Te-Lm11.) of the Northampton Zoning Ordinance, voted unanimously to dj the Special Permit request of Martin Bereziri, 667 Main Street, Holyoke, MA, to construct 21 townhouse units on property located off of the southerly side of Riverside ➢r' (Parcel 194 of Sheet 23D of the Northampton Assessor's aps under the provisions of Section 5.2 (#6), Page 5.2 of the Northampton Zoning Ordinance. The findings were as follows: A. That the requested use is listed in the Table of Use Regulations as a Special Permit; B. That the requested use does not bear a positive relationship • to the public convenience for reasons stated below; C. That the requested use will create undue traffic congestion and impair pedestrian safety within the development itself and specifically on either side of the existing buidlings due to the close proximity of the driveways to the side entrances; D. That the requested use will overload the existing drainage and sewer systems (ref. letter from P.J. McNulty, Sr. , Acting Director of Public Works dated 7/29/85); E. That no special regulations for the requested use as set forth in Article XI apply; F. That the density (number of units) of the proposed development, despite the fact that it conforms to the maximum density allowed by Special Permit as set forth iri the Northampton Zoning Ordinance, would have an adverse effect upon the neighborhood, thus impairing the integrity and character of said neighborhood, which consists of predominantly single family dwellings, with some two or three family structures. The Planning Board wished to elaborate on the above issues by finding that: 1. The proposed connection of the development's sanitary sewer to the City's sewer main on Milton Street will not be allowed by the City's DPW (ref. letter from P.J. McNulty, Sr. , Acting Direc- tor of Public Works, dated 7/29/85 to Planning Board Chairman George Tobin). 2. The proposed drainage will pond at the lowest part of the site and ponding may extend into adjacent land (ref. letter from P. J. McNulty, Sr, DPW, dated 7/29/85). 3. The existing driveways a)are too close to existing building entrances for the proposed traffic volume, b) are too narrow even for one-way traffic and c) should be at 90° angle to Riverside Drive (ref. letter from P.J.
