The following conditions were imposed with this Finding: 1. The applicant must submit all plans and information required by the Department of Public Works Memorandum. 2. The applicant must adhere to all City standards regarding drainage as outlined in the Department of Public Works memorandum dated January 9, 2002 and revised on February 12, 2002. 3. Roberts Proposed Carwash 304 King Street, Northampton In response to input provided by the Zoning Board and DPW, JSP /LDS has prepared a revised site plan and gathered other supporting documentation as requested. Outlined below is a summary of the response to comments. 1. Trash receptacles: Trash cans will be placed on site to accommodate patrons at the carwash. The trash will be collected on a regular basis and removed from site. No dumpster will be located on site. 2. Site lighting: The existing area lights will be retained in place and reused. No new area lights will be utilized. Attached are photos and specifications of the existing area lights. 3. Greenspace: Additional greenspace was incorporated into the site design. Approximately 370 sf of greenspace was added to the site to bring the total oreenspace coverage to 30% of the total site area. The areas of added greenspace include the area adjacent to the King Street drive and along to the rear wall of the proposed carwash. Each of these areas will be enhanced with landscaping consistent with the plantings throughout the site. In total, the greenspace on site will be increased from 4,048 sf (22 %) to 5,520 sf (30 %). 4. Landscaping: All plant species are identified on the revised plan. The addition of a tree will be included in the landscaping plan. This tree will match the trees approved by the Board as part of the bank kiosk application. 5. The "NO LEFT TURN" sign located at the King Street drive will be replaced with a standard MassHighway size and design sign. 6. Noise: A summary of the estimated noise levels was obtained from the mant;facturer of the carwash equipment. According the this information, peak noise is emitted from the egress and of the building. The anticipated noise levels at 30 feet from the proposed building are expected to be equal to 80 decibels. According to data obtained online, typical noises measured at 80 decibels include: a food processor, a handsaw, or traffic. The proposed egress end of the building is proposed to be located approximately 40 feet from the property line and directed towards Barrett Street and the Mobil Station opposite the proposed site. The noise level information is attached. 7. Vehicle Stacking: The presentation of stacking vehicles was adjusted to reflect optimal amount of vehicle stacking. As presented in the revised plan, the site can readily accommodate 10 vehicles in queue plus two vehicles in the carwash. 8. Signage: The proposed signage will reuse the existing freestanding signage system located on site. This system includes a goalpost sign approximately 50 sf in area. The sign is identified on the site plan along the northern end of the site. This sign will be refaced to represent the new use proposed for the site. 9. Fencing: The existing fence line was located and included on the site plan. This fence is the property of F.L. Roberts and is located on their property. Located behind) the fence on the neighbors property is a row of bushes. 10. DPW comments: In response to the comments provided by DPW, JSP /LDS prepared a new and separate utility plan. JSP /LDS met with DPW to discuss the DPW (comments Response To Comments � Page 2 of 2 and provided a revision to the utility plan on February 6, 2002. It was agreed that written responses would be provided prior to the Zoning Board hearing. Additional comments on this plan were received today. Following receipt of these new comments, written responses were submitted via fax to DPW. We have also agreed to work closely with DPW prior to and during the installation of the utilities for the proposed site in order to ensure that construction is conducted to the DPW's complete satisfaction. Attached are the response to comments provided to DPW as well a revised site plan and the new utility plan. We are confident that there will be little to no problems accomplishing this since it has been determined that adequate water and off -peak sanitary sewer capacity exist in the area, and stormwater runoffs will be reduced. We anticipate that the above responses to comments coupled with the revised site plan and new utility plan adequately addresses all comments received to date. As stated above, we will continue to work with the DPW to ensure the installation of utilities is conducted to their satisfaction. These responses require minimal changes to the proposed site plan and will be incorporated into the plan for the Zoning Board hearing this evening. Please review these comments and feel free to contact my office if your comments are not adequately addressed. Response to DPW Comments 1. Stormwater. The proposed storm drain system will continue to operate as existing. The existing system sheet flows to a catch basin located in the southeast comer of the parcel. This flow will be maintained as not to create puddling on site or discharge via either of the site drives. The proposed redevelopment ofthe site calls for elimination of 8% or over 1,000 sf of impervious surface and conversion to greenspace. This reduction in impervious surface will undoubtedly reduce the amount of stormwater discharge generated by the site and therefore result in an improvement to stormwater system. We welcome the Board to impose conditions on the approval requiring that all surface run -off be directed to the catch basin and is not allowed to sheet flow off -site. 2. Stormwater Management: The management of total suspended solids will not change from the existing. 