Step 1/Type of Activity: Describe each type of activity that will occur in wetland resource area and buffer zone.
Step 2/Number of Activities: Identify the number of each type of activity.
Step 3/Individual Activity Fee: Identify each activity fee from the six project categories listed in the instructions.
Step 4/Subtotal Activity Fee: Multiply the number of activities (identified in Step 2) times the fee per category
(identified in Step 3) to reach a subtotal fee amount. Note: If any of these activities are in a Riverfront Area in
addition to another Resource Area or the Buffer Zone, the fee per activity should be multiplied by 1.5 and then
added to the subtotal amount.

1 INTRODUCTION
The City of Northampton Department of Public Works (DPW) is responsible for maintaining a drainage
system that runs along the Mass Central Rail Trail and discharges flow at a 36” outfall towards the Barrett
Street Marsh Conservation Area near Adare Place. This system carries a significant amount of flow from a
developed area to the west and the high volume of water in the system has caused the outfall pipes to start to
fail. If left as is, the system will continue to fail and the bike path itself could be undermined. The proposed
project seeks to avoid this scenario by reconfiguring the system to include a series of stepped manholes near
the outfall that slows the flow within the pipes, and by reconstructing a failed riprap energy dissipation basin
just downstream of the outlet pipe. Most of the proposed work will take place within the easement for the
bike path; a small portion of the basin is proposed to be constructed on the adjacent conservation land. Work
is proposed within Land Under Waterbodies and Waterways, Inland Bank and Bordering Vegetated Wetland
associated with the outfall channel. As a result, the scope of work falls under Category VI of the DPW’s
General Order of Conditions for Routine Maintenance and Repair Activities and requires the filing of a
Notice of Intent.
2 GENERAL SITE DESCRIPTION
2.1 SITE CONDITIONS
Two stormwater conveyance systems outfall at the same location on the north side of the Mass Central Rail
Trail, just north of Adare Place. One drainage system caries flow from 76 acres of residential development to
the west between Prospect Street and the bike path. The 30- to 36-inch trunk line for this system runs
approximately 1,500 lf southeast along the bike path to a manhole and outfalls on the north side of the bike
path embankment. The outfall discharge creates a channel that flows northeast then easterly to eventually join
Barrett Brook. In 1978, this outfall was constructed to include corrugated metal pipe with a flared end that
emptied to a riprap basin, followed by a two foot mortared stone ‘energy dissipater’ wall located eleven feet
downstream of the pipe. According to the 1978 plan, a mortared stone channel was constructed downstream
of the wall on the adjacent property (now conservation land). At present, the flared end section of pipe has
become detached from the rest of the pipe, the outfall riprap basin is not intact, the stone wall has been
overwhelmed leaving remnants of riprap in the stream, and the stone channel is not recognizable.
Additionally, the downstream channel is significantly incised (4-5 feet deep) with evidence of ongoing severe
erosion and undercut banks. The area immediately upslope the outlet pipe is also significantly eroded and a
sinkhole is forming between the pipe outlet and the bike path, which suggests the impending detachment of
another section of pipe.
A second outfall at this location consists of a 24- by 36-inch stone box culvert that carries flow under the bike
path from Adare Place, Murphy Terrace, Jackson Street and an open ditch along the bike path. This
combined flow outlets to the same channel as the 36-inch pipe described above. While this structure is
functional, the outlet appears to be collapsing, effectively reducing the amount of water that it can pass. The
ongoing deterioration of both of these systems has the potential to compromise the northern embankment of
the bike path, and eventually, the bike path itself.
The City of Northampton holds a permanent easement from Massachusetts Electric Company for the bike
path itself, which includes the “right…to construct, reconstruct, install, repair and maintain drainage
facilities” along the bike path (Hampshire Registry of Deeds Bk 2274/Pg 282). Drainage from the outfall
passes through Barret Brook Conservation Area – a marsh and forested wetland complex situated between
the bike path and the King Street commercial corridor - which is owned by the City and under the care and
control of the Office of Planning and Sustainability. At the project location, the bike path is elevated almost

