlife, is likely to require particular design features to meet its project criteria. It seems prudent at this time to focus on available funding prior to moving forward with additional engineering work. Susan Carbin and I are making as. many contacts with potential funding sources as possible at this time. One concept we are pursuing, which may be fundable, is the creation of a passive recreation area along the South side of the Roberts Meadow Brook from Water Street to the Mill River. This would involve some type ofconservation easement for public access for picnicking, fishing, etc. along with waterway improvements to address stream bank erosion and river course concerns. I have presented this idea to Cynthia Williams of the City Waterways Committee and she has been able to facilitate an introduction to funding sources for such a project. As a result, we have made preliminary contact with the National Resources Conservation Service, Mill River Watershed Project and the Connecticut River Watershed Council, among others. As we work through the above funding possibilities we will keep you informed and appreciate your cooperation in our effort to find a workable resolution to this complex erosion problem. During that meeting, we presented a plan for temporary stabilization of the embankment directly below Ms. Carbin's home. This plan was expensive and would require further design and construction to implement a long-term solution to the problem. As this approach seemed impractical, we also presented to the commission a conceptual plan for a permanent solution without having to build a temporary gabion wall. Also, Ms. Carbin has installed a steel and concrete structure which supports the undermined portion of her building. The permanent solution presented focussed on the removal of the existing southern abutment, thereby straightening the stream flow and reducing the turbulence against the northern embankment. Additionally, both embankments would receive more substantial armoring and the resultant would yield a wider channel than now exists. The estimated construction cost for the permanent solution is not significantly higher than the temporary gabion approach, however the engineering fees and time required are more substantial than the gabion design. Presently, the total project cost and scope is a burden on our clients. In light of this, our clients have requested that we not continue with our permanent design until they find some outside funding source to ameliorate the financial hardship, which they appear to face. Both Mr. Bernstein and Ms. Carbin are actively seeking federal, state, and/or local assistance to pay for the design and construction of this precarious project. As no construction could possibly occur for several months, a temporary delay does not have a direct impact on the project's goal. The work authorized hereunder shall be completed within three years from the date of this Order unless either of the following apply: a. the work is a maintenance dredging project as provided for in the Act; or b. the time for completion has been extended to a specified date more than three years, but less than five years, from the date of issuance. The applicant shall immediately control any erosion problems that occur at the site and shall also immediately notify the Conservation Commission, which reserves the right to require additional erosion and /or damage prevention controls it may deem necessary. Sedimentation barriers shall serve as the limit of work unless another limit of work line has been approved by this Order. SURVEYORS - ENGINEERS • LANDSCAPE ARCHITECTS No Project Narrative Riverbank Stabilization 18 Mulberry Street Leeds, MA Introduction This project has a long and complex history, beginning with construction of a dam across the Mill River just below the confluence with Roberts Meadow Brook as well as other development of the area, including construction of a house at 18 Mulberry Street, a factory located on the south side of the Brook, and an access road from the factory passing over the Brook to Mulberry Street. Tall stone walls were constructed along the Mill River to contain the mill pond created by the dam, as were bridge abutments on either side of the Brook. In 1955, a major flood breached the dam and lowered water levels approximately 6 feet, thereby exposing all previously flooded areas to active streamflow. This has ultimately proved catastrophic, since Roberts Meadow Brook has been moving laterally southward only to encounter the old bridge abutment on the south side of the stream. The Brook's thalweg is then deflected toward the north bank before entering the Mill River. During Tropical Storm Floyd, Roberts Meadow Brook, already swollen by several days of heavy rainfall, transmitted flows generated by over 7.5 inches of rain. This tremendous flow impacted the north bank and created a violent eddy, destroying the north bridge abutment and the streambank below the house at 18 Mulberry Street. An addition on the back side of the house is now perched above an unstable chasm having steep slopes that are now eroding and are highly vulnerable to another catastrophic flow. At the moment, relatively little current impacts the bank directly beneath