November 10, 2011 Minutes The Northampton Zoning Board of Appeals Minutes of Meeting Nov 10, 2011 City of Northampton Hearing Room 18, 210 Main St., Northampton, MA Members Present: Time Chair, David Bloomberg  Vice Chair, Malcolm B. “Barry” Smith Sara Northrup  Bob Riddle, Assoc. Member  Elizabeth Silver, Associate Member Staff:  Senior Planner, Carolyn Misch Planning Director, Wayne Feiden Bob Riddle opened the hearing on a commercial finding for change of use at 190 5:30 P.M. Nonotuck St, Florence, Map ID 23A-291. Cheryl Fappiano presented her application for the adult day health facility. She noted it would operate from 7:30 to 5:30 M-F to provide PT, bathing, social activities and other medical services as needed. Bob Riddle asked if there would be a pharmacy on site/ Fappiano said no. Barbara Fungaroli, 25 Landy Ave, raised concern about site drainage but was overall supportive of the use. Maureen Scanlon, 197 Nonotuck stated support for the use, but raised concern about traffic and site lighting. Fappiano noted that clients would be coming in the morning and leaving in the afternoon and there would be some PVTA transport of clients. Malcolm Smith asked how many clients at any given time? Fappiano noted that there would be 20 maximum. Board discussed traffic and site lighting noting that since there were no site changes or building changes and a reduction in overall trips from the previous use, that there were no permit conditions required. Site lighting spillover would be an enforcement issue through the building department. Upon motion by Barry Smith and second by Elizabeth Silver, the board voted unanimously to approve the permit. Board approved 10-13 minutes. 5:45 Board voted unanimously to adjourn.
