Dear Dr. Parsons:
I have reviewed your proposal concerning the restoration of a farm
pond on your property, and after our on -site meeting, I feel that you
have a feasible solution for improving the condition of the existing pond.
The erosion control riprap, pond drain, high water spillways and the fish
screen are definite improvements.
The proposed reinforced concrete structure was not evaluated_
However, using 5000# concrete and 1/2 inch rebars placed 16" on center
both ways, as well as having a 3 ft, footing below frost line, seems
adequate. By doing some rough calculations, the drainage area is about
200 acres. Using SCS criteria, the design storm for this impoundment
would be a 25 year - 24 hour storm. Making allowances for storage above
Audubon Road, as well as the swampy area in the central portion of the
watershed, the peak discharge should be in the vicinity of 100 cubic feet
per second. The openings for normal water level and high water spillways
shown in your drawings, should be ample.

trash, refuse, rubbish or dehrls,, including, without limiting the generality of the
foregoing, lumber, bricks, plaster, wire, lath, paper, cardboard, pipe, tires, ashes,
refrigerators, motor vehicles or parts of any of the foregoing,
6. No work may be commenced until all appeal periods have elapsed from the order of the
Conservation Commission or from a final order by the Department of Environmental
Quality Engineering.
7. No work shall be undertaken until the final order, with respect to the proposed
project has been recorded In the Registry of Deeds for the district in which the
Iand is located within the chain of title of the affected property. The Document
number indicating such recording shall be submitted on the form at the end of this
order to the fewer of this order prior to commencement of work.
Further, if the Order of Conditions 1s not recorded within 7 days
after the end of the ten day appeal period, the Conservation
Commission will impose a twenty- five dollar ($ 25.00 ) service
charge for recording by an agent of the Commission—

9. Where the Department of Environmental Quality Engineering Is requested to make a

be a party to all agency proceedings and hearings before the Department.
10. Upon completion of the work described herein, the applicant shall forthwith request,
In writing, that a Certificate of Compliance be Issued stating that the work has
been satisfactorily completed.
11. The work shall conform to the following described plans and. additional conditions:
Proposed Dam - frontand side elevations, submitted with the Environmental Data Form.
12. All construction areas shall be restored to original conditions or better upon completion
of the project, including vegetation.
13. No areas within the 100 year floodplain nor within 100 feet of a wetland area, as define,
in Chapter 131, Section 40, M.G.L. shall be permissible disposal sites, unless otherwise
approved by the Conservation Commission.
14. Excavated material and topsoil shall be located and stabilized so as to minimize washing
into wetland areas or waterways.
15. Upon completion of the dam reconstruction and pond dredging, all distrubed areas,
including the dredged area and sides of the pond itself, must be adequately stabilized
temporarily with jute mesh or netting, or other method of equal effectiveness until
such disturbed areas are permanently stabilized with a final vegetative cover for
sediment and erosion control.
16. Siltation basins must be constructed below the dam in order to collect any silt,
sediments or erosion generated by the dam reconstruction and pond dredging.
17. The ends of the dam must be extended into the slope of the ground, or the point
where the dam meets the slope must be rip - rapped in order to prevent the earth
from eroding around the ends of the dam, as bappended with the existing dam.
18. There shall be no chemical treatment of the pond,nor the lawn area within 100 feet
of the pond including fertilizers.

The Northampton Conservation Commission has reviewed your request for a
Certificate Of Compliance for the above referenced project.
A site inspectio found that the dam had been properly constructed, and
was a great iinprovement over the original one. Though the water level of the
pond is now stightly higher, as evidenced by the birch trees now standing in water
on the westerly bank, this does not seem to present any significant problems.
The Commission has voted, however, not to issue a Certificate of Complianc
at this time as the vegetative cover was planted late in the season and did not appeae
to have become fully established, especially in that area just east of the dam. The
Commission will inspect the site in the late spring to see if the groundcover has
taken. Pleas, be aware that if the spring flooding tops this portion of the bank
the groundcover may be washed away and will have to be re established, so you may
want to control the height of the water artificially through the use of your poyd
drain during this period.
Since the Commission is not willing, at this time, to issue a Certificate
of Compliance and since your Order of Conditions expired on October 12, 1983, I would
respectfully suggest that you might want to request an extension [o your existing
permit ( a srmple letter will do) just to keep your permit alive.

This project is to be undertaken to restore a sadly neglected farm pond.
The poorly designed and constructed dam is beyond repair and needs to be
replaced by one wider to prevent bank erosion, deeper to below frost
line, and with better designed sluices for control of water level. The
north half of the pond is "silted in" and needs dredging. Removed silt
will be used as top soil for planting and reseeding cleared areas.
Overgrown vegetation around the pond needs pruning or removal.

APPENDIX C
This project, designed to resurrect a farm pond, involves low-
ering the water table while removing the existing dam which is
poorly constructed, above the frost line, without footings, with
erosion of its flanks, and with a significant leak beneath it.
The pond, especially in its northern nalf will be dredged, the
removed silt being used as topsoil for planting and reseeding.
Overgrown vegetation around the pond will be pruned or removed.
The existing dam will be replaced by one eight feet deep, 32
feet long with a buttressed thickness of two feet -- poured con-
crete. It will be constructed to below the frost line, will
have emergency spillway capacity for flood stage control, and
will have a mechanism for draining the pond. The pond side will
be reinforced with impervious compacted fill with riprap on top.
The downstream side will be reinforced with gravel.

Dear Mr. Smith:
In November 1982, the Northampton Conservation Commission requested assistance
from the Hampshire Conservation District in formulation of sediment control methods
to be used during reconstruction of a farm pond on Audubon Road. On November 4,
1982, I made a visit to the site with Chester Konieczny, soil conservation technician ,
and Joanne Haracz, soil conservationist. A prior site visit was made in September
by Raymond Curran, Jr., a Soil Conservation Service civil engineer, to evaluate plans
for reconstruction of the embankment pond (see attached letter).
The contractor was present to discuss planned sediment control measures during and
after construction. The following recommendations were made by SCS personnel:
1. Maintain side slopes of at least 2:1 (50 %) on the pond banks to
avoid slumping.
2. During excavation, block the principal spillway or the brook downstream
of the dam, with anchored hay bales or other suitable material to prevent
suspended sediment from being carried downstream. Clean out behind the
sediment traps prior to their removal.
3. Pump inflowing water around the pond into a wooded wetland immediately to
the southeast. The wetland will serve to filter sediment from the pump -
water before it returns to Clark Brook below the embankment. A dike of
hay bales set at least 4 inches in the ground and staked would augment
the sediment retention capability of the wetland. Accumulated sediment
behind the bales can be later removed and spread in upland areas.
4. Due to the location of the pond directly on Clark Brook, there will be
future problems with deposition of debris and sediment behind the embank-
ment. The landowner should be aware of this situation and plan accordingly
for regular maintenance of the pond.
