WARNER, CHAIRMAN At its regular meeting, July 11,.1977, the membership of the Northampton Redevelopment Authority, by a unanimous vote, opposed the discontinuance of that portion of Bates Street which would include the Bates Street Bridge over the Boston and Maine Railroad. The Authority would not.object to a strict limitation of truck traffic across the Bates Street Bridge but we believe it should remain open to serve the vital need for an additional exit to the Industrial Park in the event of any emergency. November 1, 1971 TO THE MAYOR AND CITY COUNCIL OF THE CITY OF NORTHAMPTOR; The Board of Public Works, to whom was referred the Petition of His Honor the Mayor and of five members of the Northampton Redevelopment Authority _on April 1, 1971!1 that Bates Street, an existing street located in Northampton, be discontinued in the following particulars: starting at a point from the Southerly property line of land of the Northampton Redevelopment Authority, thence Northerly through other land of said Northampton Redevel- opment Authority to the Southerly line of Interstate Route 91 and then in a general Westerly direction along said Interstate Route 91 to Damon Road a distance of approxi- mately three thousand fifty (3050) feet, more or less all as to be shown on a plan to be prepared pursuant to Section 52 of the Revised Ordinances of the City of North- ampton reports thereon as follows: The Board viewed the premises and gave a hearing to the parties inter- ested on Monday, July 26, 1971, after giving notice of the time and place appointed therefore which was served as required by the statutes of the Common- wealth and the Ordinances of the City of Northampton applicable thereto. All persons appearing at the hearing were in favor of the discontinuance, and there were no persons present nor written appearances filed in opposition to the dis- continuance. The Board has carefully considered the above matter and, inasmuch as the Redevelopment Authority has provided for construction of a new street to replace the proposed discontinued portion of Bates Street, said new street being necessary to the development by the Redevelopment Authority of an Industrial P ark, and whereas the proposed discontinued portion of Bates Street will then be use- less and unnecessary, the Board therefore is of-the opinion that common conven- ience and necessity require that the hereinafter described portion of Bates Street should be discontinued. m-mT- The Board therefore recommends that a portion of Bates Street be dis- continued as a public highway for the public use in accordance with the accomp- anying Description of Location prepared by the City Engineer and dated November 1, 1971, and as shown on a plan entitled "Northampton Redevelopment, Authority, Bates Street Discontinuance, Northampton, Mass.", scale 1"=100' dated March 17, 1971, by Almer Huntley, Jr. & Associates, Inc., said plan being now on file in the office of the City Engineer and also to be recorded at the Hampshire County Registry of Deeds.
