Dear Commission Members:
On behalf of the Massachusetts Highway Department (MassHighway), Adesta is
pleased to submit the enclosed Request for Determination of Applicability for the
installation of an Intelligent Transportation System and related work on Interstate
91 in the City of Northampton.
MassHighway initially filed a Request for Determination of Applicability regarding
0 this project in December 2006. A Negative Determination of Applicability was issued
pursuant to that correspondence on March 8, 2007. We have enclosed that DOA
and its conditions for your reference.
The project's scope of work and construction methodology have been greater
defined since that time, and the location of some of the system's infrastructure has
changed. Specifically, we propose we propose installing one camera and one
variable message sign in the southbound shoulder and approximately 27,000' of
new conduit in the median rather than in the originally proposed northbound
shoulder location. Construction methods include open excavation, directional boring
and plowing. A description of each has been enclosed for your reference.
Adesta has retained the services of a wetlands scientist in accordance with
conditions set forth in the original DOA. She is currently delineating the wetland
resources along the proposed route. Her credentials are enclosed for your review.

MassHighway is initiating a pilot program in order to establish wildflower beds along
state highways. The median of Interstate 91 has been identified as the initial test highway
for the program.
Our highways provide access to the splendors of nature as well as offer opportunities for
natural beauty within their right -of -way. Wildflowers and other native plants provide
visual character that enhances the natural scenic beauty of out nation's landscape.
Wildflowers are being grown and protected on highway roadsides under other program
initiatives instituted by States.
Twelve locations of beds have been proposed in six municipalities between Holyoke and
Bernardston. In order to gain the most knowledge and insight from this pilot program,
each of these locations will vary by time of planting and seed variety. All herbicide use
will be restricted to those chemicals approved under MassHighway's Yearly Operational
Plan/Vegetation Management Plan, and in accordance with the Right -of -Way
Management Regulations (333 CMR 11.00).
Establishing wildflower beds is consistent with numerous state and federal initiatives,
including MassHighway's Landscape Restoration Policy and the FHWA Roadside Use of
Native Plants Program. In addition to the visual beauty wildflowers will offer to roadway
travelers, this pilot program will aid in determining whether cost savings are realized due
to reduced mowing.

Construction Environmental Coordinator. Additional copies are to be provided by the
Contractor if requested by the Department.
Work associated with performance of inspections of all erosion controls and site conditions is
considered incidental to this Item. The Standard Specifications require adequate erosion
control for the duration of the Contract. Inspection of these controls is considered incidental to
the applicable items. Additional erosion controls beyond those specified in bid items elsewhere
in this contract which are selected by the Contractor to facilitate and /or address the Contractor's
schedule, methods, and prosecution of the work shall be considered incidental to this item.
The CGP requires the submission of a Notice of Termination (NOT) from all Permittees
(Operators, Owners, etc.) when final stabilization has been achieved. Approval of final
stabilization by the Engineer and confirmation of submission of all NOTs by the Contractor will
be required prior to submission of the Resident Engineer's Final Estimate.
Basis of Payment
Payment for all work detailed above including, but not limited to, SWPPP preparation, required
SWPPP amendments (including revisions /addenda pre, during and post- construction), NOI
and NOT submissions, certifications, DEP filing fee (if required), inspections, preparation of
weekly, monthly, and other required reports, distribution of copies, and all other requirements
as described in this special provision are included in the Lump Sum price for this Item. Upon
final acceptance of the SWPPP by the Department, a payment equal to 50% of the Contract
Lump Sum price shall be paid. The remaining 50% of the Lump Sum shall be paid in 10%
increments distributed equally throughout the remaining period of the Contract, not including
extensions of time.
ITEM 765.7 SEEDING - WILDFLOWER MIX ' SQUARE YARD
The work under this item shall conform to the applicable requirements of Section 765, Seeding, in
the Standard Specifications except as amended and supplemented below.
Site preparation of areas shall be per Item 768.11, Herbicide Application - Site Preparation or Item
768. Non - Herbicidal Site Preparation. Seeding shall not begin until Site Preparation has been
completed and approved by the Engineer. Maintenance for Establishment shall be per Item
768.520 Herbicidal Maintenance or Item 768.522 Non - Herbicide Maintenance.
All seeding and related work shall be done by a Contractor having a minimum of five years
experience with seeding, including native seeding. Prior to beginning work, the Contractor shall
furnish proof of qualifications to the Engineer for approval.
Seeding for herbicide treated areas shall be with a no -till drill seeder as specified herein. Seeding
for bare -soil areas may be by drill seeding or hydro seeding in areas with steep slopes.
Seeding Seasons
All seeding shall be completed within one season. Spring -Early Summer seeding is recommended
for annual mixes. Seasons shall be as follows:

