The matter was duly advertised on March 31, 1973 and
on April 7, 1973 and came on for hearing on April 18, 1973 .
Charles W. Dragon, Chairman, presided at the hearing and heard
the matter with Board members, Cecil I. Clark and Edward E.
Keefe. The petitioner was represented by Attorney William
I I. Welch.
The Board unanimously found that the proposed use is not
injurious, noxious, or offensive to the neighborhood.
After due hearing, the Board voted unanimously to
grant the variance, subject to the following restrictions:
1. All parking lots shall have suitable curbing which
will be installed under the direction of the City
Engineer in such a manner that surface water will
be directed to a storm sewer system constructed
by the petitioner on the premises which will con—
nect with the existing City storm sewer on Federal
Street.
2. The petitioner will install stockade fencing or
plantings along the property lines of any abuttor
requesting the same.
3 . Construction will be in accordance with the
site plan of Architectural & Engineering Consultant,
Inc. , dated and initialed by the Board of Appeals
May 10, 1973 .
This petition is not transferable and must be acted upon

7. The reasons upon which I base my petition are as follows:
The Dept. of Public Health has indicated there is a need for an additional
nursing home in the- area. The laud can be developed for a nursing home
more suitably than for single residence houses. It is =vrred.....Res.ident'ial II and a nursing home or convalescent home is permitted in a Residential A zone
and, by inclusion, in a Residential D zone if a permit is secured from the
Board of -q.X1.pea.le... The home would employ approximately 110 people with.....a_
payroll of approximately $13,500 a week, would cost in excess of $1,500,000.00
Parking would be provided-cif-the-premises-and-the use should. not, in any
way, be offensive or injurious to the neighborhood.