the house, though this clearly changes during higher flows. Rather, the central portion of the current runs along the south bank of the stream until it encounters the southwest bridge abutment, from which it rebounds across '— the stream to directly impact the (former) northeast abutment. This is a direct consequence of natural stream movement, as the channel is tending to meander southward. This project proposes to build a gabion wall to both retain the material supporting the house and to armor the streambank against future high flows. The gabion repair is intended to be temporary while plans are made to engineer a solution to the long -term stability of the stream, its banks and the nearby structures. Site Description An old bridge abutment on the northeast side of the stream has collapsed following recent high flows associated with Tropical Storm Floyd, a storm of greater than a one hundred year statistical return interval. Several large rocks are now held in place above the stream by the stems and roots of a couple of small diameter elms and a small Bittersweet vine. It is very likely that more material will fall from beneath the house soon, likely very soon. When this happens, the addition will be severely undermined, perhaps as far back as the original foundation, given that the angle of repose from the stream's edge to the top of bank appears to reach the old foundation. Very little vegetation grows along the bank of the stream. The steep north bank is very sparsely vegetated near the house, though some shrubs and a couple of very large trees are located on the bank somewhat upstream. The top of the bank near the house is covered by lawn grasses, tall herbaceous weeds and a couple of non - native shrubs. The top of the bank is forested on both sides upstream of the project area with hardwoods (typically oaks) in the overstory and relatively sparse shrub and herbaceous cover beneath. The base of the slope upon which a gabion wall is proposed to be built is now littered with large stones, most from the northern abutment. These will have to be removed by a large machine, '— likely a track -hoe, prior to emplacement of the gabions. The track -hoe will gain access to the site from the factory lot to the south, where the streambanks are considerably more gentle. Description of Work 1) Existing Conditions and Background a) The residence at 18 Mulberry Street, Leeds, Massachusetts was constructed near the edge of the Robert's Meadow Brook likely during the late 1800s. At the time of construction, a stone abutment for an old railroad bridge stabilized the stream embankment. The abutment is the eastern of two, situated close to the brook's outfall into the Mill River. The stream width at the old abutments is between 14.5 and 21.5 feet. The top of the stone wall is approximately 15 feet above the water level and roughly 18 feet above the bottom of the stream. The house's first floor sits about 5 feet higher than the eastern abutment. Most of the house rests on a foundation, but the addition closest to the water is supported by columns at corners and midpoints. _ b) The western bridge abutment protrudes as much as 12 feet into the water's natural flow path. The Robert's Meadow Brook 75 feet upstream of this abutment averages 25 feet wide and is roughly linear in its channel. The protrusion directs the water's momentum toward the eastern bank where the Carbin residence sits. c) This situation was stable for several decades until last year, when a massive rain event _ caused the creek's elevation to rise. The substantial increase in flow was sufficient to undermine and /or breach a portion of the stone abutment. This ongoing circumstance precipitates the immediately necessary repairs to this stream bank. am 2) Proposed Work a) Stabilization of the decaying embankment is the immediate goal of this Notice of Intent submittal. A gabion wall would be fairly quick to install and relatively inexpensive compared to some construction material alternatives. The wire -mesh, stone - filled gabion blocks would rest on a heavy concrete footing that will be poured on firm bearing material. To augment the prevalent force of the stream upon the gabions, a concrete headwall will extend upwards from the base footing to roughly 4 feet above the normal water surface. This will be the base for the gabion blocks. b) The blocks will be constructed in courses. After certain courses, the gaps between the back of the gabion blocks and the face of the existing stone wall will be "grouted" with flowable fill. This high -slump cementious concrete mixture will flow into the gaps, creating a monolithic structure of the remaining boulders. Short sections of pipe will allow hydrostatic pressure to escape from behind the newly grouted stones. c) The concrete footing will be excavated by means of an excavator; likely situated in the brook. No blasting will be permitted. An estimated 26 cubic yards of material will be removed to install the footing and gabions. This volume will come predominantly from soil under the water surface. Some small volume of debris, loose boulders, and dead vegetation will be remcved from the failing embankment and be disposed of off site prior to placing the footing aid rockfall net.