twenty feet above the wetland area to which the pipe outlets; the embankment on the north side of the bike
path is steep with a greater than 70% slope. The project site is wooded with trees and shrubs on the
embankment and throughout the wetland area. According to the USDA Web Soil Survey, soils on the
embankment are mapped as Belgrade silt loam, 3-8% slopes, and soils in the wetland at the toe of the slope
are mapped as Enosberg fine sandy loam, 3-8% slopes. Field observations were somewhat consistent with the
Web Soil Survey, including a high groundwater table and sandy loam soil in the wetland area; a six-inch
organic layer is also present on site within the area mapped as Enosberg soils.
WETLAND RESOURCE AREAS
Jurisdictional wetland resource areas around the outfall were identified and delineated by GZA staff in 2019
as part of the Designs with Nature project. DPW Environmental Planner Johanna Stacy conducted fieldwork
in October 2023 to confirm the wetland boundaries and complete updated USACE wetland determination
data sheets, which can be found in Appendix B. The following resource areas are present at the project site:
o Land Under Waterbodies and Waterways (LUWW)
o Inland Bank (IB)
o Bordering Vegetated Wetland (BVW)
o Intermittent Stream buffer (local)
o
Land Under Wetlands and Waterways (LUWW) is present within the outfall channel. As the outfall channel
consists of an intermittent stream, LUWW is delineated as a single line within the channel. Much of this area
in the vicinity of the outfall pipe already contains riprap and remnants of the stone basin that was constructed
in 1978. Downstream of the outfall, LUWW is comprised of silty and sandy substrate.
Inland Bank (IB) is present along the outfall channel and is characterized by the presence of some riprap near
the outlet pipe. Further downstream, IB is native soil and shows evidence of significant erosion, with
undercut banks and a general lack of vegetation.
Bordering Vegetated Wetland (BVW) is present westerly adjacent to the stream channel and also on the east
side of the stream beginning at a point about 150 feet downstream of the outlet. BVW consists of a red maple
swamp where dominant species include: red maple (Acer rubrum), silver maple (Acer sacharinum), red elm
(Ulmus rubra), black locust (Robinia psuedoacacia), honeysuckle (Lonicera sp.), privet (Ligustrum obtusum), Japanese
barberry (Berberis thunbergii), skunk cabbage (Symplocarpus foetidus), and evergreen wood fern (Dryopteris
intermedia). A soil pit in the wetland area on the west side of the channel indicated a saturated 6-inch layer of
mucky organic soil (10YR 3/1), underlain by a two-inch mucky sand layer (5YR 4/2). This layer extends
below 12 inches with many distinct redox concentrations visible (2.5YR 4/6).
Intermittent stream buffer associated with the outfall channel is present within the project area and includes
areas of BVW and upland area on the bike bath embankment.
3 PROPOSED PROJECT
To address this failing system and reduce the amount of downstream erosion caused by intermittent high
flow velocity, DPW proposes to reconstruct the 36-inch outfall by reconfiguring the last 100+ feet of this
system. The proposed plan involves removing one existing manhole and approximately 90 lf of 36-inch
drainpipe on the north side of the bike path and installing a series of four stepped manholes on the
embankment that are connected by 36-inch reinforced concrete pipe (RCP). The new configuration will drain
to a replaced outfall pipe and constructed riprap basin at the same location of the existing pipe. The proposed
basin will be lined with large riprap (with 50% of stones weighing >200 lb) and measure about 15 feet wide
by 30 feet in length and 2.5 feet deep. The basin and accompanying apron will extend approximately 50 lf

