No rented on Villom Drive beasuse of being in a single dwelling area and her believed this would be so. 3 -.WI Mr. Doyle was asked how the sewerage of these multiple dwellings would be taken care of. .A reply to this was rather indefinite. He stated that they would not use septic tanks. He was asked wh6ther they had any written statement from Mr. Sterling that he would allow the new dwelling to tap into the Mill River. He said that no written statement was required and none stated that any written authorization was given by Mr. Sterling. Mrs. Villone said that they had talked with Mr. Sterling and he said it would be okay. The Board's findings and facts on this petition are as follows: Mr. Ralph Leveille: Would like to go on record as being in favor of granting a variance for the following reasons: That the area surrounding this tract is zoned as "B" which allows this type of construction. That by granting this variance it will encourage the most appropriate use of this area and that it will be a great benefit to the City without injuring the neighborhood. Also that their is a great demand for this type of housing in the City. Mr. Milton I. Tarshus: In favor,of rejecting this petition on the following facts: The request by the petitioners is not for a small variance or changing a small part of the property. He is actually asking for a change in the zoning of five- sixths(5 /6) of the property. The attorney for the petition stated that the only hardship to the Villones was in fact a financial hardship. The petitioner could make better use of his property be& constructing multiple dwellings than if he. restricted to single houses as he did before. The petitioner admitted that he could use single dwellings but the City of Northampton would make more out of it if he used multiple dwellings. I find that the neighbors who came to the . ` wo .. Z} .. hearing opposed the granting of this petition. Objected to the ehange for several reasons. They bought their property with the understanding that it would be s single dwelling unit in a residential area. Opposed to it that the petitioner was seeking a variance from class A into B. On the above findings I reject the request for a variance. The extent of the variance requested by the petitioner is so great that in my opinion is a matter far. the Planning Board not for the opeals Board.
