Sept 23, 2010 Minutes The Northampton Zoning Board of Appeals Minutes of Meeting September 23, 2010 City of Northampton City Council Chambers, 220 Main St., Northampton, MA Members Present: Time Chair, David Bloomberg  Vice Chair, Malcolm B. “Barry” Smith  Sara Northrup  Bob Riddle, Assoc. Member Elizabeth Silver, Associate Member Staff:  Senior Planner, Carolyn Misch Planning Director, Wayne Feiden 5:35 P.M. Barry Smith opened the College Church for a Finding to replace a ground sign at 48 Pomeroy Terr., Northampton, Map ID 32A-227 Chris Slack, Pastor of the College Church presented the application. He noted the miscommunication between the brick layer and the sign company. Maria Tymoczko, abutter wanted to know about the change/increase in the size. She stated the new sign should meet the setbacks. Upon motion by Sara Northrup and second by Bob Riddle, the Board voted unanimously to close the hearing. Barry Smith noted his inclination to approve the sign because it is not as big as allowed by right and it cannot be moved further back. Upon motion by Bob Riddle and second by Sara Northrup, the Board voted unanimously to approve the sign. 5:30 P.M. Barry Smith opened theContinuation of Teece at 52 Maple. Upon motion by Bob Riddle and second by Sara Northrup the Board voted unanimously to continue to October 14 at 5:30 based on request by applicant/abutter. 5:45 P.M . Barry Smith opened the request by Barlo Signs for a Special Permit to install a second awning (wall) sign at 42 Pleasant St, Northampton, Map ID 32C-041. Jennifer McCullought of Newbury Comimcs noted the need for additional sign over second store front. Sara Northrup asked about neon signs in the window and asked for clarification for window signage. There was no public comment. Upon motion by Bob Riddle and second by Sara Northrup the Board voted unanimously to close the hearing. Upon motion by Sara Northrup and second by Bob Riddle, the Board voted unanimously to approve special permit. 5:50 P.M. Bob Riddle opened the request by Colvest for Finding for site changes at 327 King St, Northampton, Map ID 24B-38, 39. Mark Tanner, representing the applicant, introduced the team: Peter LaPointe, Frank Colocinno, Mark Darnold, Jim Heffernan, Peter McConnell. Peter LaPointe presented the site changes. Sara Northrup asked about the differences between the graveled area and grass. There was no public comment. Upon motion by Sara Northrup and second by Bob Riddle, the Board voted unanimously to close the hearing. Upon motion by Bob Riddle and second by Sara Northrup, the Board voted unanimously to approve the Finding with an allowance for minor site changes so long as there is no further reduction in open space percentages. Staff presented proposed zoning language change for home occupation. Upon motion by Bob Riddle and second by Sara Northrup, the Board voted unanimously to sponsor the change. 6:20 Adjourn