from the outfall with a portion of the basin constructed within the easement parcel and about 30 feet of the
structure built on the conservation property; the footprint of the proposed work is similar to that drawn in
the 1978 plan, but extends further onto the conservation parcel to allow for a suitably-sized basin and apron
to handle the existing flow volumes and velocity. The design calculations are based on U.S. Department of
Transportation - Federal Highway Administration Publication No. FHWA-NHI-06-086, “Hydraulic Design
of Energy Dissipaters for Culverts and Channels, July 2006.
The stepped manholes are intended to slow the flow of water before it leaves the system and the riprap basin
will provide additional energy dissipation before the water reaches the downstream channel and adjacent
wetland. According to modeling conducted by DPW engineering staff, this combination of features should
reduce the velocity of water from 15 fps at the existing 36” outfall to 8 fps during a 2-year storm, thereby
maintaining the integrity of the system, reducing erosion within the wetland area, and ensuring the stability of
the bike path.
In addition to the work described above, DPW proposes to improve flows at the box culvert outlet located
immediately adjacent to the 36-inch pipe. Proposed work at this outlet involves assessing the outlet structure,
and if feasible, adjusting the placement of stone at the end of the outlet to restore its previous flow volume.
3.1 WETLAND IMPACTS
Both outfalls drain to a channel, which flows through a forested wetland area and eventually joins Barrett
Brook. The proposed stormwater outfall project is located approximately 1,000 feet west of Barrett Brook,
mostly within the bike path easement and partly on the conservation parcel. Installation of the stepped
manholes is proposed in the upland area on the embankment of the bike path. Reconstruction of the outfall
pipe and riprap basin is proposed within Land Under Waterways and Inland Bank associated with the outfall
channel. Construction site access is proposed with resource area 100-foot buffers and within the BVW on the
north side of the channel. While the pipe reconstruction and riprap basin work within LUWW and IB
constitute permanent alteration of these resource areas, the impacts to BVW are temporary and the area will
be restored post-construction. Due to the nature of the project and the existing conditions at the site, it is
infeasible to locate this project to another area. Moving the outfall would also alter the hydrologic regime that
has been in place for over 40 years, which would likely affect the wetland habitat surrounding the project site.
For these reasons, the project is proposed to remain at its current location.
While the Performance Standards of the Northampton Wetland Ordinance do not allow alteration of
resource areas or their buffer zones, Section 337-10(E)(2)(h) allows for alteration when the project contains
an area “already degraded or developed” and the proposed work results “in an improvement over existing
conditions” and the “area of proposed work shall not exceed the amount of degraded area.” The proposed
outfall restoration is located in a degraded and developed area and should result in an improvement of
conditions both at the outlet itself and in the downstream wetland complex. The proposed work extends
slightly beyond the existing developed area to allow for the installation of a structure that provides sufficient
energy dissipation to attenuate flow from larger and more intense storm events.
Resource area impacts and how the proposed project meets performance standards for each resource area is
described below:
a) Land Under Wetlands and Waterways (LUWW) – work is proposed in 1 lf of LUWW to reconstruct
the riprap basin and armor the bottom and sides of the channel near the outfall to prevent scour and
ongoing erosion. Existing riprap will be used to the extent possible and additional riprap will be
placed near the outfall where the previous riprap has washed away. LUWW also exists within the
stone box culvert that will be restored. Performance standards for LUWW are met as follows:
i. The water carrying capacity within the defined channel will not be impaired – The carrying capacity of the
channel will be altered slightly in the immediate vicinity of the outlet to repair the scour pool

created by the existing detached pipe section and to replace the detached length of pipe that will
direct water away from the embankment. The riprap basin has been designed to carry sufficient
flow from the outfall such that the carrying capacity of the channel will not be impaired. The
carrying capacity in the channel downstream of the project will not be affected by the proposed
design. As a limited project, the proposed design is not required to fully meet this standard.
ii. Ground and surface water quality will not be impaired – The project seeks to improve surface water
quality by slowing the flow of water leaving the drain pipe. Slower flow should reduce erosion
and sedimentation during storm events and provide more opportunity for groundwater
infiltration;
iii. The capacity of said land to provide breeding habitat, escape cover and food for fisheries should not be impaired –
Given the high flow fluctuations at the project site and high flow velocity during storm events, it
is not an ideal site for breeding habitat or escape cover and thus does not further impair the
habitat conditions at this location. The proposed project should result in improvements to these
habitat functions downstream of the project site;
iv. The capacity of said land to provide wildlife habitat functions should not be impaired – The area in the vicinity
of the outfall is not well-suited to providing habitat functions; the proposed project should
improve flow velocity downstream of the outfall and create more stable habitat conditions for
wildlife.
b) Inland Bank (IB) –Bank associated with the outfall channel is proposed to be riprapped for a length
of 127 lf. Unstable, natural bank would be replaced with stone riprap to improve stability in this
high-energy area and to reduce erosion that results from storm flows. The minimum amount of bank
necessary to stabilize the channel is proposed to be altered. Work is also proposed within the 100-
foot buffer to Inland Bank to construct the stepped manholes and re-grade a portion of the
embankment to repair existing erosion. Equipment access on the east side of the stream channel will
also occur in IB buffer. Twenty feet of Inland Bank also exists within the stone box culvert that will
be restored; the placement of stone will change but no other permanent alteration of IB within the
culvert will change. Performance standards for Inland Bank are met as follows:
i. The physical stability of the bank will not be impaired – This project proposes to regrade and install
riprap on steep, highly-eroded banks to stabilize the soil and prevent future erosion; the
proposed work is expected to result in an improvement from existing conditions;
ii. The water carrying capacity of the existing channel will not be impaired – The project proposes to restore
the end section of the outfall pipe at the toe of the embankment and to restore the edge of bank
that existed when the pipe was installed. This will require that the existing bank above the outlet
be moved away from the side of the bike path embankment. While this will result in a small
reduction in carrying capacity from the existing conditions, it is necessary to prevent the slope
from eroding towards the bike path. The carrying capacity of the channel downstream of the
new pipe outlet will not be reduced more than is necessary to grade the channel immediately
adjacent to the outlet and the channel and basin have been designed to better handle the flow
from the outfall;
iii. Groundwater and surface water quality will not be impaired – the project seeks to improve water quality
within the downstream channel and at the outlet itself by slowing the flow and reducing bank
erosion;
iv. The capacity of the Bank to provide breeding habitat, escape cover and food for fisheries will not be impaired – the
area in the immediate vicinity of the outlet does not currently provide good conditions for these
functions; however, the project is designed to improve these functions in downstream areas of
the channel by slowing the flow and providing more stable habitat conditions for aquatic species.
c) Bordering Vegetated Wetland (BVW) – BVW is present westerly adjacent to the stream channel and
also on the east side of the stream beginning at a point about 150 feet downstream of the outlet.