Spring - Early Summer: Seeding shall occur between April 15 and July 15 There shall be no
seeding after June 1 St without irrigation.
Fall: Non - dormant fall seeding shall occur between September 15 and October 15 Dormant
seeding shall be after a killing frost and prior to the ground freezing.
Materials
Samples and Submittals
Seed bags shall not be opened prior to submittal. Opened bags shall be rejected.
A. Seed
1. Seed purchased shall have been grown only in the continental United States. Seed
originating /grown outside of the continental United States shall be rejected. No seed
species or cultivar may be substituted without approval from Engineer.
2. Six weeks prior to start of seeding, the Contractor shall submit to the Engineer
Origin Certification Letter and a manufacturer's Certificate of Compliance for each
seed shipment. The Certification of Compliance shall include the guaranteed
percentages of Pure Live Seed (PLS), based on purity and germination rates, as
well as the net weight, harvest, and shipment dates.
B. Packaging and Labeling
1. All bags shall be heavy -duty poly -mesh, cotton blend or vacuum .packed bags. No
plastic zip lock type bags will be accepted.
2. All seed tags must be sown on poly -mesh and cotton blend bags.
3. Each bag must be properly labeled including name and address of grower, botanical
name and common name, lot number, purity, germination, total PLS pounds per
bag, inert ingredients, weed seed, test date, seed origin, and noxious weed
certification.
4. Unopened bags shall be approved by the Engineer prior to seeding.
C. Seed Quantities
1. All quantities shall be considered as PLS on all species.
2. Rates and applications shall be as specified unless otherwise directed by the
Engineer.
3. All substitutions must be approved by the Engineer.
D. Fertilizer:
1. Fertilizer shall be either a granular mix, which has been ammoniated from cured
stock or a blended mix and shall be as required based on soil analysis. Use a
fertilizer that falls within the following limits: Nitrogen (3 -5 %), Phosphorus (10-
15%), and Potassium (10 -15 %). Fertilizer in composted beds shall only be
necessary if soil is significantly deficient.

E. Mulch
1. Mulch shall be straw mulch consisting of stalks, or stems of grain after threshing.
Straw shall be free of undesirable weed seed.
2. No bark mulch shall be used.
F. Stakes
1. Stakes shall be wooden stakes, 3-4 feet high and as approved by the District.
Seed Mixes
The following seed mixes shall be used in the areas listed. Contractor shall meet with Engineer
prior to construction and prior to ordering seeds to review selected sites and determine which
mixes are to be seeded in each location based on the Flower Bed Location Sketches. Seed
mixes are intended for sunny locations with well to moderately drained soils. All substitutions
shall be as recommended by the seed supplier and approved by the Engineer. Absolutely no
annual rye, perennial rye, or other rye seed shall be used.
Annual Wildflower Meadow Mixes -Annual Mixes shall be applied at a rate of 20'ibs /acre.
2. Provide an original Guaranteed Analysis Statement as issued by the
manufacturer.
3. Fertilizer shall be uniform in composition, free of clumps.
4. Store and use fertilizer directly from its original labeled provided package as by
the manufacturer. All fertilizer and labels shall be in compliance with all
applicable State and Federal regulations, and this contract.

