State Hospital Properties: To be put on the agenda for the February meeting. 3. Clement Street Bridge: Diane Welter presented the case for preservation of the bridge. One of few existent iron bridges in Massachusetts, it is eligible for inclusion in the National Regist4r, and in that event eligible for Federal Funds under the National Preservation Act, Section 106. The Commission voted to send a letter in support of preservation of the bridge to the Massachusetts Historical Commission and to the Board of Public Works. The Commission will explore alternatives to demolitions, and ways to keep the bridge at its present location. 4. Main Street District: The Planning Committee is recommending to the City Council that a Historic District Study Committee be appointed to identify historic properties and districts in the City. 5. Awards: Cecil Clark proposed further awards for: landscape, planting, streetscape, and public open space. CITY HALL Minutes - Northampton Historical Commission l Meeting - January 9, 1990 Page #3 6. Route 66: Widening proposed for Route 66 at the foot of West Street will encroach upon the old McCallum hosiery building. The Commission will consider protection of this and the Hospital Hill Chapel area. 7. Archaeological Inventory: More volunteers are needed for preparation of our f iles on local areas. 8. National Trust Membership: The Commission voted to subscribe for membership in the National Trust for Historic Preservation. O rdered ' tAat A Historic District Study Committee be established to act in accordance with the provisions of this Order. 1. Study Committee:. establishment, membership. There is hereby established a Historic District Study Committee for the City of Northampton which shall consist of five members appointed by the Mayor and subject to the confirmation of City Council, including one member from two nominees submitted by the local Historical Society, one member from two nominees submitted by the Chapter of the American Institute of Architects covering this area, and one member from two nominees of the Board of Realtors. If within thirty days after the submission of a written request for nominees to any of the organizations herein named no such nominations have been made the appointing body may proceed to appoint the Study Committee without nominations by such organizations. 2. Purpose The purpose of the Historic District Study Committee shall be to determine those areas of the City appropriate for Historic Dis- trict status under the provisions of Chapter 40C, Massachusetts General Law. 3. Powers The Study Committee will make an investigation and report on the significance of buildings, structures, or sites to be included in proposed Historic Districts and shall transmit copies of this report to the Planning Board and Massachusetts Historical Commis- sion for their respective consideration and recommendations. The Study Committee shall hold a Public Hearing on the report within sixty (60) days of such transmittal after notice is given at least fourteen (14) days prior to the date thereof, which shall include a written notice mailed postage prepaid, to the owners as they appear on the most recent real estate tax list of the Board of Assessors of all property included in such district or districts. The Committee shall submit a final report with its recommendations, a map of the proposed district or districts and a draft of a pro- posed ordinance to City Council. 4. Nominations for Preservation Awards - The nominations were identified and reviewed. The West Farms Chapel was added to the nominations. There was discussion of awards for the preservation or restoration of landscape or streetscape. 3. House - Dating Project: #6 Harrison Avenue, #2 Washington Avenue are in process of research. Forms and an instruction sheet are now printed. An arrangement for responding 'to inquiries and sending out the forms, must be developed since College Hall is not answering inquiries. There was a discussion of procedure. Forms will be made available at Forbes Library Reference Room and in the Mail Room in City Hall. 4. Historic District Study Commission The relation between this new Commission and the Historical Commission was discussed. 5. Historic Resources Mary Parker has an assistant and is eager for the material we are collecting on historic sites. 6. Bridge Street Cemetery A project for identifying, recording, and photographing tomb stones in the Cemetery is being developed. Discussion. Berkshire Gas Company The Commission voted to support a new proposal for a pipeline O through Northampton, designated Option Route #2, east of King Street and continuing on Hatfield Street. 3. South - Old South - Conz Street Intersection A proposal for adaptation of this dangerous intersection waA discussed. The chairman will convey the Commission's concern for what is an historic area of Northampton in letters to the Massachusetts Historical Commission and the Northampton Department of Public Works. 4. Clement Street Bridge in Bay State There will be � meeting with Jack Walters from the National Trust for Historic Preservation to discuss the historic significance of this old iron bridge. 5. Minutes Approved. 2. Attendance Regulations for City Committee Meetings Discussion of practice in city committees. The Commission voted A member absent from three successive meetings, unexcused in advance, will be asked to resign. C 3. Scenic Roads: Discussion of Criteria for Nomination of a scenic road. The Commission voted to accept the 1974 definition: leaf tunnels, trees, stonewalls, farmlands, and fields, with historic additions. The Scenic designation provides that work on a scenic road, can be federally financed without subscribing to the dimensions required in federal (and state) regulations. A Committee: Bowman, Parker, Stephens will report on the Scenic Road Nominations submitted by the Commission. 4. The Historic District Commission has recommended four local historic districts: Downtown, Florence, Bay State and Leeds. Open meetings in those locations will be held for discussion of the proposed designations. (See attached notice.) 5. House Dating: A Committee: Bloomberg, Gage, Kiteley, Stephens will meet to review the status of this project. Clark, Gage, Kiteley, Lincoln, Lockwood, Murdock, Parker, Quesnell, Stephens, Berkley, Ex Officio. Absent: Bowman, Feeley. 1. Minutes approved with the addition of Present: Gage. 2. Railroad Mural: Bob Cilman reported upon a design competition for a replacement to the mural on the railroad overpass at the foot of Main Street. Louise Bloomberg was approved to represent the Commission on the Murals Review Committee. 3. Consulting Member: The Commission voted to elect Elise Feeley a consultant to the Commission. 4. Awards: Nominations for further discussion: Mt. Historic District Study Committee: A report written by the Historic District Study Committee will be sent to the Planning Board, to Massachusetts Historical Commission, and finally to the City Council. There will be public hearings in March. 6. Demolition ordinance: In response to the demolition of a viable and historically interesting house on Fruit Street, the Commission will urge the development of a review procedure designed to protect significant structures. 8. House Dating Program: Susan Cox has volunteered her time to assist in implementing the House Dating Program. She will be revising a brochure and contacting interested people.