Work proposed in BVW includes 604 sf of temporary impacts related to equipment access for the
construction of the riprap basin. Work is also proposed within the 100-foot buffer to BVW on the
embankment to install the stepped manholes and connecting pipe. Installation of the manholes and
connecting pipe will require removal of approximately eighteen live trees and one dead tree. Trees to
be removed are listed below.

The performance standard for BVW requires that the proposed work does “not destroy or otherwise
impair” any portion of the wetland. This project only proposes temporary impacts to BVW, and
mitigation is provided through minimizing the project footprint and the use of construction mats
when operating equipment in the BVW. Native wetland shrubs and groundcover will be planted
adjacent to the channel to restore areas disturbed during construction. Tree removal within the
buffer area will be mitigated by planting native tree and shrub species to stabilize the embankment.
DPW proposes to plant the following species on the re-graded portion of the embankment: Red
maple (Acer rubrum), Silver maple (Acer saccharinum), Black chokeberry (Aronia melanocarpa), Gray
dogwood (Swida racemosa), Shadbush (Amelanchier sp.) and Witch-hazel (Hamemelis virginiana).
d) Intermittent Stream Buffer (100’) - Northampton Wetland Ordinance includes a 100-foot buffer to
intermittent streams, which is present on the site adjacent to the stream channel and overlaps with
the IB and BVW buffer areas. Work proposed in this area that meets the performance standards for
other resource areas is presumed to meet the intermittent stream buffer performance standards.

Work related to restoring the box culvert outlet involves using equipment to adjust the existing stone on the
sides and top of the structure. Restoration work is only proposed within the last ten feet of the culvert
structure. LUWW exists within the structure and will likely be disturbed during construction. Inland Bank
exists along the sides of the structure. The proposed work is not expected to alter the existing conditions of
either resource area and the proposed impacts will be temporary.

To control erosion during construction, DPW proposes to install straw wattles downslope of the work area to
prevent sedimentation to the surrounding wetland area. A temporary stone check dam is proposed within the
downstream channel; the dam will be removed when the new outfall pipe is connected and receiving flow.
Flow into the existing CMP will be temporarily directed toward a bypass pump with sediment trap until the
new pipe is installed and functional.
4 ALTERNATIVES ANALYSIS
The following sections provide details on the results of hydrology, hydraulics and design analyses conducted
by City of Northampton DPW engineering staff.
4.1 HYDROLOGIC & HYDRAULIC EVALUATION
Hydrology and hydraulics models of the drain system were developed to analyze the existing conditions and
suitable alternatives for the reconstructed outfall. The existing conditions at the site were determined from
drainage system mapping and invert information from ‘Topographical Plan of Land’ by Heritage Survey, Inc.
January 31, 2019. City GIS, Planimetrics and LIDAR data were used to delineate catchment areas, determine
impervious surfaces, and ground elevations. A SWMM model was developed to evaluate the pre-and post-
project conditions. The system evaluations were conducted for the 2-, 10- and the 100-year storm events. The
precipitation for these design storms was based on the National Oceanic and Atmospheric Administration
(NOAA) Atlas 14, Volume 10 (version 3) precipitation depths (Table 1) and Northeast Regional Climate
Center (NRCC) Type C, 24-hour precipitation distribution curve.