Construction Method
Soil Preparation
Seeding shall occur only when the bed is in a friable condition, not muddy or hard. Sites shall be
prepared as specified under Item 768.11, Herbicide Application - Site Preparation or Item 768.
Non- Herbicidal Site Preparation.
Seedin
Seeding shall occur within two (2) days after lime application or within two days after mowing if
a lime application is not required. Seeding shall not begin until mowing, raking, rotary tilling,
and lime application, have been accepted by the Engineer. Contractor shall obtain Engineer's
written approval of bed preparation prior to seeding. Seeding shall not be done in rainy or windy
conditions or when soil is wet.
The Contractor shall plant seeds using a commercial grade no -till wildflower seeder.
Broadcasting followed by rolling or tracking shall be used for seeding in small areas.
Hydroseeding followed by tracking may be used on slopes that are too steep for a drill seeder.
Seeding Methods
A. Drill Seeding: A specialized seed box is required for handling small or fluffy seed contained
in the wildflower and native grasses mixes. Grasses shall not be planted more than % to V2—
inch deep. Where practical, seed shall be applied in two directions perpendicular to each other.
Apply one -half the seeding rate in each direction.
Fine seed should be broadcast following drill seeding.
B. Broadcast Seeding: Small seeds such as those of asters, Rudbeckia hirta and Rudbeckia
triloba may be broadcast seeded. Seed may be broadcast by using a cyclone or whirlwind
seeder, or by hand. Bulking material or filler (e.g., sawdust, rice, kitty litter, or clean washed
sand) may be used to achieve an even distribution. Seed shall be applied in two directions, each
perpendicular to one another. One -half the seeding rate shall be applied in each direction. Seed
shall be incorporated 1/16 -1/8 inch deep by raking or dragging, cultipacking, or tracking with
heavy machinery. Raked areas shall be rolled with a weighted roller to provide good seed to soil
contact. Do not roll or track the seed if the soil is wet. Broadcast seeding and packing may be
accomplished in one step by using a broadcast seeder with packer wheels.
C. Hydro- seeding: For slopes too steep for drilling, hydroseed and track up and down slope
with a bulldozer or other tracking equipment. Use 50 -100% more seed and apply mulch after
hydroseeding as specified below.
Fertilizing
Fertilizers shall be applied at time of seeding and shall be based upon soil test results.
Mulch
An application of straw mulch shall be applied upon completion or within 24 hours of seed
inst al l ation on bare or tilled soils. The straw must be free of weed seeds and installed evenly

over site by machine or hand. The cover should be of uniform thickness at a recommended rate
of 2000 pounds per acre. Straw mulch must cover the site without large mats or large bare
spots. The straw mulch shall then be lightly rolled with a 200 or 300 pound roller to provide
stability and minimize loss through blowing.
Hydromulching shall be at a rate of 1,500 Ibs /acre of cellulose fiber mulch with an approved
adhesive mulch stabilizer at a rate in accordance with manufacturer's directions. Hydro
mulching shall be done in a second, separate step from hydroseeding.
Watering
Within 24 hours of seeding and mulching, the wildflower sites shall be watered at rate. of 2,700
gallons per acre or one -tenth of one inch over an acre (63 gallons per 1000 square feet). The
spray must be a fine mist and controlled so as not to produce runoff or dislocate the seed.
Following approval of seeding work, area shall be watered for 4 -6 weeks as required per the
specifications of Item 768.520, Herbicidal Maintenance or 768.522 Maintenance without
Herbicides. Dormant seeding will not require watering.
Staking
All seeded areas shall be staked to define limits of wildflower beds. Staking shall be adequate
for mowing visibility with stakes placed at a minimum at all corners and every 500 feet along the
boundary edges to define the perimeters. Engineer shall approve type of staking and staking
after construction.
Maintenance Period
Maintenance Period shall begin immediately after area is seeded and shall be per Item 768.520,
Herbicidal Maintenance or Item 768.522 Maintenance without Herbicide.
Inspection and Acceptance of Work
The Engineer shall approve and accept seeding, fertilizing, watering, and mulching upon
satisfactory completion of all wildflower beds or upon completion of all required re- seeding.
Basis of Payment
Measurement shall be by the Square Yard and shall be upon acceptance of entire wildflower plot
area, including staking. Payment shall be the contract bid price per square yard and shall include
all seeding, fertilizing, watering, staking, hydro - mulch, straw mulch, and all labor, materials and
equipment required or incidental for the satisfactory completion of the work.
ITEM 765.8 GRASS DRILL EACH
Work under this Item shall consist of purchasing and furnishing a pull type grass drill,
associated equipment, material, and accessories in accordance with these specifications to
provide a satisfactory product complete in place. The pull type grass drill will be utilized by the
Contractor to plant wildflower seeds under Item 765.7, and shall become the property of
MassHighway upon completion of the project. The primary use will be wildflower and grass
seeding in various locations so, ease of transport is imperative.