3. Sanitary Sewer. Research to identify the location of the existing sanitary sewer connection was conducted through various departments of the Northampton DPW. There are no existing records of the sanitary sewer connection currently serving the site. The plans call for reusing the existing connection in place. It will be located upon demolition of the existing building and tied into waste water system as proposed. As presented on the plans, the location of the tie is shown as approximate. The proposal is to reuse two of the existing 10,000 gallon underground storage tanks for removal of suspended solids and storage of waste water. The wastewater will be stored and pumped off -peak into the sanitary sewer system via the existing connection serving the site. The amount of storage on site will more than accommodate two consecutive days of the busiest demands, therefore, the time of pumping can be conducted at any time the DPW requests. The system will require service by electric pump which can be set on a timer to pump automatically. 4. Water Line: The manufacturer suggests the water line service to be a 2" line. Discussions with the DPW have identified no issues with water service capacity along King Street of existing water pressure issues. A typical wash will require between 34 and 40 gallons of water per wash depending on the type of wash purchased. The weighted average of typical water usage is 36.5 gallons per wash. On the busiest day, the carwash will conduct an estimated 200 cars per day. The maximum amount of water consumed is estimated at 7,300 gallons per day. Attached is the manufacturer's summary of the water use totals per type of wash. 5. Water Tie -in: The water tie will be conducted according to Northampton DPW specifications. A Northampton pre - approved pluming contractor will be hired to conduct this service. The Northampton Building Department will be contacted to inspect the tie-in prior to closing of the connection hole. Response To DPW Comm L" Page 2 of 2 6, Water Use: The proposed site will generate an estimated 7,300 gallons of water use during the busiest day of peak season of operation (typically winter weekend days). The proposed site is projected to do 30,000 washes per year. At 36.5 gallons per wash, the estimated water usage is approximately 1 million gallons of water per year or 21,000 gallons of water per average week. The busiest day of the week is estimated to wash approximately 20°x6 of the weekly total, therefore, the average water use per peak day is approximately 4,200 gallons per day. Peak days typically occur twice per week, therefore, average off -peak water use is estimated at 2,500 gallons per day. The attached water usage table outlines these calculations. The proposed carwash is a touchless system and cleans cars by applying water and detergent at high pressures. The recycling of water in riot recommended as the smallest amount of suspended solids in the recycled water will quickly damage the pumping system as well as potentially damage the vehicle's finish. During construction piping for a reclaim system will be installed and available for connection, however, unless restrictions are imposed upon water use at the site, the reclaim system will not be connected. If restrictions are imposed, F.L. Roberts will determine if it is economically feasible to engage the reclaim system or restrict hours of operation. It is anticipated that the potential of imposed water restrictions will most likely occur during the summer months when the carwash season is off -peak and water usage will be at the lowest demand_ It should be noted that washing cars at a carwash facility uses less water per vehicle than home - washes. 7. The water meter and backflow prevention device will be located in the heated mechanical room of the carwash. This room will be locked at all times and access to the room can be arranged by appointment or via the use of an on4te lockbox accessible to emergency and meter - reading officials. 8. Oil/Grease separators: The waste water system will be equipped with an oil/gas separator to filter out the transference of these materials to the sanitary sewer system. The unit proposed with be an MDC Oil/Gas separator as approved and used by MassHighway. A detail of the proposed unit is attached. This unit will be located at connection point of the existing sewer line and the extension to the waste water storage tanks. On behalf of F. L. (JSP /LDS) has reviewed the proposed plan for the installation of a walk up ATM at the above referenced site. Specifically, JSP /LDS has reviewed the traffic flows and trip generation associated with the proposal. Currently, the site provides fueling for eight vehicles and offers limited items for sale in the cashier kiosk. Outlined below are the findings of the review. The site currently generates approximately 60 vehicle trips during the busiest morning peak hour period as measured on July 2, 2001. Based on ITE trip generation rates for the respected u se, typical sites with eight fueling positions are expected to generate approximately 100 vehicle tri s hour. According to this information, the site is under performin b a P Per morning peak 9 Y pproximately 40 percent. This performance may be attributed to the extent of the fuel sales competition on King Street coupled with the limited services provided on site. Field observations further identified that the gasoline prices at this location were competitively priced below the Mobil Station located across the street. The addition of a walk up ATM bank should contribute to the addition of on -site activity. ITE does not provide trip generation rates specifically for ATM facilities. Transaction information at the ATM facility located on King Street provided by First Massachusetts Bank identifies a total Of 9,180 average monthly transactions. This total was reduced to an estimated 24 transactions per morning peak hour assuming the transactions are consistent