Figure 2 shows the modeled subcatchment areas and outfalls that are used as the design points. Design point
1 (DP-1) is the outfall of the existing 36” RCP. Design point 2 (DP-2) is the outfall of the 2-foot by 3-foot
stone culvert under the rail trail. Design point 3 (DP-3) is the combined flow in the drainage channel.

Note: The SWMM model includes the drainage system upgradient of the project site for 1,200 feet to include the
existing system to Blackberry Lane. The capacity of the upgradient drainage system is 69.8 cfs. The additional
runoff from the subcatchment will therefore not be conveyed into the system. This situation only occurs during
the 100-year storm event for which 61.5 cfs is modeled as being lost to overland flow above the rims of the
upgradient manholes.
Flow velocities were calculated within the pipes, but are not available for the downstream drainage channel
(DP-3).
Alternative #1
With the goal of slowing the velocity of water leaving the 36” pipe, the proposed design replaces
approximately 100 lf of pipe with a series of four manholes which are connected by 36” RCP pipe. The first
three manholes are spaced about 40 feet apart with outlet inverts of each successive manhole approximately
2.5 feet below the one upstream. The last manhole is located about 20 feet upstream of the outfall with an
outlet less than one foot above the outlet invert. This design functions to slow the flow of water as it
descends the slope to the outfall. Flow volumes and velocities were modeled in SWMM at the fourth
manhole (DP-4) to approximate flow leaving the outlet.

In comparison to the existing condition where velocity of flow leaving the 36-inch pipe is 14.6 fps and 16.2
fps at the two and 10-year storms, the proposed design reduces flow velocity to 8fps and 8.7 fps, respectively.
After these flows pass through the stilling basin, water velocity should be reduced even further to limit the
amount of erosion taking place in the downstream channel.
The riprap basin/dissipation pool at the outlet was designed to withstand the velocity of flow leaving the pipe
and to provide sufficient storage capacity to further reduce the flow velocity of water leaving the basin. Large
riprap is proposed to line the basin and the basin size was identified through calculations completed by DPW
Engineering staff. Calculations for basin sizing and design can be found in Appendix C.
The proposed outfall design is able to significantly reduce flow velocity of water leaving the outfall pipe and
also maintains a relatively small footprint within the already disturbed resource area. It also accomplishes the
goal of a more functional drain outfall that can withstand the volume and velocity of flow it receives in order
to provide better downstream conditions for wildlife and natural hydrologic processes to take place. For these
reasons, this design is the preferred option.
Alternative #2
DPW considered an alternative design that extended the 36” drainpipe approximately 900 feet east along the
bike path to outlet at a larger settling basin before flowing to the marsh. The proposed settling basin was
located in close proximity to an isolated wetland and the riprap energy dissipater would have required a larger
construction footprint on conservation property. This design would require obtaining permission from Mass
Electric to install the drainline along the bike path, and additional tree removals would have been required. As
the cost of this design was significantly higher than Alternative #1, and the scope of work is beyond the
existing legal rights of the bike path easement, this alternative was considered infeasible and DPW did not
pursue this option.

4.2 PREFERRED ALTERNATIVE SELECTION
The proposed outfall reconstruction near Adare Place seeks to address a failing stormwater outfall located in
close proximity to the Mass Central Rail Trail. The proposed design of integrating four stepped manholes
near the end of the system will alter flow within the drain pipes to reduce the flow velocity at the outfall. A
previously-constructed riprap basin will be reconstructed to modern standards and be able to handle the
volume and intensity of present-day storms. Most of this work is proposed within resource area buffers and
within the bikeway easement. A small portion of the proposed work would take place on the Barrett Marsh
conservation land. As a limited project, it is not required to fully meet the performance standards for each
resource area. The project’s location within wetland resource areas require work that will alter these resources;
however, the project footprint has been minimized to the extent feasible, no reasonable alternatives exist, and
the long-term benefits to downstream resource areas and the preservation of a key local transportation route
(Mass Central Rail Trail) likely outweigh the construction impacts to this already degraded area. Proposed
mitigation to re-vegetate disturbed areas aims to reduce the overall impacts to Land Under Water, Inland
Bank and Bordering Vegetation Wetland and restore the habitat functions of these areas.
5 OTHER PERMITS
This project is not located within Priority or Estimated Habitat for Endangered Species and will not require a
MESA Checklist Review. USACE jurisdictional wetlands are affected by this project and a Self-Verification
Form will be filed consistent with the current Massachusetts General Permits. No other permits are required
for the project as proposed.

