The proposed driveway will provide access to asingle-family home that will be constructed entirely outside of the buffer zone. Site Description The site is located between an existing single family home and the City's conservation land. The property is level and largely open, with a few scattered shrubs and smaller trees. The wetlands are located primarily on the Conservation land, but extend slightly into the lot along its northern boundary. These wetlands were recently delineated by Alec MacLeod, and were reviewed by Ward Smith of Valley Environmental Services. A copy of the wetland delineation report is attached to this narrative. Descr~tion of Proposed Work . The driveway and house construction will be conducted using the following sequence. 1. Sediment and erosion control Prior to any work, an erosion control barrier consisting of a siltation fence and double-staked hay bales will be installed between the proposed work and the wetlands wherever work is located within the buffer zone. 2. Removal of topsoil .Topsoil will be removed from the proposed driveway footprint and, will be stockpiled within the lot, outside of the buffer zone. This topsoil. will later be used along the driveway and house. _ 3. Installation of. utilities.. 4. Construction of house All of the work associated with the single family home will be located outside of the buffer zone. Soil stockpiles will be located to the west and south of the home location, also outside of the buffer zone. 5. Driveway paving. 6. Topsoil and seeding Topsoil will be spread along the driveway and will then be sown with a native conservation seed mixture: If conditions are dry, the seed mixture will be watered regularly in order to enhance growth and soil stabilization. ,J i~ ~ ~~~~ 7. Removal of erosion control Once all areas within the site have been ~~ permanently stabilized (including those outside of the buffer zone), the erosion control i barriers will be removed. ~~. ~> 8. I have ~ 'J ~ also reviewed.relevantsOurces of information to support and enhance my findings regarding the . ~ regulatory context within which house construction may be pursued on this, land. . ~ ~ This site is a "flag lot," for which the driveway access ~is located.between a builtout house lot ~' and an area of conservation land. I reviewed the entire property for the presence of areas (""; ~ meeting the three criteria to be identified as wetland per se. This included observing the site's„ -: topography and other indicators of potential wetland hydrrology, the _ori-site soils for hydric ~-' indicators, and the plant communities to detemnine if any areas weze dominated by hydrophytic n vegetation. I also reviewed the. old delineation of a pond and wetland. complex to determine '; ; ~ } ~~ whether changes had occurred since the original•resource area delineation was conducted. ~•-~ ~ I found that the old wetland delineation re~tn~;nc accurate, largely because of the sharp ~~ topographic relief along the bank to the ponded area. However, I also found that an area of . ~ isolated wetland had come into being since the original. resource azea delineation, likely due to ~ l higher Ievcls of groundwater azidlor runoff associated with compacted soils and additional ~;i .impervious surfaces. This area, of isolated wetland was delineated using consecutively numbered ,--~ blue flagging as Wetland Flags AA - through AA-6. Isolated wetlands aze not jurisdictional `` ~ under the Massachusetts Wetlands Protection Act, but are protected by the Northampton --' ~ Wetlands Protection Ordinance and, in some instances, by Section 404 of the federal Clemi (-) Water Act, admvaistexed by the US• Armyy Corps of Engineers. It is unlikely that the Army Corps ~-~ would express interest in this wetland area, but the Northampton Conservation Commission will. '~ ~ ~~ certainly assert jurisdiction over it as well as a 100-foot buffer zone around it. ) ,-~~~ According to the online Soil Survey of Hampshire County,.Mass., Central Part, the soils actually within the building lot are identified as Pits, Gravel (unit 600), a term acknowledging the highly ' ~ disturbed and typically impoverished sails typical of areas used as gravel quarries. The soils ,, `) adjacent to the parcel and upon which the resource areas aze located aze shown as Sudbury fine ;- ~ sandy loam, 0 = 3% slopes, (unit 260A). Neither of these soils are hydric soils. There are no certified. vernal pools shown as present on or near the parcel. . Although the newly delineated isolated wetland casts a larger buffer zone over the study area, it should not pose any significant limitation to constriction of a single ,family home and ckiveway. .With regard. too the Northampton Wetlands Protection Ordinance and its newly updated rules concerning vernal pools, even veinal pools that are not certified as such; it seems reasonable that this lot will be developable whether or not vernal pool-obligate organisms use the nearby settling pond for zeproductive purposes. After all, the lot has been approved, cleazed, graded and seeded to lawn, and there are two houses already built as close to the potential vernal pool as a new house would be built. Lawn, which is now present throughout the lot, provides no ecological benefit to any organisms dependent. upon vernal pools for their reproductive success. I hope this information is useful to you.
