Members present: David Narkewicz, Maureen Carney, Ned Huntley, William Letendre, Chief Russell Sienkiewicz, Wayne Feiden, Leslie Stein, James Lowenthal Also present: Laura Hanson, Asst. Civil Engineer, Northampton DPW Members absent: Kenneth Jodrie, Gary Hartwell, Paul Sustick 1. Public Comment — Vern (No last name given) thanked the Committee for the Pedestrian Signs on Riverside Drive. 2. Minutes of October 20, 2009 Wayne Feiden moved approval of the minutes of October 20, 2009; Chief Sienkiewicz seconded. The vote passed unanimously (8 -0). 3. DPW Traffic Calming Engineering Assessment: Montview Neighborhood (TCA #3) Laura Hanson gave a Powerpoint presentation (Attached). Ms. Hanson reviewed traffic counters, volume, speed and data as presented. Ms. Lola Reid submitted a Proposed Budget Expenditures for Montview Neighborhood's Traffic Mitigation Funds (Attached). Wayne Feiden moved approval to Authorize DPW to work with the Montview Neighborhood to expend $16,000 allocation of Mitigation Funds; Councilor Maureen Carney seconded. The vote passed unanimously (8 -0). 4. Traffic Calming Application Preliminary Review /Referral: • Ward Avenue, Northampton (TCA #8) • Austin Circle, Florence (TCA #9) Chairman Narkewicz handed the chair to William Letendre, as Chairman Narkewicz had to leave the meeting. Councilor Maureen Carney moved to continue the applications to the next meeting of this Commission; James Lowenthal seconded. The vote passed unanimously (7- 0). 5. Woodmont Road /Rail Trail Intersection Safety Concerns (Owen Freeman - Daniels) (See Attached Memorandum to the Commission) 6. UPDATE: Smith College Elm Street Crosswalk Safety Study conducted by Nelson/Nygaard Consulting Associates Gary Hartwell stated that the study was completed in April 2009, with the project manager having reviewed, accepted and funded. The project will go out to bid in February 2010 and will be finished after commencement. Jason Shriver, of Nelson/Nygarrd, stated that the recommended improvements are crosswalk markings, signing, curb extensions, raised intersection at College Lane, and modified Solar Glare warning and radar speed signs. This would be placed at Elm at Harrision/Franklin(looking west). At Elm and College/Round Hill (looking east), the most desirable is a pedestrian crossing as Zoned for Students, emphasis on multiple purposes. Gary Hartwell stated the sign is also a data logger, providing extra caution for drivers.. For Elm and State /West (looking east), complete design in December, and out to bid in January 2010. Wayne Feiden left at 5:25 p.m. 7. Traffic Engineering Reports/Update: • Continued: Traffic Calming Priority Ranking • Update on Traffic Calming Requests • Other project updates Continued to next meeting 8. Bicycle and Pedestrian Committee: • TPC Recommendations re: Norwottuck Rail Trail • Adding Bike Lanes for Route 66 & Bridge Street • Update /Input on South Street Bike Lanes Councilor Narkewicz returned to the meeting. Gary Hartwell brought up bike lanes with no destination at both ends. Councilor Narkewicz stated that the BPW would have to sign off to complete. Ned Huntley stated no ordinances changes would be involved. 9. Continued: Traffic Mitigation Funds Policy (Wayne) — Continue to next meeting 10. Committee & Departmental Reports — Continue to next meeting 11. New Business — Leslie Stein stated that she has talked with PVTA about bus shelter in front of John M. Greene. PVTA asked for suggestions on the design. Councilor Maureen Carney left at 6:05 p.m. At 6:10 p.m., James Lowenthal made a motion to adjourn and was seconded by William Letendre. However, the installation of the bike path, coupled with the removal of the one -lane tunnel & bridge, and the repaving of some of Bradford has significantly - altered the usage of Woodmont -Rd. - Cars coming from or going to the industrial park use Bradford St and Woodmont Rd as an alternative to North St, whose condition is poor. Parents picking up their children from the Northampton Montessori School on Bates St will also take Bradford St and Woodmont Rd because the school directs them to take a right out of the school parking lot rather than a left toward North St. Even tractor - trailer trucks coming from the industrial park use Bradford St and Woodmont Rd to get to North St, where they continue to Market St, then to Hawley St, then to Phillips Place, then to Pomeroy Terrace, then to Bridge St to get onto I -91 South. Though we believe this is a violation of the truck routes plan (at least in spirit) the "No Trucks" sign on Bates St is placed on southern side of the Bradford St intersection, not the northern side. Our street is relatively narrow and is without sidewalks or curbs to protect pedestrians. When the street was rarely used by bikers and pedestrians and the automobile traffic was more of a residential nature, this level of maintenance, development and attention seemed understandable. Now that Woodmont Rd is being used by a myriad of parties and kinds of travel, we are concerned about safety and our road conditions. Our primary concern is about the speed of traffic. Without sidewalks or curbs the walkers share the road with cars. Bikers typically ride down the least - potholed and bumpy portions of the road, which tends to be the middle. There is no posted speed limit sign on Woodmont Rd. Drivers aren't even made aware of what the speed limit might be, even if they wished to respect it. We believe that a speed limit sign is very important. We also believe that the speed limit for this road should be 20 MPH, or a maximum of 25 MPH. Our second concern is with the intersection of the bike path with Woodmont Rd. There are numerous issues here. The first is that the bike path actually ends at Woodmont Rd. But bikers aren't notified of this -- instead the path labels the intersection a "HWY XING ". This may encourage them to attempt to cross the road and ride up the hill to the railroad tracks -- in fact we know that many of them do this. The once - grassy hill across from the path has been completely worn to dirt just in the past few months. In order to get up such a hill, bikers will naturally want to build up speed -- just the opposite from what they should be doing once they reach Woodmont Rd. Another related issue is that many bikers don't know where they are once the reach this point on the bike path. Many residents have suggested a durable outdoor map or sign placed near this intersection pointing to where they are, where the other parts of the bike path start, and how to get there. In addition to the poor labeling on the bike path, there is often significant overgrowth of tall grass and weeds on the Bradford St side of the bike path intersection. Bikers will find it very difficult to see whether a car is coming. There is broad support in the neighborhood for different signage on the bike path. We believe it should be labeled "Bike Path Ends". Not all the problems with this intersection have to do with the bike path. The signage on Woodmont Rd is not all it should be. Just a block away, on Bates St, there are large "BIKE XING" letters painted onto the pavement on both sides of the bike path. There is also a painted crosswalk. Woodmont Rd has neither of these. No pavement lettering. No crosswalk. The minimal expense for adding these two features to Woodmont Rd is surely worth it. There is broad support in the neighborhood for these additions. In summary, we want to emphasize that there is widespread support for these changes. We appreciate hearing the Transportation and Parking Commission's comments on this project and will take them into consideration. Over the next several months, with the assistance of the Project Advisory Committee, we will be taking a concentrated look at the interchange. This project development process will include collection of fresh traffic data and a review of several of the Connecticut River Crossing Study's recommendations, This will include the No Build option and TDM package 2, which includes transit recommendations. The project development process will have a substantial public outreach process, as well, including PAC meetings, public meetings and a project website.
