June 27, 2013 Minutes The Northampton Zoning Board of Appeals Zoning Board Minutes of Meeting June 27, 2013 City of Northampton Council Chambers, 212 Main St., Northampton, MA Members Present: Time  Chair, David Bloomberg  Vice Chair, Malcolm B. “Barry” Smith  Sara Northrup Bob Riddle, Assoc. Member  Elizabeth Silver, Associate Member Staff:  Senior Planner, Carolyn Misch Planning Director, Wayne Feiden 5:30 PM. Upon noting that there was no general public comment, Malcolm Smith opened the request for the special Permit for additional signs for Peoples Bank, 300 King St, Northampton. Gunnar McCormick for Agnoli Sign described the nature of the application noting that the signs are for the corner facades that face two different streets. Sara Northrup asked if the signs would be illuminated. McCormick stated that the logo signs and the ground sign would be. The Board discussed appropriate hours for illumination. There was no public comment. Upon motion by Bob Riddle and second by Elizabeth Silver, the board voted unanimously to close the hearing. Upon motion by Elizabeth Silver and second by Bob Riddle the board voted unanimously to issue the permit with condition that lights be on only between one hour before opening to one hour after close. 5:40 P.M. Malcolm Smith opened the request by New Harmony Properties for additional wall signs at Village Hill Rd, Northampton. Jonathan Wright for New Harmony Properties described the application and rationale for the three additional signs over each of the various entrances. He stated there would be gooseneck lighting over the signs. The Board discussed hours for lighting. There was no public comment. Upon motion by Sara Northrup and second by Bob Riddle, the board voted unanimously to close the hearing. Upon motion by Sara Northrup and second by RB, the board voted unanimously to approve the sign with condition that the sign lighting be turned on no earlier than 6 a.m. and turned off no later than one hour after the close of the café. 5:50 Adjourn Smith asked if the operation would be 24/7? Moore stated she would be there 24/7 but pick up and drop off would be during normal business hours. Elizabeth Silver asked if 7 AM to 9 PM would be acceptable for time limitations for drop off? and she confirmed that up to 5 dogs were being requested. David Bloomberg asked why this was not considered a kennel? Staff clarified that because there were no employees and this was accessory to a residence it fit better under home business. Elizabeth Silver noted that kennels typically also have sales of other items. Sara Northrup asked about the wet area of the parcel. David Bloomberg asked about signage? Moore stated she hadn’t decided but it would be within the context of what the zoning allowed. Sara Northrup noted that signatures were from all the surrounding abutters. Upon motion by Malcolm Smith and second by Elizabeth Silver, the Board voted unanimously to close the hearing. Upon motion by Sara Northrup and second by BS, the Board voted unanimously to approve the permit with the condition that drop off and pickups be between 7 AM and 9 PM. The Board discussed minutes of 5-9. Upon motion by BS and second by Elizabeth Silver, the boared voted unanimously to approve the minutes.
