Six months ago, with the assistance of the Office of Planning and Development, we decided to reopen our design process and make sure that all the users and potential users of Arcanum Field were involved. To support our design process, we have worked with the Recreation Department, Recreation Commission, Office of Planning and Development, City Council, the Mayor's Office, the neighborhood surrounding Arcanum-Fie ' ld and numerous recreation user groups. With their informal input, and a new consultant, we have generated totally new plans for the project. Our formal legal public hearing will be held nekt week, but we .believe that we have already built a strong consensus for the enclosed design. If the grant application is approved, we will form a neighborhood building committee to help with the details of the playground design. Project Components: The proposed project includes the following components: 1. Improved Parking: In our outreach, we identified the current parking configuration as a serious deficiency. The proposed parking improvements will make pedestrian and vehicle circulation much safer and will end serious damage to fields that occurs from the current parking patterns. 2. Walkways:... Accessibility for people, especially those with mobility disabilities is currently very poor. The walkways will provide access to all areas of the recreation area and enjoyable outdoor experiences. 3. Play Area: Although Arcanum Field is very heavily used for organized sports and for active recreation, we identified declining use by the immediate neighborhood of Arcanum Field. Existing playground equipment is in very poor shape and no longer serves the needs of the neighborhood. The proposed play area will provide safe and accessible equipment for all populations. The play area is critical to serve neighborhood needs, and the neighborhood will be involved in the detailed planning for the play area. 4. site Landscaping: Currently site landscaping is very limited. The proposed project will improve landscaping, provide needed shade, and absorb some car noises. 5. Accessible Restrooms: Currently the restrooms are totally inaccessible for people with any type of disability, and almost unusable for any other population. The improvements would create modern accessible restrooms. Rating system comments: 1. The primary purpose of this project is to provide accessibility for people with disabilities. This project meets all of the recommendation of our.Open Space and Recreation Plan, our 504 Handicap Self-Evaluation and our A.D.A. Transition Plan. 2. The Department--bf Public Works Recreation Division, which is responsible for maintaining all recreation areas, and some recreation user groups maintain the site. Funding is from the city budget, but user groups help fill the gaps when city funding is limited. 3. The project is approximately one-half mile from John F. Kennedy Middle School and one-half mile from Fitzgerald Lake Conservation Area. There is an easy pedestrian path from Arcanum Field to JFK Middle School using the municipal Spring Grove Cemetery. 4. The project is a regional park, with 35,000 people within 25 miles of the site. Parking and comfort stations will be adequate to handle most of the demand without creating an unnecessary loss of green space. 5. The Chamber of Commerce's tourist information booth stocks maps showing all conservation and recreation areas.within Northampton. 6. Although not formally an acquisition project, this site will _be formally deeded over to the Recreation Commission. The city acquired the property for recreation purposes, but deeding it to the Recreation Commission will give the Commission more control. 7. This project is specifically listed in our Open Space and Recreation Plan. 8. Northampton houses three major state institutions: --Northampton State Hospital-- The hospital closed in 1993, but still creates a major impact on the community. The community has not yet absorbed the loss of jobs from the closing of the hospital. --Hampshire County Jail and House of Correction: Although run by the county, this is a state owned facility. --Regional Solid Waste Facility (regional landfill). Project Funding: The budget for this project assumes that the Massachusetts Urban- Self-Help Program will fund 66% of the project. Phase I of the project (including demolition, site preparation, walkways, parking, fencing, amenities, play area and basketball, and plantings) will be completed with this funding. Phase II components of the project (basketball court color sealing and a second stonedust walkway loop) will be completed only if bids come in lower than expected. City funding is coming from a combination of Community Development Block Grant CDBG) funding, City appropriation and long-term bonding. City Council already authorized bonding last year and CDBG funding this year (see attached resolutions), although they will need to amend one of the Council Resolutions to reflect the final cost of the project. Atte City Clerk r:- i' -86- CONSOLIDATED PLAN for use of Community Development Block Grant Program City of Northampton Goals: The primary national goal of the U.S. Department of Housing and Urban Development is the provision of viable communities, with decent housing, a_.suitable living environment and expanding economic opportunities for persons with low and moderate incomes. The City of Northampton has.prepared a Consolidated Plan which identifies city-wide needs for housing, homelessness prevention and community development and establishes priorities to be addressed in an Action Plan. Those priorities include: support for Section 8 certificates; Lead Paint Abatement; Housing Rehab; 1st Time Homebuyer Assistance; Creation of 3 Bedroom Units; Provision of Shelter for At-Risk Populations; Housing Support Services; Street and Sidewalk Improvements; Handicap Accessibility; Public Services (Youth Programs, Language Skills, Basic Needs). In order to address these needs, the Plan calls for co-ordination of activities of the Northampton Housing Authority and numerous other non-profit organizations. Allocations. The Recreation Commission shall provide conduct and super vise.public playgrounds, playfields, indoor recreation ®nters and other recreation areas and facilities owned or controlled by the City of Northampton. It shall.have the...power..to conduct- any. form of recreational activity that will. employ the leisure time of the people in a constructive and wholesome manner. It may conduct such activities,; on properties under its own control, on public properties with the consent of the authorities thereof.,, and.. on.. private. properties with the consent of the owners. One of its'first duties shall be-to establish a long-range city-wide program of recreation drawn up by professional advice. SECTION 4._ The Recreation Commission shall have the power to appoint or designate someone to act as Superintendent, who is trained and. properly qualified for the work, and such other personnal as the Commission deems proper. The Superintendent and personnel dall re- ceive such compensation for their. services as the Recreation Commis- sion may determine from time to time. SECTION . The Recreation Commission shall annually submit a budget to the City Council for its approval. The Commission may receive any gifts or bequests of money or other personal property or any donation to be applied, principal or income, for either temporary or permanent use for playgrounds or other recreational purposes. SECTION 6. The Recreation Commission shall,make an annual repcr t to the City Council.and such other reports as from time to time may be requested. SECTION.7. All Ordinances,. resolutions, or parts thereof, in con- flict with the provisions of_this..Ordinance -are.hereby.repealed.