5.CONTROL OF SEDIMENT MOVEMENT INTO CATCH BASINS AND AREA DRAINS.
FILTER FABRICS DESIGNED FOR INSERTION BELOW STANDARD ROADWAY CATCH BASIN INLETS ARE PREFERRED
SEDIMENT CONTROL FOR CATCH BASIN INLETS DRAINING LESS THAN 3000-SF IMPERVIOUS (ROADWAY) AT SLOPES
LESS THAN 5%; SEE DETAIL SHEETS FOR "FILTER SOCK CURB INLET" OR "INLET PROTECTION". STRAW BALE
SEDIMENT BARRIERS OR SILT FENCE SEDIMENT BARRIERS MAY BE REQUIRED FOR LARGER DRAINAGE AREAS OR

6.SLOPE PROTECTION: EROSION CONTROL MATTING SHALL BE USED TO STABILIZE DISTURBED AND REGRADED
SLOPES STEEPER THAN 4H:1V OR AS DIRECTED BY ENGINEER. INSTALLATION SHALL BE IN ACCORDANCE WITH
MANUFACTURER'S RECOMMENDATIONS.
7.INSPECTION AND MAINTENANCE: INSPECT THE EROSION AND SEDIMENT CONTROL MEASURES AFTER EACH RAIN
EVENT AND PROMPTLY MAKE ANY NECESSARY REPAIRS. SEDIMENT SHALL BE REMOVED AFTER EACH SIGNIFICANT
STORM (1-INCH IN 24 HOURS) TO PROVIDE ADEQUATE STORAGE VOLUME FOR THE NEXT RAIN EVENT. CONTRACTOR
SHALL INSTALL AND MAINTAIN RAIN GAUGE. THE REMOVED SEDIMENT SHALL BE DEPOSITED IN AN AREA THAT CAN
BE PERMANENTLY STABILIZED AND WILL NOT CONTRIBUTE SEDIMENT OFF SITE. IF THE GRAVEL FILTER BECOMES
CLOGGED WITH SEDIMENT, THE CLOGGED FILTER STONE AND SEDIMENTS MUST BE CAREFULLY REMOVED TO
PREVENT MOVEMENT OF SEDIMENT INTO DRAINAGE STRUCTURES OR TOWARDS OTHER PROTECTED AREAS AND A
NEW WASHED STONE FILTER SHALL BE INSTALLED TO CONTROL MOVEMENT OF SEDIMENTS.
SIGN AND PAVEMENT MARKINGS:
1. ALL EXISTING TRAFFIC CONTROL SIGNS WITHIN THE LIMITS OF WORK SHALL BE MAINTAINED, PROTECTED, AND/OR
REMOVED AND RESET UNLESS OTHERWISE NOTED ON THE PLANS OR AS DIRECTED BY THE ENGINEER. ALL SIGN
PANELS REMOVED FOR REPLACEMENT SHALL BE DISPOSED OF OFF-SITE OR DELIVERED TO THE DPW YARD AS