from weekday to weekend day and that the morning peak hour is equal to 8 percent of the daily total (9,180/30x.08 = 24). The transaction totals do not necessarily represent the number Of customers as frequently ATM customers conduct more than one transaction per visit, such as deposit and withdraw or balance review prior to withdraw. Assuming a conservative estimate of 30 percent of all customers conduct two transactions, the average customer attraction rate is calculated to be 17 during the peak hour. The proposed ATM facility can be expected to increase in traffic by an estimated 34 vehicle trips during any given peak hour of the day. These trips represent 17 vehicles entering plus 17 vehicles exiting. It can be expected that a significant percentage of these customers will also be gasoline customers. These shared customers may or may not be existing patrons to the Sunoco station. The introduction of the ATM facility does not appear to impede traffic flows within the site. Parking for the ATM is provided outside of the typical travel area and required turning radii for the gasoline patrons. Similarly, fuel delivery trucks will continue to drop product and maneuver around the ATM facility. King Street ATM Page 2 of 2 The estimated increase in traffic is not expected to impact operations entering or exiting the site as the site is served with one drive on King Street and a second drive on Barrett Street, by which is controlled a traffic signal, Traffic into and out of the site is expected to utilize both drives with a is of l lied m maneuvers occurring at the signal. In conclusion, the proposed ATM facility will serve as a compliment to the services provided on site. The draw of ATM customers may serve to attract more gasoline customers and maintain current customers. The addition of these customers however, are not expected to increase the site trip generation beyond levels typically experienced by most service stations as measured by ITE. They are available open space, parking and general comments. 1) The existing site has approximately 2,940 sf of open space or 15% of total site. We are proposing to increase this amount to a new total of 4,060 sf or 22% of site. This open space will be increased through planting beds and sidewalk around proposed ATM building. The plan contains a planting list of quality planting that are proposed. 2) On the original building permit in section 8, I entered in the number of parking spaces on existing site. The number fifteen (15) came from gas fill up stations; I discovered later that these are not considered parking spaces. So the existing site has no delineated parking spaces. After speaking with the Office of Planning, it was determined that this site requires one space per 300 sf of building. The proposed site will have 524 sf of building, and therefore will require two delineated spaces. These are shown on the plan. 3) The information on the building permit application in section 8 is based on our original design. Since our discussions with Planning, we have made the following improvements. a. Increased open space. b. Delineated parking. c. Added quality planting. d. ROHBRTs & C o ., Inc. for a Finding to allow a change to a conforming use on a pre- euisting non - conforming lot under Section 9.3 (2) of the Northampton Zoning Ordinance at 304 Ring street, Northampton, also known as Northampton Assessorrs Map #24B, parcel 30. Steven Roberts, President of F.L. Roberts & Co., Inc., presented the application. 304 King Street has been a BP gas 1974, Roberts said. Sometime after 1974, the state took station some since the property to reconstruct the intersection of Barrett and King Streets. This land taking removed one driveway and changed the property's curb cuts slightly. Otherwise, the owner has only relandscaped and added a shed since the business's opening. The station still has its original canopy and booth. The applicant now plans to rebuild the gas station. The owner recently received permits to change his storage tanks. The owner removed ten to twelve dispensers which dispensed a single type of fuel and replaced them with four multi - product dispensers which can dispense any one of three products. Previously, the station could accommodate ten cars at once, and, now, the station can accommodate eight cars at a time, two on each side of each multi - product ORIGINAL PRINTED ON RECYCLED PAPER dispenser. Under the proposed expansion, the size of the booth has been increased from eighty square feet to two hundred and seventy square feet. One reason for the larger booth is to accommodate a computer which is needed for the cash register and new dispensers. The location of the booth will remain under the existing gas canopy. The proposed work is a change to a conforming use on a non- conforming lot, Roberts clarified. The lot is 18,400 square feet (19,020 before the land taking by the state), and the minimum lot size required by zoning is 20,000 square feet. Also, the amount of open space is currently only 16.4 %, below the 25% required by zoning. However, the applicant proposes to increase the landscaped area of the lot from 3,024 square feet to 3,773 square feet (from 16.4% to 20.5% of the lots area). The owner has received permission from the State Fire Marshall, he commented. Roberts also described the following proposed changes: ---- An existing sign will be relocated from the northeast corner of the property to the southeast corner. - - -- The new storage tanks are double - walled and hold three thousand gallons, the same capacity as the old tanks. The tanks are bolted down and covered with a concrete mat. - - -- The owner will install six new light posts with a total of eight "shoe box" lights. Roberts showed the proposed locations of the new lights and said he would be willing to shield the lights which abutt his neighbor's property if they disturb his neighbor.
