Date: May 28, 2021 Re: Petition for Joint or Identical Pole Locations No. 30336314 Upon the request of the City to accommodate the reconfiguration of Mann Terrace, National Grid is proposing to relocate a pole at the intersection of Pine Street and Mann Terrace. JO Pole 15 is currently located 43 feet east of the centerline of the intersection of Mann Terrace and is proposed to be relocated 15 feet to the east of its current location. DPW Engineering staff conducted a site visit on February 18, 2021 with a National Grid representative to request the pole be relocated to accommodate the 2021 Street Reclaiming project. The project includes conversion of the Maple Street at Pine Street intersection to an all - way stop and relocating the intersection of Mann Terrace at Pine Street easterly and converting approximately 60 feet of Mann Terrace to one-way travel westbound with a right turn only exit. The design improvements for the intersection are recommendations from the engineering firm Fuss & O'Neill, from the evaluation of the intersection geometry, vehicle and pedestrian patterns, traffic signage, street lighting, and sight distance. The intersection has a reported crash rate of nearly 4 times the statewide average for unsignalized intersections. The proposed pole relocation is greater than 10 feet from existing water mains or service lines, drain pipes, sewer mains or service lines, and manholes. An existing catch basin on Pine Street is approximately 8 feet from the proposed pole relocation site. There are no trees in the vicinity of the relocation area and no apparent interference of trees with proposed overhead wires. The pole should therefore be relocated as proposed and there are no conflicts with city -owned utilities or trees. A valid "Excavation/Trench Permit" is required prior to construction.
