I report that the following elements of construction were completed in accordance with the plan prepared by this office, dated 2124119: ■ excavation was adequately undertaken to prepare the soil subgrade (5131119) ■ the existing septic tank was pumped; Rob Whitely of Whitely Septic and Excavating, Southampton, MA reported that there was no visible evidence of structural cracks or leakage in the existing septic tank; ■ distribution box and Infiltrator soil absorption chambers were placed and interconnected (614!19) ■ soil absorption system was backfilled as specified (6110119) ■ RCW Landscaping reported that they pumped out and crushed the abandoned failed leach chamber in the front yard; Garbage grinder has been removed have enclosed an As -Built plan of the entire system. Regarding the distribution box, I surveyed the installation, recording both horizontal and vertical locations of system components. The elevation of the septic tank outlet pipe invert is: 97.24' The elevation of the distribution box invert pipe into the distribution box is: 95.76' This is a vertical pitch of 1.48' vertical over 94' horizontal (1.57%) An 0.08 ft/ft drop over 94' horizontal would mean that there would have to be an elevation change of 7.52' (0.08 x 94 = 7.52). That would be 8% pitch, which is pretty severe. Therefore, I do not believe that a splash tee is warranted in this situation. Infiltrators do not require venting. (That's Presby). Richard and l discussed the matter. The tops of the Infiltrator chambers are expected to be 36" below finished grade, so venting would not be warranted. The garbage grinder has to come out, and we have to visually confirm that. The plan did not call for any Title 5 sand. Because the native material in place before the installation was moderately coarse material, the plan called for the material there to be left in place. What you see there is the native material from the property. So we did not order a sieve analysis of that material. This soil absorption system does not constitute "construction in fill," as defined in 310 CMR 15.255. I did tell him that viscerally, it looked like it might very well meet the Title 5 sand criteria. The previous Health Agent, Daniel Wasiuk, approved the use of the native soil material, as appropriate material to surround the Infiltrator chambers. His approval was in accordance with the MA DEP "B Horizon Policy,' issued in 2000. While I was not able to locate the B Horizon Policy anywhere on the MA DEP website, I do have a hard copy in my files. I have attached that here. The kitchen garbage disposal has not yet been removed. I cannot issue my completion certification until I personally observe that it has been taken out.