2. EXACT LAYOUT AND PLACEMENT OF ALL SIGNS AND THERMOPLASTIC PAINT TO MEET INTENT OF THE CURRENT
EDITION OF THE "MANUAL ON UNIFORM TRAFFIC CONTROL DEVICES" (MUTCD) GUIDELINES, & BE APPROVED BY
ENGINEER. HIGH INTENSITY RETROREFLECTIVE SHEETING SHALL BE USED FOR ALL SIGNS.
TREE PROTECTION:
1. TREES IN THE VICINITY OF WORK SHALL BE PROTECTED DURING CONSTRUCTION. PRIOR TO STARTING WORK,
CONTRACTOR SHALL CONSULT WITH DPW ARBORIST TO DETERMINE TYPE OF PROTECTION REQUIRED FOR EACH
TREE. SEE TREE PROTECTION DETAILS.
2. AIR SPADING MAY BE REQUIRED IF ROOTS ARE ENCOUNTERED DURING CONSTRUCTION EXCAVATION, PER
DIRECTION OF THE TREE WARDEN AND/ OR ENGINEER.
UTILITY NOTES:
1. EXISTING UTILITIES ARE SHOWN BASED ON AVAILABLE INFORMATION AND ARE APPROXIMATE ONLY. THE CONTRACTOR, IN ALL
OPERATIONS, SHALL ANTICIPATE THE EXISTENCE OF UTILITIES THAT ARE CONSISTENT WITH LOCAL USAGE REQUIREMENTS.
THE CONTRACTOR SHALL VERIFY THE LOCATION OF ALL EXISTING UTILITIES AND NOTIFY THE APPROPRIATE UTILITY
COMPANY OR AUTHORITY.
2. THE CONTRACTOR SHALL DIG TEST PITS, WHERE REQUIRED, TO VERIFY THE LOCATION OF UNDERGROUND UTILITIES AND
WHEREVER PROPOSED UNDERGROUND UTILITIES MAY CROSS OR BE ADJACENT TO EXISTING UTILITIES.
3. IT SHALL BE THE RESPONSIBILITY OF THE CONTRACTOR TO RELOCATE, OR COORDINATE THE RELOCATION OF, ALL EXISTING
UTILITIES WHICH CONFLICT WITH THE PROPOSED IMPROVEMENTS SHOWN ON THE PLAN. CONTRACTOR SHALL NOTIFY
APPROPRIATE UTILITY AT LEAST 3 WEEKS PRIOR TO ANY REQUIRED UTILITY RELOCATIONS.
4. IT SHALL BE THE CONTRACTOR'S RESPONSIBILITY TO MAINTAIN THE PROPER FUNCTIONING OF ALL UTILITIES IN THE AREAS
UNDER CONSTRUCTION PRIOR TO THE TIME WHEN THE FINAL SYSTEM IS PLACED INTO SERVICE. ALL PIPES AND STRUCTURES,
AND POLES WITHIN THE LIMITS OF WORK SHALL BE LEFT IN A CLEAN AND OPERABLE CONDITION AT THE COMPLETION OF
WORK. THE CONTRACTOR IS RESPONSIBLE FOR DAMAGE TO ANY EXISTING UTILITIES AND FOR REPAIRS THAT COMPLY WITH
THE REQUIREMENTS OF THE CITY OR RESPECTIVE UTILITY COMPANY.
5. UTILITY TRENCHES IN ROADWAY SHALL BE PATCHED WITHIN 48 HOURS OR AS DIRECTED BY THE ENGINEER.
6. THE CONTRACTOR SHALL NOTIFY ALL RESIDENTS AND BUSINESSES OWNERS OF ANY WORK WHICH MAY AFFECT ACCESS TO
THEIR PROPERTY (SUCH AS DRIVEWAYS). SAID NOTICE SHALL BE GIVEN, IN WRITING, 24 HOURS PRIOR TO THE
COMMENCEMENT OF SUCH WORK.
7. ALL WATER SHUTDOWNS SHALL BE PERFORMED BY THE CITY OF NORTHAMPTON WATER DIVISION.
8. ANY WATER HYDRANT THAT IS OUT OF SERVICE SHALL BE BAGGED. THE FIRE DEPARTMENT SHALL BE NOTIFIED AT LEAST 24
HOURS IN ADVANCE OF ANY HYDRANT THAT IS TO BE TAKEN OUT OF SERVICE.
PROPERTY PROTECTION:
1. LAND MONUMENTS AND PROPERTY MARKS SHALL BE CAREFULLY PROTECTED AND, IF FOUND NECESSARY TO REMOVE, THE
CONTRACTOR SHALL ENGAGE A PROFESSIONAL LAND SURVEYOR TO REMOVE AND LATER RESET PROPERTY MONUMENTS
AND MARKS. THE CONTRACTOR WILL BE RESPONSIBLE FOR THE REPLACEMENT BY A LICENSED PROFESSIONAL LAND
SURVEYOR OF ANY PROPERTY PINS OR MONUMENTS DISTURBED DURING CONSTRUCTION.
2. THE CONTRACTOR SHALL BE RESPONSIBLE FOR ALL DAMAGE CAUSED BY THEIR ACTIONS ON PRIVATE PROPERTY.

INCLUDING BUT NOT LIMITED TO PROPOSED WEEKLY SCHEDULE, SEQUENCING OF INSTALLATION OF VARIOUS COMPONENTS
OF THE WORK, PROPOSED ROAD CLOSURES, AND ALTERNATE ROUTES. THIS SCHEDULE SHALL BE SUBMITTED PRIOR TO
